# Question Govt. Response
For Volume 1, Factor 1 – Experience, Subfactor 1A – Project
Experience, the following is stated with regard to the number of projects offerors are responsible to submit
“Submit the attached "Project Experience" form addressing specific experience elements below for up to 3 relevant projects completed in the last 15 years” (RFP p.46). In the
Key Trades paragraph, this is countered by asking for “The offeror shall submit a maximum of three (3) exhibit projects
(Samples of Work) produced within the last five (5) years”
(RFP p.46). Please clarify if this key trades paragraph should be last 15 years to match the preceding paragraph and/or if the key trades paragraph is an optional requirement for submission.
The language in the solicitation is correct, the Key Trades requirement is from the last 5 years, not 15 years. Also, the Key
Trades submission is not optional.
For Volume 1, the following is said for the organization and submission, “Include folders and files for electronic formats named as follows:” (RFP p.46). Please clarify if these factors are to be separate documents or be incorporated into a larger Volume 1 document. In other words, would the National Parks Service prefer 1 PDF with each Factor tabbed/bookmarked or does the NPS desire each Factor to be submitted as a separate PDF file in a
Volume 1 zipped folder?
The Volume 1 submission should just be one PDF file, and the
Volume 2 submission should be one PDF file.
Note #12 on planSP1.1 The plans mention that in some cases to run piping perpendicular to the thru floor joists.
This cannot be accomplished.
Design Team disagrees. Please refer to the entire keynote #12 on
SP1.1. Additionally, see detail F on S3.5 for penetrations of joist members.
Can some soffits be added for some of the piping that is to run perpendicular to the joists?
No soffits are permitted unless specifically called out and detailed in the contract documents.
Plans show risers from floor to floor in the wall. Will the wall be insulated so the wet pipe riser does not freeze in cold weather?
There is no wet sprinkler piping shown within any of the exterior walls.
Do we provide any safety factor in our hydraulic calculations?
Yes, refer to specification sections 211313 1.5.E.1 and 211316
1.5.E.1 for the required sprinkley system safety factor
Will we be able to submit change orders for escalating material costs through the duration of the project?
No, this contract will be awarded as a firm fixed price contract.
Regarding Security and Video Surveillance Systems - Can the requirement for a BICSI / RRDD certification be waived and or can this service be subcontracted? Also, can the requirement for Cisco CCNP certified engineer be waived and or can this service be subcontracted?
Certification requirements cannot be waived, but the services can be subcontracted to an owner approved subcontractor
Would the National Parks Service accept natural gas substitutions for the heat pump VRF system to allow for reduced electrical load and higher efficiency?
No. Construction shall follow drawings and specs.
Is the Electrician providing and installing grounding from the Main Ground Buss Bar to the Telecommunications
Ground Buss Bar?
The ground bars and associated cabling are indicated on the grounding and bonding diagram on 2/E6.2. Electricians traditionally furnish and install these grounding and bonding components, however, it is not the intent of the Contract Document drawings and specifications to delineate which trade or subcontractor must perform which portion of the Work.
Work has been indicated on the electrical drawings as a matter of organizing the information (rather than assigning Work) so that the users of the documents can find the information they need in order to fulfill their responsibilities. The assignment of Work is solely the responsibility of the Prime(or General) Contractor.
Is the Electrician providing & installing all Sleeves & Fire
Stop?
Sleeves for raceway and cable penetrations of non-fire-rated construction are specified under Division 26. Penetration firestopping is specified under
Division 7. Electricians traditionally furnish and install sleeves and sleeve seals for electrical raceways and cabling. Electricians occasionally furnish and install firestopping as it relates to their Work. As stated in the response to question 10, It is not the intent of the Contract Document drawings and specifications to delineate which trade or subcontractor must perform which portion of the Work. The assignment of Work is solely the responsibility of the Prime (or General) Contractor.
Is Electrician or GC providing & installing the Plywood
Backboards?
While plywood backboards are specified under Division 27 and are indicated on sheets E1.1 and E6.3, it is not the intent of the Contract
Document drawings and specifications to delineate which trade or subcontractor must perform which portion of the Work. The assignment of Work is solely the responsibility of the Prime (or General) Contractor.
Is the Electrician providing & installing all Junction Boxes, Pull Boxes & Outlet Boxes?
Raceways and boxes for electrical systems are specified under Division 26.
Pathways for communications systems are specified under Division 27.
Raceways, conduits, boxes, cabinets and related components are indicated on the electrical (E), security (ES), and fire alarm (FA) drawings. While electricians traditionally furnish and install raceways and boxes for electrical, communications, fire alarm, and security systems, the assignment of Work is solely the responsibility of the Prime (or General)
Contractor.
Is the Electrician providing & installing all cable pathways
(OSP Duct Bank, Cable Tray, Conduit, Innerduct etc.)?
Cable pathways, duct bank, cable tray, conduit, etc. are specified under
Divisions 26 and 27 and are indicated on the electrical (E), security (ES), and fire alarm (FA) drawings. While electricians traditionally furnish and install these components, the assignment of Work is solely the responsibility of the Prime (or General) Contractor.
A7.5/2 notes fix door frame on 1 side. Door schedule notes a lot of repair. Do the national parks service have someone covering all of these repairs?
Door/door frame repair is part of contract. Schedule lists "level of repair", Spec 06 03 12 Historic Wood Repair defines those levels.
None of the elevations or notes mention door casings yet they are shown on A8.1. Are these needed anywhere?
All existing door casings are to remain and/or be repaired unless noted otherwise. New door openings are to receive wood casings as indicated on door schedule. See sheet A8.1
X3.06 – Graphic Panel Grids – Elev. 1 notes “Adj” support & wood trim. These are panels w/ specific dimensions & are fastened together. Please clarify adjustable note.
This refers not to the word "adjustable", but rather "adjacent"

E13 is an existing cased opening. See sheet A8.1 for any required repair work
Will subcontractors need to provide a Bid Bond and/or
Performance Bond?
NPS will not require subcontractors to be bonded, only the prime contractor is required to submit bid/performance/payment bonds.
I am with xxxxxxxxxxx, we were the exhibit design sub consultant to GWWO on this project. We were wondering if we were able to join a fabrication team as a sub consultant for the media programming or if we are excluded since we were the original exhibit designers?
Unfortunately, no firms that were part of the design work will be able to be a subcontractor for the construction effort.
