RE: Geotechnical Subsurface Investigation Data Report
Shenandoah National Park Water Line Conversion Draper Aden Associates Project No.18060124-010202
Dear Monica:
Draper Aden Associates (DAA) is pleased to present our data report of the geotechnical subsurface investigation completed for the proposed waterline conversion at the Big Meadows and Skyland Developed Areas in Shenandoah National Park in Luray, Virginia. This geotechnical study was completed in general accordance with Draper Aden Associates’ letter proposal, dated April 5, 2018 and Scope of Work for Geotechnical Subsurface Investigation for U.S. National Park Service (NPS) Project: SHEN 151064.
PROJECT INFORMATION
It is our understanding that the proposed waterline conversion includes replacing the existing spring fed water systems at the Big Meadows and Skyland developed areas with a new potable water supply supplied from a groundwater source.
Improvements at Big Meadows includes:
Replacing pumps and assemblies of existing wells, Rehabilitating one 100,000-gallon reservoir, Construction of a new water treatment building, Removal and replacement of approximately 6,500 linear feet of main distribution line.
Improvements at Skyland includes:
Rehabilitating above ground equipment in the existing two wells and well SL-1, A new well facility at SL-1, Rehabilitating two 50,000 gallon reservoirs, Constructing a new water treatment facility at the reservoir area, Connecting the new SL-G well to the existing distribution system with a new 1,500 linear feet waterline.

OBJECTIVE AND SCOPE OF WORK
The objective of this geotechnical subsurface investigation was to generally characterize subsurface conditions in order to provide information and develop geotechnical engineering recommendations related to the subsurface and groundwater conditions, related to the proposed waterline conversion. Our scope of services included:
A subsurface exploration consisting of thirty -one (31) exploratory soil borings at each water treatment building site and along the proposed utility alignments with Standard Penetration Testing (SPT). Table 1 summarizes the details of the boring locations.
Laboratory testing of representative split-spoon and bulk samples in order to develop pertinent data related to the on-site soils to support our design recommendations.
Preparation of this geotechnical subsurface investigation data report, which summarizes our exploration program, laboratory testing, and geotechnical recommendations.
GENERAL SITE DESCRIPTION
Skyland
The Skyland project site is within Shenandoah National Park, near the Skyland Resort Lodge. The project site begins at the existing SL-G well, near the parking lot located west of the intersection of Skyland Upper Loop and Skyline Drive. The project site continues west along the shoulder of Skyland Upper Loop for approximately 1,500 feet and then turns southeast to connect to the existing Skyland reservoirs. A second project site is located along an existing driveway leading up to, and including, the existing SL-1 well site.
Both sites are wooded with mature forest and located in mountainous areas with slight to steep changes in grade.
Big Meadow
The project site is located approximately 10 miles south of the Skyland site, near the Harry F. Byrd, Sr.
Visitor Center along Skyline Dr. The site begins approximately 1,000 feet east of the intersection of Skyline Drive and Rapidan Fire Road and continues west to Rapidan Fire Road. The alignment then continues south along the shoulder of Rapidan Fire Road for approximately 4,000 feet before turning north to existing well BM-14. The total length of the project site is approximately 6,750 linear feet. The project site is relatively flat and predominantly grassed within the meadow, but mature forest is present beyond the treeline.
SUBSURFACE EXPLORATION PROGRAM
DAA conducted the subsurface exploration on June 20 through June 21, 2018, with Fishburne Drilling, Inc. Boring locations were surveyed by Draper Aden Associates. The Boring Location Plan, included in
P:\2018\1806\0100\18060124\18060124‐010202\REPORTS\18 0813 ‐ LTR ‐ Shenandoah National Park ‐ JW ‐ DJA.docx
Section I of the Appendices, indicates the surveyed locations of the thirty-one (31) borings. Appendix Section II contains logs of the borings prepared by a Draper Aden Associates field representative.
Elevations included on the logs were obtained from the field survey.
During advancement of the thirty-one (31) soil borings with a track-mounted drill rig, utilizing 2 ¼-inch hollow-stem augers, the subsurface soils were continuously sampled for the first 10 feet and at intervals of 5 feet thereafter. Split spoon samples were taken by driving a 1⅜ inch I.D. split spoon sampler, in accordance with ASTM D1586-11. The sampler was first seated 6 inches to penetrate loose cuttings and then driven an additional 12 or 18 inches with a 140-pound hammer free falling 30 inches. The standard penetration resistance, or N-value, designates the number of hammer blows required to drive the sampler the second and third intervals. The N-value provides an indication of the relative density of the cohesionless and comparative consistency of the cohesive soils. It is also used in empirical geotechnical correlations to estimate the approximate shear strength properties of the soils. This exploration program utilized an automatic hammer, which produces approximately 30% more energy than traditional safety hammers. Our analysis considers this increased energy but blow count values on the logs do not show the corrections.
In limited instances during the subsurface exploration, the static weight of the hammer, rods, and split-spoon sampler penetrated into the subsurface soil without the aid of hammer blows. This condition is represented on the boring logs as zero (0) hammer blows. Occasionally, the split spoon sampler may not be able to penetrate the full 24 inches. Spoon Refusal (SR) conditions will occur when the subsurface material has very dense or hard soil strength or when encountering an obstruction. The blow count recorded at spoon refusal conditions indicates the depth of sampler penetration over limited increment.
The N-value for spoon refusal conditions is typically estimated as greater than 100 blows per foot (bpf) for this condition.
Auger refusal conditions were encountered at boring SKY-13a. An auger probe boring, SKY-13b, was advanced adjacent to boring SKY-13a, to determine if auger refusal conditions were due to a localized subsurface obstruction. A DAA representative visually classified subsurface soils from auger cuttings and documented the termination depth.
To reduce site impact and due to auger refusal conditions being frequently encountered at both the Big Meadows and Skyland project sites, back-to-back split-spoon sampling was performed instead of auger probes. The subsurface obstructions, interpreted to be boulders of varying size, caused auger refusal conditions, which could be interpreted as bedrock. In order to obtain more accurate refusal results along the utility alignments, a split-spoon sampler was driven from 0 to 1.5 feet, 1.5 to 3.0 feet, and 3.0 to 5.0 feet below existing grade without the use of augers between sampling.
Rock cores were performed at boring locations BM-12a and SKY-02. At both locations, the core drill cored through possible boulders and back into underlying soils. A split spoon sampler was then pushed to 5 feet below existing grade to reach the target depth.
P:\2018\1806\0100\18060124\18060124‐010202\REPORTS\18 0813 ‐ LTR ‐ Shenandoah National Park ‐ JW ‐ DJA.docx
The DAA representative noted cave-in and groundwater depth measurements on the log notes, when applicable, at each soil boring. The soil test borings were backfilled with clean sand up to existing topsoil levels. Approved topsoil, collected from an on-site stockpile was then used to backfill the boring to grade.
No long-term groundwater measurements were taken as a part of this study.
SUBSURFACE CONDITIONS
Regional Geology
The Valley & Ridge Physiographic Province near the site is generally composed of long parallel ridges and valleys comprised of folded and faulted sedimentary rocks. The ridges are typically composed of resistant sandstones and conglomerates, with the valleys being composed of less-resistant carbonate rocks and shale. The age of the formations within the Valley & Ridge province ranges from Cambrian to Mississippian (approximately 570-300 million years).
Local Geology
According to the Geologic Map of Virginia (1993)1, the Big Meadows and Skyland project sites are underlain by the Catoctin Formation- metabasalt. The Catoctin Formation- metabasalt is characterized by grayish-green to dark-yellowish-green, find-grained, schistose chlorite- and actinolite-bearing metabasalt, commonly associated with epidosite segregations.
According to the Geologic Map of Virginia (1993)2, borings SKY-13a and SKY-13b were underlain by the Charnockite Formation. The Charnockite Formation is characterized by dusky-green, mesicratic, coarse-to very-coarse-grained, equigranular to porphyritic, massive to vaguely foliated pyroxene-bearing granite to granodiorite; contains clinopyroxene and orthopyroxene, intermediate-composition plagioclase, potassium feldspar, and blue quartz.
Encountered Soil Conditions
The attached boring logs represent the subsurface conditions encountered at the time of exploration.
Soil strata inferences, discussed below and indicated on the boring logs, represent an estimate of the subsurface conditions based on visual classifications of soils and laboratory classification test results. Note that the transitions between soil strata are generally less distinct than shown on the boring logs and are interpolated between the boring locations. For specific subsurface soil information, refer to the boring logs.

DAA observed a depth of approximately 2 to 6 inches of topsoil at our field explorations. The following descriptions generally describe the subsurface conditions encountered at our exploration locations:
Stratum S1: Encountered below the topsoil, Stratum S1 material consisted of fine-grained soils classified as Fat CLAY (CH), Elastic SILT (MH), and SILT (ML) with varying amounts of sand and gravel. The material extended to a depth ranging from 0 to 15 feet below existing grade, was observed to be light brown to reddish-brown in color, damp to moist, and exhibiting N-values ranging from 3 to 100+ bpf.
Stratum S2: was encountered below the S1 soils and consisted of Partially Weathered Rock (PWR).
PWR is a transitional material between soil and rock, with hard to very dense relative densities.
The Stratum S2 material was encountered below the Stratum S1 soils and extended to auger refusal conditions at depths up to 12 feet below grade. The S2 material was observed to be brown in color, moist, and exhibited N-values of 100+ bpf.
Refusal Our subsurface exploration encountered auger refusal conditions at depths ranging from 6 to 12 feet below existing grade.
Subsurface Water Subsurface water was not encountered during our subsurface exploration. Appropriate groundwater control, determined by the contractor, should be implemented if any excavation is to extend within 24 inches of the groundwater table.
