d) Consecutive water service interruptions shall be separated by
5 working days.
e) Provide Contracting Officer at least 7 days written notice of water service interruptions, such as valving off distribution lines, stopping chemical injection (i.e. hypochlorite) and shutting down distribution system pumps.
C. Project will be constructed under a single prime contract.
1.3 CONTRACTOR USE OF SITE
A. General: Contractor shall have limited use of the site for construction operations. Limit use of premises to work in areas indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated. Shenandoah National Park will remain open during the construction project.
Vehicle and pedestrian traffic, including the Appalachian Trail, must be detoured around defined work areas based on proposed Park re-routes. Contractor shall have full use of defined, pre-approved, and fenced-in work areas for construction operations during the construction period. Detours around defined work areas shall be signed.
B. Storage of Materials:
1. Confine storage of materials to the pre-approved storage area depicted on the Drawings and described herein. Consult with Contracting Officer approval of final locations for materials and equipment storage.
2. A 100 feet by 100 feet staging area for materials and equipment will be available in the Big Meadows “boneyard” location as depicted on the Drawings; located approximately 1/4 mile from Well BM-9. Contractor shall consult and seek approval of final location from Contracting Officer.
SHEN - 151064 01 11 00 - 10
3. Two staging areas for material and equipment will be available in the Skyland area. They are on paved surfaces within the developed area and must be maintained within provided space.
a. Five parking spaces in the southeast corner of the registration parking lot.
b. A 10 feet by 40 feet area in the parking lot on the south side of the Franklin hotel unit.
c. Three parking spaces in the Stony Man Parking area, near Skyland Well G.
C. Preservation of Natural Features:
1. The design is based on trenchless construction methods to prevent damage to natural features and to maintain public access. Trenchless methods are required under all existing road crossings and shall be used elsewhere as feasible. Where trenchless construction methods are not feasible, Contractor to submit written justification and alternative plans to CO at project bidding. Open cut methods shall conform with all performance requirements and Erosion & Sediment Control procedures outlined in the Contract Documents.
2. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, in accordance with park requirements, at no additional expense to the Government.
3. Provide temporary barriers to protect existing trees and plants and root zones, as approved by the park biologist.
4. Do not remove, injure, or destroy trees or other plants without prior approval. Consult with Contracting Officer and remove agreed-on roots and branches that interfere with construction.
5. Do not fasten ropes, cables, or guys to existing trees.
6. Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage.
7. Vehicles and heavy equipment shall not be operated off of paved or gravel surfaces and within the critical root zone of trees without first applying an 8-inch protective layer of wood chip mulch. This mulch should be removed and hauled away for disposal at the conclusion of the project, as shown on Drawings. This includes trees within the work zone that are to be saved.
8. Equipment used for this project must be free of dirt, seeds and vegetation prior to entering the park, to avoid the establishment of invasive plants. Equipment should be pressure washed or steam cleaned. Any equipment leaving the park must be re-cleaned before re-entry to the park and project site.
D. Driveways and Entrances: Keep driveways, Rapidan Fire Road, trails, and entrances serving premises passable and available to Government, Government's employees, and emergency vehicles at all times.
1. Schedule deliveries to minimize use of driveways and entrances.
2. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.
3. The gravel roads to Skyland Well 1 and Skyland Reservoirs are not intended for use by the public. Excavation, material storage, and parking on these gravel roads is preferred over temporary disturbance and restoration of adjacent vegetated areas. Maintain a passable width for Government and emergency vehicles.
4. Rapidan Fire Road and the “boneyard” access road must remain open to at least one lane of traffic at all times for Government vehicles, school buses, hikers, and bicyclists.
SHEN - 151064 01 11 00 - 11
E. Construction Camp: Establishment of a camp within the park will not be permitted.
F. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment.
1.4 PUBLIC USE OF SITE
A. Contractor shall at all times conduct his operations to ensure the least inconvenience to the public.
Road closures will be permitted, when required, upon specific approval of Contracting Officer.
Contractor to submit plans to Contracting Officer to complete work within a specified time frame.
