Amendment 0001

Posted 8/13/2021 1 Factor 5 requires new evaluations. References are often unavailable or unwilling to complete new evaluations when existing evaluations are available. (This is especially true during COVID, when new evaluations can be even more difficult to obtain.) This puts offeror scores for an important Factor outside their own control, and if a reference is not sent in, excellent past performance demonstrated by an existing official evaluation may be disregarded needlessly. In order to avoid burdening references and taking reference preferences into account, and in light of COVID and the sometimes increased difficulty obtaining new evaluations during this time, would the government allow offerors to present existing evaluations for projects, if available and provided they are on official CPARS or other government forms similar in nature to the PPQ associated with this solicitation? We feel that this would not reduce the government’s ability to assess offeror past performance in any material way, and would likely improve the quality of proposals available for the government’s review as well as simply proposal development and submission logistics for both the government and offerors. If approved, can the government also remove or increase the page limit for this Factor? Per Section M of the Solicitation, the Government may also utilize information obtained from CPARS, in addition to the Past Performance Questionnaires (Attachment 5) received for Factor 5 - Past Performance.

If no Past Performance Questionnaires are received for Factor 5, the Government will pull the CPARS Record(s) for the corresponding Contract Examples submitted for Factor 1 - Project Experience / Project Experience Questionnaire (Attachment 4).

No change to the page limit for Factor 5 - Past Performance.

Amendment 0002

Posted 8/23/20212Spec Section 01 35 91 Historic Preservation Treatment lists Exterior Cleaning and Repairing in para 1.6, but there is no mention of this work on the Building Elevation drawings, or in the Masonry specifications. Please confirm this is not required, or provide quantities and locations for the contractors to base their bids upon.Spec scetion 01 35 91 is required as part of the scope of work. See drawings, especially work related to the foundation.
3Are ceilings are part of the project scope? I did see that Armstrong ceiling tiles are spec’d but I did not see finish schedule for the job.Ceilings are part of the scope. See drawings section A.
4We hereby request a postponement of several days for the above referenced project.

The project currently bids on a Monday, which historically means less subcontractor prices.

We feel a short postponement will result in more subcontractor interest and ultimately lower prices for the Park Service.Due to imminent Government Fiscal Year end constraints, the bid date will not be postponed.
5Due to the complexity and number of trades involved in this project, please consider

extending the due date an additional 2 weeks to allow for more coordination with

subcontractors/vendors since staffing is minimal currently due to vacation schedules.Due to imminent Government Fiscal Year end constraints, the bid date will not be postponed.
6Is the Contractors Environmental Manager to be on site full time? Can this role also be
performed by the Superintendent? This role is not required to be on the site full time. It is acceptable that this role can be fulfilled by the Superintendent.
7Is the Historic Preservation Treatment Specialist to be on site full time? This role is not required to be on the site full time.
8Ref. 01 50 00-3 2.2 B1 Contracting Officers Field Office; If a field office is required, please
reconsider the field office requirements due to the size of the project area.Contracting officer’s field office is required. A minimum 8’ x 16’ unit or a collocated, minimum 8’x 16’ space - fully partitioned in contractor’s unit, w/sperate lockable entrance - is acceptable.
9Will an area be provided to the contractor off-site for the Field Office? No, the contrator shall provide on-site space for the field office.
10Please provide the sign in sheet from the site visit.Provided via Amendment 0001, posted on 8/13/2021.
11Please confirm if electrical permit/inspection is required from local AHJ or DCRA during the construction or when tying the main feeder at the pull box to the cables provided by PEPCO per E-0.2A (Sheet 121)Permit is required from DCRO. See specifications Division 26 for inspection requirements.
12Please confirm if DOEE/DCRA permit is requiredYes, permit is required.
13Please confirm if the DC Water permit is requiredYes, permit is required.
14Please confirm if the street closure is requiredContractor to advise if space should be reserved and secure permit accordingly.
15Please confirm if the street parking lot front of the building 1438, 1540, and 1542 would be reserved by contractor during the constructionContractor to advise if space should be reserved and secure permit accordingly.
16Please confirm if the historic preservation is requiredSee specifications Division 1, section 01 35 91.
17On-site work hours, can contractor start the work earlier than 9:00 am?Yes, contractor shall coordinate with the contracting officer and the city/district for before, after, weekend, holiday, and loud work hours.
18Spec calls for 7 day notice to the owner before the existing sprinkler system is disrupted. Will the owner require any part of the existing system to remain or put back in service during demo and reinstall? No, however it is the contractor's responsibility to ensure the integrity of the site during construction.
19The spec calls for two different color finishes for the concealed pendents, does the owner want white or chrome?White
20Does the owner want the backflow preventer test valves on the header or piped outside?piped outside
21The specs refer to BIM, is this job BIM coordinated? No, the drawing are provided to the Government in AutoCAD format.
22Please provide an additional site visit.Unfortunately we will not be able to provide an additional site visit at this time
23Ceiling detail 1/A2.5 seems to show an area of unfinished plywood where the exhibit contractor installs cove and fascia. Is this correct?Yes
24Drawing S1.3 has a call out for a blow up labeled 2/S1.3. This does not exist. What is the correct reference? This detail does not exist.
25The new roof configuration at the elevator hoistway is vague. While the structural drawings provide floor joist info at the added Corridors (111, 214, 313) they do not address roof structure at all. Architectural drawing A5.1 calls out 2x8 roof joists but does not provide spacing. In addition, A5.1 references a detail 1/A5.5 but no A5.5 is provided. The roof sections provided only show the flat roof over the corridor and the elevator door side of the hoistway roof. The sides not shown are the most complicated because they have to marry up with the existing roof structure. Can more detail be provided? The drawing reference of A5.5 is incorrect.
26Division 1 specifications and the solicitation imply that the area of the project not under construction may remain open during construction. Assuming that the MEP systems for the project in its entirety service that area, there will be extensive periods during construction in which there will be no power, conditioned space, fire alarm and sprinkler in the partially occupied portion. Are bidders expected to temporarily maintain the systems in this area during these times? It is not anticipated that the Historic home will remain open during construction, however it is the contractor's responsibility to ensure the integrity of the site during construction.
27Structural notes at the exterior stair entrance to the basement reference detail D&E/S200. No Drawing S200 has been provided. Please clarify. The correct reference should be S3.1
28Drawing S1.0 uses a section A/S2.0 for the footing at the new exterior wall. Should this section be 1/S3.0?Correct, this should be S-3.0, detail 1.
29We estimate that the rear elevation will be unusable for material deliveries for at least 6 months of the project because of the area needed to install the new exterior wall and stair access to the basement, making delivery through the front a necessity. Will any parking spaces be made available to the Contractor for material deliveries?Contractor shall coordinate and arrainge with DDOT for permit for use of spaces for delivery and any other construction related activities.
