About this file
This document contains questions and answers related to amendment 3 of the solicitation for the USFWS Hanalei National Wildlife Refuge - Hanalei Valley Viewpoint project. The questions and answers provide clarification on specification requirements for the project. Specifically, fly ash is not required to be used to reduce the cement content due to availability and cost issues in Hawaii. Alternative concrete admixtures types A and F are acceptable in place of type D. The contractor is responsible for obtaining permits and bearing all costs of relocating two streetlights as part of the highway widening work. For an existing 24-inch drain pipe of unknown length and routing in the project area, the contractor should assume it is 55 feet long and consider its removal as part of the site demolition scope of work.

Amendment 3 Q and A
Q14: Spec Section 03 30 00, Paragraph 2.8 B. calls for reducing the total amount of portland cement by 40% using fly ash, etc. These materials are not readily available in Hawaii and will add several hundred dollars per cubic yard of concrete. Please confirm this requirement.
A14: Deleting the fly ash is acceptable.
Q15: Spec Section 03 30 00, Paragraph 2.4 E. calls for Type D Water-Reducing and Retarding Admixture. Type A and F admixtures are the more modern way to handle the reducing. Please confirm if Type A or Type F admixtures can be used.
A15: 2. Type A or F are acceptable alternatives to Type D.
Q16: Sheet C16 calls for relocating a couple street lights. Is the contractor responsible for any costs associated with this work? If the contractor is to pick up the cost of relocating the streetlights, please provide electrical plans and specifications.
A16: Two street lights, maintained and operated by HDOT, will be relocated as part of the highway widening. The street light relocation work will be completed in compliance with HDOT standard plans and specifications. The contractor is responsible for obtaining a HDOT Street Light Relocation Request (contractor furnished permit), coordinating the relocation of these lights with the Kauai district engineering staff, and all costs associated with street light relocation. If HDOT requires electrical plans, the contractor will provide design-build design services.
Q17: See photos below. There is an existing 24” metal drain pipe in the vicinity of Viewpoint 1. It is not shown on the plans so we don’t know it’s length or routing. Assuming it needs to be removed, can this work be done on a force account basis?
A17: The drain pipe is the outfall for the existing storm pond that will be removed. The contractor should assume a length of 55 feet from the outfall location to the inlet in the pond. The pipe removal should be considered inclusive of the site demolition and preparation work.
