6. Sheet 99, SE30 elevation mentions a note 5 and there is no note 5 on that sheet, but there is no note 4 designated on the elevation. Is the note 5 meant to read note 4?

Response: I don’t see a note 5 referenced on the drawings anywhere?

7. Sheet 51, C32 – elevation has notes for notes 4, 5, 6, and 7 but these notes to not appear on this page.

Response: I don’t see the note referenced on this sheet?

8. The specification section 01 11 00 – Summary of Work details in the optional work that the replacement HDPE line from the Big Meadows Centralized Treatment Building to

Wells 9, 16 and 17 to be 2” HDPE but it is shown on the drawings as 4” to Well 9, and to a tee at Wells 16 and 17, only 2” HDPE from the tee to wells 16 and 17. Please confirm which is correct? Please confirm if the pipe from the tee to well 16 is 2” or 4”

Response: Provide the pipe sizes for the Big Meadows Optional Pipeline Work as Shown on C Drawings:

9. The specification section 01 11 00 – Summary of Work details in the optional work that the replacement HDPE line from the Big Meadows Centralized Treatment Building to

Well 14 is to be 2” but drawing C30 notes that this pipe is to be 4” at Wells 16 and 17, only 2” HDPE from the tee to wells 16 and 17. Please confirm which is correct? Please confirm if the pipe from the tee to well 16 is 2” or 4”.

Response: Provide the pipe sizes for the Big Meadows Optional Pipeline Work as Shown on C Drawings:

BM Main Line: 4”

Well 17 to Well 16: 2”

Well 16 to 4” Main Line Valve: 4” Outside of Building

Well 9 to 4” Main Line Tee: 2”

Well 14 to 4” Main Line Tee/Reducer: 4” Outside of Building

Addendum item. 01 11 00, Scope of Work. Revise BM Pipeline to BM 16 from 2” HDPE to 4” HDPE. Extensions to BM-9 and BM-17 shall be 2” HDPE.

10. There is no Well NO 14 pump information on the electrical E single line drawings yet there is new power shown on SE30. Please advise.

Response: Refer to Drawings I05, E12, M04 and specification section 33 21 13.14 –

Wellhead and Downhole Improvements for additional details on rehabilitating Well 14 and pump.

11. Sheets SE 16, 17, and 18 do not appear to show the new work in the proper line weight.

Response: none required.

12. The specification section 01 11 00 – Summary of Work details in the optional work to install a spare 1” communications conduit between Big Meadows Centralized Treatment

Building and the Big Meadows Visitor Center, the drawing sheets show a 2” empty conduit for future fiber optic cable. Please confirm which is correct.

Response:

The spare conduit shall be 2” as shown on drawings.

Addendum item. Revise 01 11 00, Summary of Work from “Provide 1-inch spare conduit” to

13. The specification section 01 11 00 – Summary of Work describes a new hardwired control system (conduits and wiring) between Big Meadows Well 14 and the new Big

Meadows Centralized Treatment Building but this does not appear to be shown on the drawings. Please advise.

Response: Drawing SE 30 shows the UE between BM14 and BM Centralized Treatment. Note 4 leader is missing on this line. Also, Note 4 is missing text for BM 14 which should read “Install

6 #12 to Well 14 Motor Starter (2 #12 are Spare)”. Refer to Drawings I04, I05, E12 and M04 for electrical details and 33 21 13.14 – Wellhead and Downhole Improvements for additional details on rehabilitating Well 14 and pump.

Response: Drawings assumed electrical conduit to be abandoned in place.

15. NOTE IN 01 11 00 – INSTALL NEW TELEMETRY COMMUNICATIONS

BETWEEN SKYLAND CENTRALIZED TREATMENT BUILDING AND SKYLAND

WELL 1 BUILDING – WHERE IS THIS SHOWN ON DRAWINGS? WHAT IS

REQUIRED?

Response: See drawings I03, I06 and specifications 40 95 00 for wireless control requirements.

16. 8/29/19- We believe 365 Days is not enough time to complete this project when considering the existing conditions and the season of the anticipated award. With an expected Award in mid-October, project administration (Submittals), and a 6-8 week lead times on HDPE piping materials we suggest a total project duration 485 days or a 120 extension to allow for this administration work and the winter season which will prohibit drilling and concrete and masonry work.

Response: The Period of Performance has been extended to 485 days for completion.

17. Please confirm if there are any requirements for scheduling/sequencing the work at the wells. Are there any wells that cannot be out of use for a certain duration? Any that cannot be out of use at the same time? Any temporary measures that must be in place before taking any specific well out of use to be worked on?

Response: Refer to Specification Section 01 11 00, Summary of Work, para. 1.2 and 1.6 for work restrictions on this project. The well are currently not the primary source of water and can be worked on without impacting the water system. Work on Skyland Well

1 may require temporary measures (Contractor means and methods). Any work to be performed shall be scheduled and coordinated with the CO prior to commencement.

18. The specification section 01 11 00 – Summary of Work - notes for Skyland that we need to re-route the water distribution line around Well 1 to accommodate the new Treatment

Building. Where is this shown on the plans? The water line to the new Treatment

Building looks to come from the reservoir right outside the proposed building location and not near Well 1?

Response: Refer to Drawing C12 for rerouting of the existing water line around Skyland

1 Treatment Building.

19. Are the electrical utility companies aware of this project? There are two mentioned

SVEC and REC that would both need to provide meters, transformers, etc. Has this equipment been ordered or is it readily available? If not is there an estimated lead time proposed to be included in the project schedule? Typical transformer lead times are 12-16 weeks.

Response: The electrical utilities SVEC and REC were involved in the development of the Contract Documents and are aware of the project. They should be contacted for obtaining information relevant to bidding the project.

20. The area of disturbance is noted as approximately 3.5 Acres, will a SWPPP approved by

Virginia DEQ be required before work can begin?

Response: NPS will sign and submit the E&SC Plan and SWPPP to VADEQ. They approve the E&SC Plan and SWPPP. Once contract is awarded, the NPS will need to transfer the SWPPP and the Construction General Permit to the contractor. Contractor submits for Land Disturbing and General Construction Permit.

21. 8/30/19 Questions – C02 states “ THE SITE IS WITHIN DEVOPOPED AREAS OF

THE PARK, ON FLATTER LANDNEAR THE TOP OF THE RIDGE> SOIL IS

EXPECTED TO BE SHALLOW< OVER WEATHERED ROCK. SEE GEOTECH

REPORT “ The solicitation does not contain a Geo Tech Report, please provide.

Response: Geotech report has been provided.

22. It is assumed that the route developed by the NPS for the HDD is majority located on roadways because the area does not have rock obstructions. Please confirm that the HHD

Driller will not be drilling thru rock. If Rock is expected on the HDD routes proposed by the NPS please confirm amount the bidders should plan for (a percentage) as this significantly slows production and requires specialized equipment for drilling.

Response: The Geotech investigation performed 27 borings 5 feet deep each along the alignments of the waterlines. The results did not find rock layers within the borings but suggests that there is a potential for cobbles and boulders.
