REQUEST RESPONSE
Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number 140P2019R0068 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement?
If possible, can you please provide the most recent contract or task order number?
According to Attachment 3, the sample Small Business Subcontracting plan, and the instructions for Vol II on page 153, Small Business Concerns goals are stated to be 43%.
However, page 20 in Special Clause IV (b) contractors are to ensure a minimum of 10% is performed by small business. Which percentage is correct as a goal?
Given that to due date is just after a federal holiday, which requires offerors to ship 5 days before the due date, and also given the environmental concerns of submitting a total of 8 bound copies, would the NPS please consider allowing for electronic submission instead with a follow-up flash drive to arrive in the mail?
In order to put together a comprehensive, and effective proposal that will show the NPS not only our qualifications, but to be able to put together the highest quality small business team, would the NPS please consider a 2-week extension making the new due date July 22?

Could I get the sign in sheet for the pre-proposal meeting held on June 18th? Thank you! Posted with Amendments 0006 and 0007.
There are several times listed as to when proposals are due. According to the SF1442, the time is listed as 5pm on July 8th. On page 157 of 173, (3) (i) the time is listed as 4:30, but according to Section L, the building closes at 4PM. Could you clarify the time when proposals are due?
What is the due date for questions, to whom should the questions be addressed, and in what form? We went to FBO to find the contact information to send these questions.
Answer initially posted with Amendment 0003. See answer to Question 3 and read all Amendments.
See Amendment 0002 and attached revised Agenda for Site Visit.
The site visit is currently listed as taking place on June 22, 2019 at 9:00 AM ET, which is a Saturday. Is this the correct date or is the site visit actually Friday, June 21?
See Amendment 0004.
SMALL BUSINESS PARTICIPATION: Page 20 of the solicitation describes this requirement. It requires a minimum of 10% of the total contract value to be performed by small business. If at any point during the performance of the contract it becomes apparent that the goals will not be met a recovery plan will be requested and if upon contract completion the 10% is not obtained it will be appropriately documented in the past performance record. SMALL BUSINESS SUBCONTRACTING: Page 52 of the solicitation tells you what to submit in relation to the subcontracting plan with your proposal. The plan does not receive a rating and the award is not made until the subcontracting plan is acceptable. The clauses 52,219-9 and 52.219-16 provide further detail. A sample plan is provided as an attachment to solicitation.
The plan should demonstrate the contractor’s proposed subcontracting percentages as they relate to the proposed amount and the small business goals identified in the solicitation. If at any point during the performance of the contract it becomes apparent that the goals will not be met, the appropriate supporting documentation shall be provided to demonstrate the good faith effort. The contractor will not be considered in breach of the contract.
All submissions shall be in the format as indicated in the Solicitation Section L -

Are there any LEED Requirements? General requirement specifications note IAQ and construction waste management. Is this the extent of Green Build on the project?
LEED is not a requirement for this project. Conformance with Green Building Code does apply
Site plans do not show any tree protection. Will any be required?
Yes provide tree protection for trees surrounding the site. Specification may be amended on a later date. Trees on the west (Ohio Dr.) site can be trimmed to facilitate construction.
New storm structure HS-1 is shown within the drip line of an existing tree. If the plan is to save this tree, it would be advisable to perform root pruning prior to excavation for this structure. Should bidders carry this cost?
The intent was not to cut the tree down so yes, the contractor will have to perform root pruning prior to installation.
Perimeter caulking at windows has been identified as ACM. Should bidders carry abatement of this caulk in its entirety along with glazing and caulking for the exterior window restoration bid option?
Correct. If existing windows are to remain then abatement will not be required.
Is it NPS intent to remove all ACM and Hazmat from this building as opposed to selective abatement to facilitate the new work?
Only areas that would be affected by new work. All ACM piping and fireproofing shall be removed due to the extents of new work with the bulk of abatement being floors and ceilings of all buildings. If windows bid option is accepted then abatement would be required for identified ACM sealant. Lead abatement at stairs are not required since no new work will impact stairs. Hazmat drawings identify all ACM locations.
There are existing crawlspaces under Building A, B and D containing ACM pipe. Will this material be abandoned in place or should we carry the cost to remove it in its entirety?
All Piping indicated on PD series in NPS contract drawings show demolished piping. All piping should be removed according the Plumbing contract drawings.
Note 33 D1.04 indicates quarry tile at floor to remain. Note location points to a wall.
Please show the floor area.
Note is attached to dashed line extents around Lounge 169 and Office 101A
Metal stairs are indicated to have lead based paint. General notes state that stairs are ETR.
Should we carry any $ to remove this lead based paint?
Existing Stairs are historic character definining features and should not be touched or modified thus will not require abatement.
Plumbing riser diagrams show removal of existing. Mechanical riser diagrams do not.
Neither are shown or referenced on the demo drawings. Please confirm that all existing duct risers are to be demolished.
Demo drawings call for demolition of all ductwork (which would include risers, fire dampers, etc.).
Please confirm that this project is tax exempt for items that are incorporated into the fabric of the building vs temp items used in the course of construction
Please refer to Solicitation Clause 52.229-3 FEDERAL, STATE, AND LOCAL TAXES. There is no evidence appropriate to establish exemption from any Federal, State, or local tax or any reasonable basis to sustain the exemption (FAR 52.229-3(h)).
Please confirm that the Contractor is to carry the cost of trade permits only. If this is not the case, please list the permits that the Contractor will be responsible for.
See Specification 01 31 00 Part 1.9 Permits. Contractor responsible for all permitting.
All of the buildings have been determined to be eligible for the National Register of Historic Places. All facades of the buildings are historic , the Building A lobby, and all stairwells should be considered historic. The Historic Preservation Treatment plan should outline contractor’s approach to ensure that the historic to remain portions of the buildings are properly protected from damage during construction. Specific historic materials that require restoration such as the teak wall and clock and windows are identified in the drawings and treatment outlined
Where is infill window 1/A5.51 used? REF A6.31 type C1 at removed door
Spec section 01 35 91 Historic Preservation and Treatment Procedures requires submittal of a historic preservation treatment plan after award. Prior to award bidders need to carry the cost of this plan. Drawings note restoration of the Building A Lobby teak wall and bronze clock. Is this a historical restoration? Are there additional elements in this project that are historic in nature and need to be protected and/or restored?
MD-1.9 shows an air cooled chiller to remain at Wing A penthouse. This same location on M1.9 shows an existing chiller CH-1. The chiller schedule references a CH-1 and CH-2 for reference only. Mechanical penthouse D shows no CH-2 and the note on the chiller schedule states that the equipment is provided by a separate contractor. Is this accurate and is this separate contractor also supplying these chillers? Will this separate contractor carry the warranty for these chillers?
There is no air-cooled chiller in the Wing A penthouse. Drawing MD-1.9 shows an existing cooling tower to remain which is located outside of the penthouse. MD-1.9 also shows and existing water cooled chiller that is to remain as well. During the time of design NPS provided cutsheets for certain equipment that was going to be installed and indicated that on our design documents, we should label those as existing to remain. This includes the water cooled chiller in the Wing A penthouse and the air-cooled chiller outside the Wing D penthouse. NPS to confirm that these pieces of equipment have been installed.
During the walk through we noted that the underside of floor slabs and all beams were fireproofed. This material has been identified as an ACM. Is it NPS intent to remove all ACM material on this project. Removal of all of this fireproofing will be necessary for attachment of mechanical hangers and ceiling grid. Will new fireproofing be required at all beams and the underside of slabs? The extent of new fireproofing is not clear on the Contract Documents.
All spray fireproofing from existing floor/ceiling structure shall be abated. New spray fireproofing is specified under NPS Specifications 078100

We would like clarification as to how many hard copies of each volume are due.
According to the SH1442 [SF1442], 1 original and 1 copy are due. However, according to Section L, 4 hard bound copies and one electronic copy are due. Our question is two part:
1. How many total hard copies are due?
2. Does one need to be identified as an original and the rest as copies?
1. Section L of the Solicitation specifies the number of copies and acceptable formats. Form 1442, Box 13.a is amended to be consistent with Section L. See Amendment 0009.
2. Documents do not need to be indicated 'copy' or 'original' . One signed original technical proposal and one signed original price proposal is required.
Keynote Vol 1 RCP A1.51 and similar notes fix operable windows in place Option 2 modify existing aluminum window frame... Is fixing the operable windows in place part of the base glass scope or included in Option 2?
Fixing the windows in place is part of the base building scope. Bid Options are separate bullet points in the General sheet notes in A6.31
Please confirm that the work indicated on drawing A 6.32 (sheet 78 of 515) is the only work that applies to bid option one. The note on this drawing references both bid option 1 and 2. If this drawing contains work related to both bid items, please clearly identify what work belongs in each bid item. Also please confirm that the work indicated on drawing A
6.31 (sheet 77 of 515) is the only work related to bid option two.
Refer to the note under each detail. IE detail 1 references Bid option 2 where as detail 7 references Bid option 1.
Epox-2 finish is referenced in the break room sheet notes used at the break rooms. The finish schedule provides only an Epox-1. What is epox-2?
I do not see a reference to Epox-2 ON A4.11? There is only one location of an epoxy floor and that is within the wing B first floor kitchen area and that is EPOX-
Section notes on 5/A5.70 reference stainless steel tube system installed within the millwork at the blast proof receptionist desk. Further details provided on 2/A5.07. There is no drawing A5.07. Please clarify.
A.507 is a typo. Should be A5.70
Plumbing site plan PS1.1 shows new 5" sanitary and new 10" storm exiting the building with a continuation on the Civil plans. No continuation is provided on the Civil plans. The same applies to storm, domestic water and sanitary noted as existing with a continuation on the Civil plans. We assume that we have no work associated with existing services as these continuations are not shown on the Civil plans.
Lines shown as existing to be reused on plumbing sheets will not require additional work outside building footprint. This includes domestic, sanitary, and storm.
Please confirm that FF/FL requirements Specification 03300-3.12 are not applicable to the concrete work we're performing on this project.
There is a concrete infill slab adjacent to the new elevator where concrete finish requirements would apply.
Intumescent fireproofing is referenced in specification 078100 Is there any condition on this project where this material will be used?
No anticpated intumescent paint is required.
Decorative metal specification calls out decorative mechanical grilles and frames. The mechanical grille schedule does not specify any grilles as decorative. Where are the decorative mechanical grilles identified in the Drawings?
Specification is added for airflow transfer grill @ Wing B kitchen millwork on A5.70
The project is called out as phased. Telecom plans reference phased removal of the existing backbone. Why is phasing important when there are no building occupants. Is there anything preventing Contractors from moving to Building D abatement and demolition upon completion of demo and abatement at Buildings A-C? What is the plan for phasing?
Delete phasing requirement.
No roofers attended the site walk. There is little to no information in the Contract Documents describing the existing roof or the new replacement roof. If we're able to get roofing numbers, we expect them to be higher than they should be due to this unfamiliarity. This applies to various other trades - for instance, the ornamental metal sub that has to replace the bridge guardrails. Is it out of the question to schedule another site visit by all bidders in order to familiarize bidders with site conditions?
The only site visit was held on June 18, 2018. No additional formal site visits will be coordinated and contractors/subcontractors may not visit the site outside of the June 18, 2019 site visit.
Spec section 019114 calls for commissioning of Building Envelope and Lightning Protection. Please confirm that these are excluded from our scope of work.
019114 is a division 1 spec provided by NPS. The project was to use LEED as a guideline but not to file for LEED certification. Fundamental commissioning should be included as part of the SOW. The exterior Envelope is an existing condition or a refurbishment of an existing condition therefore would not require commissioning. Lightning protection was not part of the design so it can be removed from the list of commissioning items.
