The drawings are missing a finish plan/schedule, so we are unable to determine which windows are expected to be covered with window treatments.

Can we give you price for the roofing only or is the proposal for the entire project?

See sheets: A-700 and A-701 for schedule and materials, A-711 thru A-715 for floor finishes, as well as several additional A-7XX series sheets showing interior elevation sheets defining finishes on the walls

No. Proposals must be for the entire project broken out per the contract line item guidelines in specification 01 27 00. Interested roofing subcontractors may coordinate with prime contractors to submit subcontractor proposals. See the site visit sign-in sheet from the prior amendment and the Interested Party list on FBO.

AMENDMENT 0003 will incorporate the NEW Contract Price Schedule which includes the two new line items for the water line.

Clause 52.219-4 of the solicitation gives 2 instances for a 10% pricing preference, the first to receive a preference is HUBZONE Small Business Concerns and the second is Small

Business Concerns. We are a construction company that has done less than $35,000,000 yearly revenue average for the last 3 years and therefore will self-certify as a Small

Business Concern in SAM. My question is, do we qualify as a Small Business Concern and will we receive the same pricing preference as a HUBZONE Small Business Concern.

Offers will be evaluated in accordance with FAR Clause 52.219-4. The Contrator is responsible for understanding and meeting small business requirements in order to submit the required Representations and Certifications and meet all proposal requirements. .

Volume II contents require us to submit general references form and subcontracting plan form. It states both are attached, however they were not included as part of the attachments nor is it included within the solicitation form. Could you please advise if there are, in fact, preprinted forms for these items and if so, can you please provide?

FBO Amendment 1 does not have a SF 30. AMENDMENT No. 0001 on SF 30 was issued to incorporate the drawing that is showing as FBO Amendment 2.

Refer to FAR 52.236-1. The clause requires that the work performed to satisfy the percentage shall be performed on the site and with the contractor's own organization. Work not meeting these requirements, under any Division, would not be applied against the percentage.

Please confirm if 15% of work to be self-performed includes the cost of general conditions.

The solicitation states volumes are to be bound – can we submit the two volumes in 3-inch binders versus binding?

REQUEST / QUESTION RESPONSE

This is John with Clark Wire and Cable. We are on the specs as supplier for the

Audio/Visual scope of above/attached project. Could you advise who is managing the AV scope of the project?

What is the required roller shade fabric material? The specs call for light-filtering fabric under section 2.2. F. 1. and light-blocking/opaque fabric under section 2.3. B. If light-filtering is the appropriate fabric type, please indicate the percentage openness (i.e. 1%, 3%, 5%, or 10%).

See sheets: A-104, note is shown pointing to windows for space 135 and A-700, Finish Material Specifications Legend, heading Window Shades and Blinds, WIN-

FBO Amendment 1 was issued on Jul 02, 2019 – but no SF 30 Amendment was posted on

FBO. Is the govt going to post the SF 30 for inclusion into FBO?

The "General References" form was not included as part of the provided information on

FBO. Can we get a copy of the form the govt wants used in the proposal?

The solicitation states volumes are to be bound – can we submit the two volumes in 3-inch binders versus binding?

Amendment 01 was issued on Jul 02, 2019 – but no SF 30 Amendment was posted on

FBO. Is the govt going to post the SF 30 for inclusion into FBO?

Only as indicated in drawings where repair, replacement, or touchup is necessary.

The exterior stucco/paint beyond those areas is not in scope.

The "General References Form” and "Subcontractng Plan Form" were added as an

AMENDMENT No. 0002 on SF 30 and is shown on FBO as Amendment 3.

The "General References Form” was added as an AMENDMENT No. 0002 on SF

30 and is shown on FBO as Amendment 3. This AMENDMENT No. 0002 also furnished Section J Attachment 16 Project Experience and Attachment 17 – Past

Performance Questionnaire in a WORD format.

Volumes can be submitted in binders (e-mail response sent with attachment 7/3/19 by Kurt Ulmer).

Will the forms containing the CLIN’s be revised to include the additional CLIN’s created by Addendum # 1?

The forms attached to this email are to be completed and returned by the offeror, however these forms will be difficult to fill out and complete in their current format. Thy currently have text in the fields that are to be filled in by the offeror and that text cannot be overwritten using Adobe Acrobat without creating a new text box for each and every field which would be extremely time consuming and not good quality. Can these forms be provided in a fillable format or at least with the fields being left blank so we can use the fill and sign tool in Adobe Acrobat to fill in the blanks and complete the form?

The Forms were added as AMENDMENT No. 0002 on SF 30 and is shown on

FBO as Amendment 3. This AMENDMENT No. 0002 furnished Section J

What special inspections are required what testing is required of the contractor?

See response to #47, all inspections and testing to be performed by contractor's hired third party inspector

What is the cellular service out at the site. AT&T

Please advise if a price for stucco at the existing building areas to remain should be included as part of this proposal.

DEC Contracting is requesting additional time to complete the PPQ and have our references complete them and return to you by email. Currently the deadline for returning these to you is July 15th, 2019 and we are concerned that is not enough time to coordinate the completion of these forms by multiple clients of DEC Contracting Group, Inc.

The Past Performance Questionnaires may be submitted up until the Proposal due date of Juluy 30, 2019 at 4:00 PM MDT.

Hope this email finds you well, this project came across my desk and my firm is already submitting a proposal for materials testing to a contractor bidding on the project but wondering if you will also need an Asbestos Survey for the Demo permit as well as a proposal for Private Provider Inspections for the re-roof?

There is no asbestos in the building and NPS has the testing reports verifying this.

The roof was also tested, and no asbestos was found. The contractor should provide the 3rd party inspections as described in the specifications.

Tennant Coatings, Inc. (the third largest manufacturer and supplier of epoxy/resinous floor coatings) through one of our preferred contractor/installers would like to provide a bid for the Seamless Resinous/Epoxy Flooring for the Rehabilitate Flamingo Visitor Center using our line of products. I have prepared a Request for Substitution of an equivalent system using Tennant Company Products and have attached it along with product information for

No, this product is not allowable. Product submitted is not an equal to the specified basis of design.

How are the cracks at the upper walkway to be treated/repaired.

Notes are provided on S105 to show how to repair the cracks. There is also detail

2/S401 for a typical slab crack repair. Both call for a bonding agent but an epoxy adhesive is acceptable.

What are the DEP requirements for permitting and other approvals for the water line upgrade work.

The Park is confirming requirments and will handle the permitting...the contractor is not to include costs for permitting services into the bid.

What type of compliance or precaution is needed for water line excavation work which will encompass area approximately 8 ft distance from the road leading to the lock/bridge.

The Park will conduct a general archeological and ecological survey of the area to be trenched prior to construction...at this time contractor is to assume no special treatment/costs involved in mitigation measures.

Who is responsible for cutting back the vegetation prior to construction?

The Park. The Park will also be responsible for the removal of the ivy growing on the exterior walls such as at the stair tower.

How are the existing railings to be cleaned and refurbished?

Clean up railing where there is previous patching residue and rust. There will be no new coatings applied. Provide up to (3) different iterations of railing restoration on a minimum of 6 linear feet of complete railing for NPS approval of results and methodology prior to completing entire railing restoration. Sand aluminum minimally to avoid abrasive or inconsistent finished appearance.

Explain procedure for Cleaning of existing historic walkways.

For cleaning horizontal walkways, use pressure washer with adjustable PSI settings, maximum of 3000, to avoid damaging existing historic finishes. Utilize mild detergent solution. Clean a minimum of (3) 6'x6' areas at multiple settings for NPS review and approval. Once approved area is determined, proceed with cleaning of all walkways in scope. Test areas should include both upper and lower level

Confirm what type of mitigation is acceptable to Fish and Wildlife to keep alligators from nesting in the disturbed soil from the trenching to be done for water line work.

The Park will provide the mitigation and monitoring of any potential areas that alligators might nest. The contractor does not need to include mitigation measures in his/her bid.

When is the painting of the exterior building walls to occur?

That part of the building work is under a separate contract and will occur after this construction contract ends.

This specification section is for Post Award Modifications and the form will be issued to the contract awardee.

*Solicitations are "Amended" rather than changed with a modification.

Modifications are strictly used for Post Award contract actions. A Solicitation is not a contract, therefore any information changes are just Amended.

Please provide the Contractor Estimate Form referenced on page 19 of the Spec Book under section 01 26 01 - 3 "Modification Proposal Pricing Requirements"

Should the soffit of the upper level breezeway be primed only or painted and painted in this contract?

The painting of the soffit should be included in this bid. The paint color should match existing (which is a light aqua bluish color). Color samples can be confirmed during the submittal process.

To what extent should concrete spalling be repaired.

Reference repairs identified in drawings for pricing purposes. The interior slabs and surfaces have to be repaired and prepped as necessary to support finishes. Given the timing and duration of the design, there could be additional spall repairs to be made, but the drawings should be priced as represented for the bidding exercise.

One of the endangered species identified by NPS EVER during the pre-bid walkthrough is a certain bat species. Special care and attention is needed if they are identified on-site. A bat inspection of the facility will be performed 15-30 days prior to construciton start. Who will perform this inspection.

NPS EVER will perform the inspection.

The water line upgrade drawings include a generator sizing calculation. Is there a requirement for a new Generator?

No, this was done to prove that the existing generator was sufficient for the new pumps. The generator will remain as existing.

There is a typical window installation detail on the structural drawings. Does this apply to every opening in the building?

No, this detail is not representative of every window. This detail applies to Visitor

Center windows D, F, R, E and Law Enforcement windows AA and DD. Additional

Visitor Center windows S and G sills to be grouted solid. The detail requires 6" minimum cast-in-place concrete around opening, leaving exterior CMU face to mitigate impact to exterior facade finish.

There is ivy growing on the outside of existing stair tower of the Visitors Center wing. Is it in scope to remove this from the tower?

Yes. The Contractor shall remove this ivy and clean/touch up area where ivy was growing. This should be included in CLIN 0005 - Roof Replacement.

What contract line item (CLIN) does the exterior breezeway and railing work need to be included in?

For consistency, all exterior railing refurbishment, breezeway slab repairs, and infill mesh needs to be included in CLIN 0001 - Interior Renovation of Visitor Center

Wing. Additionally, all new roof joists and the breezway soffit replacement needs to be included in CLIN 0005 - Roof Replacement.

Yes. Contractor to coordinate with Park during construction for relocation of salvaged items.

Are the exterior sliding shutters at the Law Enforcement wing to be salvaged? No. They should be removed and disposed of.

What areas of the walk way are to cleaned: upper and ground level breezeway walkway and walkways around the building.

Currently per the specifications the contractor does not have to pay for the utility usage fees. They will provide the temporary power components but do they have to pay the Park for usage fees?

Contractor does not need to pay for utility usage fees.

Is the NPS arrowhead sign at the exterior of the building to be salvaged?

Clean upper breezeway walkay, all ground level breezeway walkways and loggia, and front entry walkways.

In review of the drawing, more clarification is required for the beam L20 on sheet S-115 regarding the anchorage between beam and joist.

The correct sheet reference is sheet S-116 (at the roof). The new roof joists will weld to the existing steel beam along L20 (to remain) similar to the way the existing joists are currently attached.

For the Law Enforcement wing, there are 1-2 places where stair nosings are missing. The drawings call to replace them. Shoudl these be replaced with nosings to match the existing or should all be replaced.

Replace missing nosings with new nosings to match existing.

For the Water Line upgrade project, can drawings be provided of the existing water plant and Plug canal structure?

Yes, please see attached drawings titled, "Button Canal Drawings" (16 pages)

We will be including temporary power for construction in our proposal. Please confirm if utility usage fees will be paid by the government or if we are to include this cost as part of our proposal as well.

See question #24.
