GWMP 214371 – Netherlands Carillon Design/Build Rehabilitation Phase 1 Questions & Answers
Amendment 0002
1. Page 132 of the solicitation lists that the phase 1 submission can be sent via email to you while the SF 1442 calls for original with four copies to be delivered to your offices in Denver, Colorado. Is email submission of the Phase 1 proposal acceptable?
Answer: The submission procedures in SF 1442 are referencing the four hard copies required for Phase 2 submissions. Phase 1 submissions shall be sent via electronic commerce (e-mail) to Paula_Johnson@nps.gov and Karen_LaBouff-Kind@nps.gov.
Please note the size limitation and other procedures in Section L of the solicitation.
2. Subfactor 2, Construction Team Past Performance, requests (3) projects within the past (5) years. Would it be possible to extend that timeframe to (10) years in an effort to demonstrate our most relevant project experience?
Answer: The timeframe will remain five (5) years. Please note that there are not timeframes provided in Factor 1, Project Teaming, Team Qualifications and Experience.
Experience submitted for this factor may demonstrate prior experience on projects within any timeframe.
3. Is 11/26/18 the deadline for Phase 1 Technical Proposal only?
Answer: As of Amendment 0002, the Phase 1 proposal deadline has been moved to November 30, 2018. Please note that complete Phase 1 proposal submissions must consist of all documents outlined in Section L of the solicitation. Phase 1 submissions include both a technical proposal and a business proposal.
4. Did the 11/15 prebid conference get postponed due to weather?
Answer: The preproposal conference was held on November 15, 2018. All site visit information is available in Amendment 0001. The Government is planning a second site visit for offerors selected to move forward to Phase 2. Additional information will be provided to offerors selected to move forward to Phase 2 at a later date.
5. Is this a tax exempt project?
Answer: Purchases and leases made by the Federal Government are generally state and local tax exempt. Usually, a copy of the contract or a purchase order should be evidence that the sale was made to the Federal Government. However, please note that tax laws mailto:Paula_Johnson@nps.gov mailto:Karen_LaBouff-Kind@nps.gov vary from state to state and offerors shall work with their own tax professionals to ensure compliance with taxation policies.
6. The solicitation currently states Phase II proposal including the price proposal due date will be released by amendment. As of Nov 19th, no amendment has been posted to establish a due date for the Phase II proposal and the price proposal. Given the due date of Nov 26 for Phase I proposals, please consider granting all successful offerors to the Phase II process a minimum of 3 weeks to prepare technical and price proposals from the date of notification into Phase II proposal process. This should be considered the minimum amount of time necessary to properly prepare work plans and estimate all pricing for this project. If more can be granted considering the holidays that would be better.
Answer: The deadline for the Phase 2 proposals will be made available to those selected to move forward after the Phase 1 evaluation has concluded. The Contracting Officer will ensure that a reasonable time period is provided for the submission of Phase 2 proposals.
7. It was stated at the site visit on Nov 15th that questions related only to Phase I technical proposal are due by Wednesday, Nov 21st at 12:00 noon. What date are Phase II questions due that relate to Phase II technical & pricing aspects of the contract?
Answer: A Phase 2 question deadline will be established separately and made available to those selected to move forward after the Phase 1 evaluation has concluded. The Contracting Officer will ensure that a reasonable time period is provided for the submission of questions during this period.
8. If a client for a previous project has recently completed a PPQ form for another NPS solicitation that is identical to the form required for this project, can that completed and signed PPQ form be submitted for the Phase I proposal PPQ requirements for this contract. Or is the client required to complete the PPQ form again and sign/date the PPQ form with a current date?
Answer: A previously completed Past Performance Questionnaire that is identical to the form included in the solicitation may be submitted in lieu of completing an additional form. Please note that projects submitted shall be representative and will be rated in terms of overall relevancy and in terms of overall level of confidence in the firms’ ability to successfully execute and complete this project supported by the indicated past performance.
9. If a there is a CPAR evaluation for a previous project on record that will be used for past performance in the Phase I proposal, can the CPAR evaluation be submitted in lieu of requesting the client to complete the PPQ form in the solicitation package and submitting that completed PPQ with the Phase I proposal?
Answer: A CPAR evaluation cannot be submitted in lieu of a Past Performance Questionnaire. As stated in the solicitation, the Government reserves the right to contact references directly to determine the veracity of the information provided, to limit the number of references it ultimately contacts, and to use sources other than those provided by the Offeror to obtain information related to past performance. Other sources include, but are not limited to, the Past Performance Information Retrieval System, Contractor Performance Assessment Reporting System; Federal, State or local government agencies; and private sector businesses.
All technical questions will be answered in Phase 2 of the solicitation.
