1. Background:PHASE 2 - VOLUME I: TECHNICAL PROPOSAL INSTRUCTIONS:
Solicitation Instructions, page 134 of 151, states a page limitation of thirty (30) pages, inclusive of Evaluation Factor I -Construction Schedule and Narrative. Further, instructions state "Cover letters and/or graphics are included in the page limitations.”
Questions: Is the construction schedule included in the page limitation? If yes, does 11x17 count as one page or two?
Response: The construction schedule would be included in the page limitation. An 11x17 would be considered one page.
2. Background:
Sheet A-2.1, note P10, states "Clean to bare metal all existing landing floor plates and stair treads to remain." SheetA-1.3, note DE3, states "Remove all steel cladding panels 100% to remove corrosion and receive metalizing treatment on all faces."
Issue: The existing stair landings are through bolted into the cladding on the North and South elevations. Stringers are bolted to the landings and abut the cladding. Removal of the panels would require existing stair landings to be removed and reinstalled.
Question: May the cladding panels associated with the stair landings remain and re-finished in place, or do the landings (and associated stringers, treads, risers) require removal and reinstallation?
RESPONSE: It is acceptable to leave the panels associated with the stair landings in place as long as the specified panel rehabilitation can be accomplished.
3. Background:
Review of the solicitation design criteria, RFP, and the NPS referenced website https://www.nps.gov/dscw/designbuild.htm did not appear to indicate a requirement for Building Information Modeling (BIM).
Question: Are there any requirements to develop or provide a BIM model as part of the design deliverables to aid in the coordination and documentation process?
RESPONSE: No, BIM modeling is not requirement of the contract.
4. RFP Volume 1 makes reference to a third party CMR managing the project on behalf of NPS.
Please confirm if a CMR will be assigned to manage this project on behalf of NPS.
Please designate roles, responsibilities and authorities of the CMR for this project.
RESPONSE: RESPONSE: Yes, a CMR will be assigned to the project during construction. CMR roles typically vary depending on the contract, however typical roles are listed below.
(a) Prepare and provide timely responses to construction contractor’s technical and administrative inquiries.
(b) Document construction activities via written reports and photographs.
(c) Receive, review, and process material transmittals within the 30-day time frame.
(d) Monitor all construction activity while on site including safety provisions, material testing, and quantities, and take immediate action to mitigate delays, disruptions and other problems. Advise the Contracting Officer’s Representative (COR) and Contracting Officer (CO) of all adverse situations.
(e) Identify and prepare modification items in Requests for Price Proposals for COR or CO issuance, develop supporting documents, prepare government estimate if required, review contractor’s proposals and draft modifications.
(f) Perform daily inspections while on site and review contractor’s activities. Identify unacceptable work and draft rejection letters.
(g) Coordinate preliminary inspections and draft inspection deficiency list for issuance to the Contractor by the COR or CO. Conduct inspections (i.e., Beneficial Occupancy and Final Inspections) and draft related deficiency letters for the COR review and subsequent approval and signature by the CO. Prepare price for each punch item on the deficiency list.
(h) Review contractor’s pay requests, verify contractor quantity surveys and work complete, validate contractor requests for payment for materials stored on site or off-site, and ensure as-constructed drawings, O&M manuals, certified payrolls, and progress schedules are current and complete.
(i) Receive and forward contractor payrolls to Contracting Officer. Conduct labor interviews and process complaints. Provide CO with copies of all labor interviews conducted.
(j) Ensure spare parts, tools, replacement materials, operational training, O&M manuals, warrantees, and guarantees are received at project closeout (on or before date of contractor’s request for substantial completion). Assist the COR and CO in drafting construction contractor performance evaluation.
(k) Review contractor’s As-Constructed drawings and incorporate NPS issued field sketches.
Complete draft completion report, review O&M manuals, and track and inspect punch list work.
(l) Perform time-impact analysis when requested.
(m) Review Project Schedules.

Contact and ensure that the Facility Owner is notified of all changes to the work as previously scheduled by the construction contractor.
5. Page 7-8 of Volume 1 RFP states that NPS will provide the DB contractor with existing drawings.
Please confirm if NPS will provide the DB contractor with existing drawings?
a. Please clarify if that includes the original construction/design (including civil, structural, mechanical, electrical, and geotechnical/boring reports) drawings as well as the 35% bridging documents?
b. Will the 35% bridging documents be provided in DWG format with associated live model files?
We acknowledge a release of liability will be necessary. It is important to note that recreating the background line work for the existing structure will be difficult in the compressed timeframe for design development and 75% CD submission given the timeframe permitted in the solicitation documents.
RESPONSE: The DB contractor will receive the historical drawings in the park archives, geotechnical reports and the Revit model prepared for the schematic design drawings. There are no original mechanical or electrical drawings available for this structure. The successful offeror will be required to sign the attached NPS Electronic Media Release form before being provided the schematic design Revit model.
6. Sheet C-1.0 shows location of the DBC staging area to be separate from the construction area around the Carillon. This separation is a disadvantage to execution of the project and will cost more to execute the project in this manner. Is it acceptable to permit DBC to connect the staging area with the work area to facilitate ease of movement of materials and equipment throughout duration of construction?
RESPONSE: It was not our intent to separate the construction and staging areas. The staging area can fall within the construction limits. The construction limits shall be approximately the overall area with construction fencing shown on sheet C-1.0. If there are any concerns associated with the construction limits the NPS suggests that the offeror include a proposed construction limits plan in their proposal.
7. Is it acceptable for the DBC to dismantle (and reinstall at conclusion of the project) a portion of the perimeter knee wall around the Carillon at the staging area to allow for passage of equipment via a telehandler forklift from the staging area to the work area?
RESPONSE: No, the perimeter wall is not be dismantled.
8. Review of existing 1’x1’ pavers onsite revealed many of the pavers are loosely bonded in the existing setting bed. Preliminary review of the pavers indicate they do not provide an adequate substrate to withstand requirements of the project for use of the plaza. Work required to set scaffold and move items related to the work of this project will require regular use of telehandler forklifts on and around the plaza. It is highly recommended it be a requirement of the project to remove the existing pavers entirely prior to commencement of work; and to reinstall them at the conclusion of the project in an entirely new setting bed. Please confirm if NPS will make this a requirement of the project to standardize the scope of work for this matter?
RESPONSE: See the November 15, 2018 prebid meeting notes, Slide 24 – Site Plan, item iv. The plaza pavers can be temporarily removed if necessary to accommodate scaffolding or heavy equipment but will need to be reset prior to the completion of the project. There is some paver attic stock at the park that could be utilized as replacement for damaged pavers if required. The contract requirement is to protect the existing pavers to the greatest extent possible.
9. Please designate acceptable location(s) to store dumpsters on the project. Will that be inside the staging area? If so, trucks required to place and remove dumpsters will significantly impact the paved walking trail leading to the staging area. This will require significant repairs at the conclusion of the project. Otherwise, please designate alternate dumpster location.
RESPONSE: The dumpster may be located near the construction entrance off N. Marshall Drive shown on sheet C1.0
10. Volume Final RFP, Section 2.3.7 states that testing requirements of the QC program shall be conducted by a third party or independent testing laboratory. Please clarify if A/E of record has capability in-house to perform all testing, if it is acceptable to have A/E of record perform all testing requirements of the project.
RESPONSE: No it is not acceptable to have the AE of record perform the testing requirements for the project. Testing shall be performed by a third party or independent testing laboratory.
11. It appears from review of the solicitation documents the only required mockup is for the cladding panels. Please confirm this is correct and is the only required mockup?
RESPONSE: The only required mock-ups are for the cladding panels. The NPS desires panel mock-ups for various configurations: vertical, horizontal, and corners.
12. Scaffold is required to access all areas of the Carillon for execution of the work. Volume 1 Final RFP, Paragraph 3.4 on sheet DC B1-8 states that scaffold is required to be enclosed with decorative scrim. Until scaffold engineering plans and calculations are performed for stamped engineered plans, wind forces acting on the structure are not known. It cannot be assumed that a free-standing scaffold wrapped in full scrim can withstand wind forces acting on it.
Understanding this requirement, please state any limitations in attaching to or bracing against the Carillon superstructure for support of scaffold if and as needed realizing that scrim covered scaffold increases required strength to resist wind forces.
RESPONSE: It is acceptable to attach the scaffolding to and support the scaffolding with the Carillon structure. The attachments shall not damage the carillon structure. Any connection that would permanently change the Carillon structure must be reviewed and approved by the NPS.
13. No provisions are included in solicitation documents on design requirements of scaffold erected to access the structure. For determining wind forces on the temporary scaffold structure, please clarify design requirements per ASCE standards; and if any reductions per ASCE 37 in wind forces are permitted on the basis of the scaffold being a temporary structure.
RESPONSE: It is the responsibility of the offeror’s EOR to determine the appropriate standards to use for the design of the scaffolding. While the scaffold may be a temporary structure, the composite structure of the scaffold plus the monument is a permanent, historic structure. The monument will be placed at more risk than its typical state by the addition of the scaffold and needs to be protected accordingly.
14. In multiple locations including the structural drawings and Volume 2 it is stated that section loss of 15% in panel thickness will trigger replacement of panels. Please confirm if this means any panel with a pit or hole or portion of panel that has lost 15% of section thickness will be replaced, or what minimum surface area of an entire panel must be affected by a 15% section loss for the panel to be considered for replacement? Criteria for section loss of the panels needs further defined beyond simply stating 15% of section thickness.
RESPONSE: BDR assumed up to 50 epoxy repair fills for holes or small areas of section loss under 4 sq. in.
a. On the basis of section loss review requiring replacement of panels, what if quantities of replacement of panels exceeds base quantities contained in solicitation documents?
Will additional panels required for replacement above the base quantities be paid for through a change order to the contract, or is the DB contractor responsible for replacement of all panels regardless based on the section loss description contained in the documents?
Response: Please bid quantities as they are listed in the solicitation. As part of amendment 005, FAR 52.211-18 has been incorporated. Please refer to 52.211-18 for any quantity changes after award.
15. To extend the question regarding section loss of steel triggering replacement of components, steel frame components noted on page 14 of Volume 2 RFP Binder are stated to have a minimum section loss of 5% before requiring “reinforcing”. Application of this rule could be different depending on where the 5% section loss is located. Please clarify or qualify how the 5% section loss rule should be applied to various components and connection points comprising the steel frame.
RESPONSE: TBD during final design.
16. Please state or clarify the following relative to steel frame repairs:
a. How will steel frame members that are encountered with significantly larger section loss than 5% be handled?
b. What conditions will trigger full scale replacement of steel frame members?
c. What quantities of full scale steel member replacement should the contractor assume for the base contract?
RESPONSE: Based on the conditions that we saw during the survey, we do not anticipate any full scale replacements of steel frame members. The repairs will have to be determined based on the feild conditions.
17. Volume 2 RFP Binder page 14 states to clean corrosion and rust scale deposits from steel structural components with wire brush to evaluate section loss. It is later stated to coat with zinc metalizing spray wherever existing galvanized coating has failed. Please confirm that an additional process will be required to properly prepare substrates to required SSPC standards (SSPC 10) prior to metalizing?
RESPONSE: SSPC 10 is specified for surface preparation for metalizing. The wire brushing is a first step to determine section loss.
18. Volume 2 RFP Binder and other solicitation documents state to wire brush and clean to bare metal various components (light enclosures, mesh, steel pickets and gates, etc) and then to paint. Paint system contained in the basis of design by Tnemec requires SSPC surface preparation by blasting. Please confirm all surfaces to be painted shall be prepared in accordance with SSPC standards by blasting?
RESPONSE: SSPC 10 is specified for surface preparation for metalizing.
19. Volume 1 paragraph 3.7 for grating states to use hot dip galvanized gratings. Detail 6/A-5.2 states to stainless steel grating. Please clarify which is correct grating metal for use on this project?
RESPONSE: Stainless steel press locked open bar grating is the correct grating for the ceiling above Observation Deck 1 (Detail 6/A-5.2). Galvanized mesh and structural frame are indicated for the area behind the louvers (Detail 2/A-5.1) There are existing galvanized steel mesh gratings to remain that will be repainted. New framing supports for these gratings will be galvanized steel.
20. Please confirm quantities of repairs, replacements and treatments for design criteria specified in Volume 2 Final RFP Binder shall govern for all quantities of work and treatment repairs on the contract, specifically those quantities stated on pages 8-23.
RESPONSE: Yes, that is correct.
21. Work operations will require temporary electric power. Please state/confirm locations contractor will be permitted to tie into existing power sources and any limitations on the available service.
RESPONSE: The contractor can connect to the power at the carillon and the power feed/light pole off of N. Marshall Drive.
22. Please confirm/state locations of water service for connection and use by the contractor.
RESPONSE: There is a water line/manhole along the southern perimeter wall. Refer to C-1.0.
23. Operation of the project will require delivery of semi-tractor trailers for shipment of equipment, scaffold and materials to and from the jobsite. Please designate location of loading/unloading zone for semi-tractor trailers in proximity to the Carillon.
a. Is use of Marshall Drive adjacent to the Carillon permitted for loading/unloading given implementation of a proper traffic control plan?
RESPONSE: Yes, as noted on C-1.0 for construction access.
24. Please state any restrictions for use of heavy equipment such as telehandler forklift onsite?
RESPONSE: Provide protection to the existing plaza pavers in order to spread the weight of the heavy equipment in the plaza. See the November 15, 2018 prebid meeting notes, Slide 24 – Site Plan, item iv.
25. Please confirm if removal of the bells includes removal of all pulleys, cables, levers and devices involved with striking the bells, or if those will remain in place and be the responsibility of the DB contractor to protect?
RESPONSE: All pulleys, cables, levers and devices involved with the striking of the bells will be removed by the bell contractor as part of a separate project being managed by the Netherlands Embassy to rehabilitate the existing bells and update the playing instrument.
26. Paint/coating removal and surface preparation methodology for all galvanizing and paint work on the project is not clearly/consistently stated in the solicitation design criteria documents.
Please confirm SpongeJet and/or similar abrasive blasting methods are approved methods of coating removal and surface preparation for all substrates as long as the selected method and media produce surfaces prepared to required SSPC standards?
RESPONSE: Paint removal (by Ultra High pressure water jetting, Spongejet, or chemical removal) and surface preparation for metalizing (SSPC SP10) are specified as two separate processes. As long as the surface preparation meets the SSPC standard one process may be acceptable.
27. Total extent of metalizing treatment, or thermal spray galvanizing, and paint application is not clear in the solicitation design criteria contract documents. Please provide a coating schedule presented in the form a table that clearly designates what items on the Carillon are to receive thermal spray metalizing treatment and paint coatings. If there are any architectural, cladding or structural components that are not intended to be treated with thermal spray metalizing and/or paint coating please state such items.
RESPONSE: All exposed metal surfaces in the Memorial are to receive the specified high-performance coating. Components not requiring thermal spray metalizing include 1) areas of structural steel frame where existing galvanized coating is intact, 2) mesh gratings to remain at circular stair and hoppers over entrance gates, 3) stair landings and treads, 4) stair stringers and stair auxiliary framing. To clarify scope of work at stairs:
• Railings – blast to bare metal and metallize, then paint. Note that bare metal can be the original metalizing or underlying steel.
• Treads and landings – Remove paint, localized rust removal and metallization where rust is removed, apply high performance coating. Wholesale metallization is not anticipated.
• Stringers and stair auxiliary framing – Remove paint, localized rust removal and metallization where rust is removed, apply high performance coating. Wholesale metallization is not anticipated.
28. Page 10 of Volume 2 RFP states metalizing thickness at panels should be similar to existing.
Please state or clarify thickness of existing coating?
RESPONSE: Specified .010 minimum thickness for metalizing. This is to be confirmed through mockups to verify that panels with metalizing and coatings will fit together.
29. Page 10 of Volume 2 RFP states zinc metalizing to be completed by flame process. Please clarify if arc spray processes are acceptable?
RESPONSE: Flame process only.
30. Various components are referenced in solicitation documents to receive wire brush surface preparation and then are stated to receive high performance paint system that is stated. Surface preparation of for the specified primer is SSPC-SP6. This will require all surfaces to be painted to treated with SpongeJet or equivalent blasting method. Please confirm this is consistent with the design intent?
RESPONSE: Yes
31. Please specify if thermal spray metalizing should be zinc or aluminum based as this will impact selection of proper paint system primer.
RESPONSE: Zinc Aluminum is specified.
32. Paint system basis of design is Tnemec. Basis of design states paint system is a four coat system with a prime coat, two mid-coats and one final top coat. Tnemec has recommended advanced thermoset solution fluoropolymer, Fluoronar 1070, for final coat with this system. This is based on increased durability of color and gloss of Fluoronar over the aliphatic acrylic polyurethane finish. Please state if Fluoronar should be selected for use on this project?
RESPONSE: Fluoropolymer is acceptable for the final top coat.
33. Volume 2 page 21 states that bell contractor will install scaffold on observation decks and within the bell chamber to access and remove bells. Will that scaffold be removed prior to DB contractor starting the project? Or will that scaffold be left in place and be the responsibility of the DB contractor to remove?
RESPONSE: Any scaffolding erected by the bell contractor to access and remove the bells will be removed by the bell contractor prior to DB contractor mobilizing and starting on-site work.
34. Volume 2, page 22 states DB contractor will coordinate with Bell contractor for hoisting of the bells. A general description is provided on work for the Bells contractor.
a. Please clarify extent of work and responsibilities for DB contractor in hoisting and placing the bells?
RESPONSE: The DB contractor shall provide the bell contractor access to the site and coordinate an area for staging the bells and an area to locate the crane for hoisting the bells.
All equipment, labor, and material necessary for removing, hoisting, and re-installing the bells will be the responsibility of the bell contractor and part of a separate project being managed by the Netherlands Embassy.
b. Is the Bells contractor the lead contractor responsible for supplying ALL hoisting and rigging equipment and labor related to hoisting, moving and setting the bells? RESPONSE: Yes
c. Is the Bells contractor responsible for all Work Plans to execute work for hoisting, moving and setting bells and related components? RESPONSE: Yes
d. It is presumed there will be no contractual relationship between the DB contractor and Bells contractor. Is the Bells contractor responsible and liable for all Safety Plans related to hoisting, moving and setting the bells, including any/all applicable engineered stamped plans?
RESPONSE: Yes
e. What rights does the DB contractor have to protect against an unsafe practice(s) if the Bells contractor proposes, begins or permits an operation and/or activity that is not safe, particularly in use of the DB contractors scaffold system? Does the DB contractor have the right to stop all operations until complete safety of the operations can be ensured?
RESPONSE: The DB contractor has the right to stop all work associated with their contract. Any activity being performed by the bell contractor that is not safe shall be reported to the Contracting Officer.
f. When the bells are reinstalled will the DB contractor’s scaffold be required to hold and/or support the bells during the re-installation process? If so, what live load should be expected on the scaffold to support the bell(s) equipment, crew and misc. items on the scaffold for movement and placement of the bells? Also, what scaffold configuration requirements will be necessary by the DB contractor to facilitate movement and placement of the bells by means of the DB contractor’s scaffold?
RESPONSE: All equipment, labor, and material necessary for removing, hoisting, and re-installing the bells will be the responsibility of the bell contractor and part of a separate project being managed by the Netherlands Embassy.
35. Replacement of panels with new stainless steel pan head screws is designated in several locations in the solicitation design criteria documents. Overall condition of the existing tapped holes for securing new screws cannot be fully known until all screws are removed with removal of the panels. Volume 3 page 16 states that 10% of holes “will require re-tapping and/or rethreading”. In some locations, and perhaps many, it may be necessary to use a larger diameter screws to achieve necessary anchorage. Please confirm NPS takes no exception to use of larger diameter screws if deemed necessary either in design phase or construction phase.
a. In reference to question above, is use of a larger sized self-tapping stainless steel screw acceptable.
RESPONSE: Larger screws are acceptable as along as the head of the screw does not increase in size over the existing head more than 1/16”.
b. No pull testing requirements for replacement of panels screws were noted in the solicitation design criteria documents. Please confirm there are no requirements for pull testing of new screws to secure the metal panels.
RESPONSE: The testing requirements shall be defined by the EOR.
36. Please confirm extent of electrical scope of the project is defined on page 42, Volume 2 and drawing sheets E-0.02, ED-1.00, & E-1.1.1.
RESPONSE: Confirmed
37. Drawing sheet S-0.0 refers excavation in several locations. Please confirm extent of excavation scope of work on this project?
RSPONSE: The NPS does not anticipate the need for excavations as part of this project. The DB contractor will be responsible for safe design and shoring systems for any temporary excavations required for construction.
38. Prevailing wage rate determination contained in the solicitation does not include wage rates for the following trades required for the project:
a. Scaffold building
b. Equipment operator for forklift (telehandler type)
c. Painter
Please provide correct wage rates for these classifications.
Response: Wage Determination VA190178 01/04/2019 VA178 is being incorporated as part of amendment 005. Please submit an exemption request to the Contracting Officer for any wage trades not included in VA190178 01/04/2019 VA178 or VA180043 09/28/2018 VA43.
39. Phase 2 Volume Technical proposal requires submission of a preliminary schedule that is predicated on dates included in the original solicitation showing contract award in December 2018 and construction documents completed by July 2019. Those dates are no longer applicable. Please designate what dates should be utilized for development of the preliminary project schedule.
Response: Assume Construction Contract Award March 2019; Construction Documents Complete October 2019; Construction Notice to Proceed October 2019.
40. Based on the government shutdown and timeliness of response times to these Phase II questions, please consider fairly extending the due date for proposals beyond Jan 18th to allow contractors adequate time to evaluate responses and incorporate necessary information or costs into the RFP package as may be impacted by responses to these questions.
Response: The Phase Two proposal due date has been extended to 1000 MT on February 21, 2019 per amendment 0004.
41. The list of Special Inspections and the requirement for continuous inspections will likely necessitate a full time inspector for the periods of time when welding and selected concrete activities occur. This is a considerable expense to the project. Please confirm 100% inspections are required as noted in solicitation documents?
RESPONSE: All code required Special Inspections will be the responsibility of the DB Contractor. We believe that the Special Inspections outlined on sheet S-0.2 are accurate. It will be the responsibility of the EOR to define the final code required Special Inspection Requirements.
42. Detail 3/A5.3 denotes that the observation deck railing is to be removed, treated and reinstalled. Please confirm this is within the scope and that removal of these elements does not require them to be brought up to current code (picket spacing is more than 4" and it is unclear at this time if they will resist 50lb/linear foot or a 200 lb point force).
RESPONSE: Removal, treatment, and reinstallation is the scope of work for the railings.
Altering the railings to meet current code requirements is not part of the scope of work for this project. If the railings are removed and reinstalled then the railing attachments shall meet the code structural load requirements.
43. The Delegated Design implies that the EOR will review and certify that the noted elements comply with current code mandated design loads. If the existing elements do not meet current code and they are not in the scope to address by upgrading or replacing the items, is this analysis for NPS's information and consideration only? Or will the scope be adjusted to bring these elements up to current code? The most obvious example is the railings which do not meet current code. They are not being upgraded. This may also be true of other elements as noted in Volume 1 RFP, sheet 49 of 99, paragraph 1.6.E. – “Delegated-Design Submittal: For structural-steel components, wall plates, floor and roof framing, stair framing and railing. and related connections to comply with design loads, include analysis data signed and sealed by the qualified professional engineer responsible for their preparation.”
RESPONSE: We would need specific examples to answer the question accurately. Regarding the handrails and guardrails, the reinstalled railings are required to meet structural load requirements. Addressing code requirements for spacing / height will be part of a future project.
44. Section 106 Consultation: The scope notes that consultation with NCPC and CFA will be required. They also note that VA DHR was consulted and offered no comment. Please provide any consultation letter/MOU or similar correspondence provided by NCPC and CFA as a result of their earlier consultation.
a. Did they approve of the intended scope of work?
b. Was VA DHR intentionally left off the consultation list? Did they decline to review the project or will the final plans that are completed as part of this scope of work be subject to DHR review also?
RESPONSE: CFA/NCPC consultation will be the responsibility of the NPS. CFA/NCPC Concept Approval was received March, 2018 and we anticipate Final approval in March, 2019.
45. NPS requires these completed documents 2 weeks before they are submitted to the agencies, which typically require them 2 weeks before the respective agency meetings. This is a minimum of 4 weeks of time to gain approval following the development of the final design documents for submission to these agencies. This is likely unachievable in the 63 day design timeline contained in the solicitation documents. Please consider extending the timeline for design phase to properly allow for these submission, review and approval requirements contained within the design phase.
RESPONSE: Unclear which agencies are being referred to. If the question is in reference to CFA and NCPC see the response for question No. 44 above.
46. What is the intent for protective coatings application for structural steel frame behind skin panels? Local corrosion removal and zinc metallizing? Zinc metallizing and additional paint coatings?
RESPONSE: Local corrosion removal and zing metallizing.
47. What is the intent for structural frame components that are normally visible and currently painted? All coatings removed, prepared surfaces zinc metallized and repainted?
RESPONSE: Yes, See note P21 on A-2.2 for example. If original metalized surfaces are sound and display no signs of corrosion, there is no requirement for new corrosion-inhibitive work.
48. Wire brush or power tool cleaning specified is not sufficient surface preparation for metallized coatings. Should these areas be blast cleaned and metallized or power tool cleaned and painted?
RESPONSE: Blast cleaning SSPC-SP10 is specified as surface prep (DC-B1-19).
49. Project documents identify zinc metal spray and zinc aluminum metal spray. Which is preferred by the owner? Zinc wire will protect the steel better, Zinc aluminum will not protect the steel as well but will last longer.
RESPONSE: Zinc aluminum is specified in DC-B1-6.
50. Field painting must be performed during periods of warm dry weather regardless of projects proposed schedule.
51. What standard or level of AESS is required? Drawings Sheet 28 "Structural Steel" line12. The scale for AESS is typically 1-5
RESPONSE: All exposed steel to be level AESS 3 or NOMMA Type 2; Welds in specifications reference NOMMA Type 2.
52. Neoprene is a type of rubber, do new stand offs require this same rubber or can other ridged spacers be used?
RESPONSE: The intent is to use the same rubber spacer as used in the original construction and subsequent rehabilitation to isolate panels to reduce vibration. Do not want a rigid spacer to affect sound.
53. Drawings identify a nylon washer under screw heads. Can a metallic washer be used for this application? This type of plastic is typically not paintable.
RESPONSE: Nylon is intended to provide isolation between dissimilar metals. Black nylon or other isolator that provides for similar protection may be used.
54. Onsite blasting and metallizing work will exceed the 75 decibel limit identified in the SOW as the maximum allowable. Even with containment noise levels at a distance of 500' may exceed 90 decibels.
RESPONSE: the DB contractor will be required to obtain any waivers and or permits from the local authorities (City & County) for construction activities that violate local noise control ordinances.
55. Panels that have been previously blasted may warp when re-blasted.
RESPONSE: Contractor should assume work needed to flatten if necessary. The panels in 1994 were not blasted (Hand scraping, power washing and grinders were used.) however the records indicate the exterior surface was blasted in 1983. See information provided by Conservation Solutions included in the predesign provided with the RFP.
56. Interior side of the panels should be metallized and left uncoated or metallized and epoxy primed but no top coat is required on interior facing surfaces.
RESPONSE: Interior side of panels should be metallized and left uncoated. See BDR page 10 for description.
57. Project documents read that all painted surfaces should be assumed to have lead. Has lead test been performed? Are test results available?
RESPONSE: Refer to the Limited Hazmat Survey Report dated August 31, 2017 prepared by Lagan and provided as part of the solicitation.
58. Project documents provide an allowance of 10% for broken screws, if more screws are broken in the removal process will additional cost will that be a reimbursed on a T&M basis?
Please bid quantities as they are listed in the solicitation. As part of amendment 005, FAR 52.211-18 has been incorporated. Please refer to 52.211-18 for any quantity changes after award.
59. What is the warranty period?
RESPONSE: 12 months from the date of substantial completion.
60. Liquidated damages on this project?
RESPONSE: Liquidated damages clause FAR 52.211-12 is included in Section F of the solicitation on page 16.
61. Project specifications suggest that (50) spots or areas of rust exist on the structural frame and these areas will be repaired with wire brush. Is it the owners intent to metallize or paint these spots or areas?
RESPONSE: The intent is to metalize.
62. Due to the complexity of the drawings and the upcoming holidays, we request a time extension for the bid date. Please advise.
Response: The Phase Two proposal due date has been extended to 1000 MT on February 21, 2019 per amendment 0004.
63. The Steel Frame scope provided on page 14 of the basis of design report in attachment 2 states to assume that 25% of the existing structural steel will require wire brushing to remove corrosion and rust scaling deposits, and that steel reinforcing will be required at 50 locations.
Following this there is a statement that zinc metallizing is to be applied where ever galvanized coating has failed and to assume 50 areas of 6” by 6” will require that. RESPONSE: Correct
Are cold galvanizing coatings assumed to be used where wire brushing to remove corrosion and rust scaling has occurred on the 25% assumed area or is zinc metallizing to beyond the 50 areas that are 6”x6”?
RESPONSE: Zinc-aluminum metalizing.
What is the intent for protective coatings application for the structural steel frame behind skin panels? Local corrosion removal and zinc metallizing? Zinc metallizing and additional paint coatings?
RESPONSE: Local corrosion removal and zinc-aluminum metalizing.
64. Is the project duration 590 calendar days from Notice to Proceed as per section 11 of the SF 1442 Solicitation, Offer, and Award or is 590 calendar days from Notice of Award as per section
1.6 of the Design-Build Project Scope.
RESPONSE: Project duration is 590 calendar days from the day the Contracting Officer issues the DB Start Work Notice of the contract per section 1.6. The 590 days includes design and construction.
65. If project duration is based upon Notice to Proceed, is that Notice to Proceed for design or for construction?
RESPONSE: Project duration is 590 calendar days from the day the Contracting Officer issues the DB Start Work Notice of the contract per section 1.6. The 590 days includes design and construction.
66. Attachment 1 section DC B1 paragraph 2.5 calls for metallizing, primer, two coats of TNEMEC as intermediate, and a final top coat as the basis of design for coating steel, while the provided drawings call for that only on the metal cladding and railings and that other steel is to be ‘clean to bare metal and paint’.
Where the notes call for clean to bare metal and paint, is zinc metallizing required?
RESPONSE: Zinc-aluminum metalizing.
67. The basis of design calls for the use of neoprene for the standoffs, will other rigid spacers be acceptable?
RESPONSE: The intent is to use the same rubber spacer as used in the original construction and subsequent rehabilitation to isolate panels to reduce vibration. Do not want a rigid spacer to affect sound.
68. The basis of design calls for the use of nylon washers behind the screws holding the cladding.
Will other washer material that can accept the paint be considered so that there isn’t a visible line at the washers?
RESPONSE: Nylon is intended to provide isolation between dissimilar metals. Black nylon or other isolator that provides for similar protection may be used.
69. For the division 1 specifications to be provided under this project, does the National Park Service prefer or require the use of United Facilities Guide Specifications or another format?
RESPONSE: The DB Contractor is not required to develop or prepare Div 1 specifications as part of their contract.
70. For the division 2 to division 49 specifications to be provided under this project, does the National Park Service prefer or require the use of United Facilities Guide Specifications or another format?
RESPONSE: Refer to the NPS Workflows site for Design Standards and Design Deliverables.
Divisions 2 through 49 Construction Specifications shall comply with the Construction Specifications Institutes (CSI) MasterFormat 04.
71. Will the Autocad files associated with 50% design documents provided with the RFP be supplied to the design-builder?
RESPONSE: Our drawings are in Revit. Yes the Revit model for the schematic design documents will be provided to the successful offeror. The successful offeror can convert the Revit model into AutoCAD drawings.
72. What format are the existing Autocad files in?
RESPONSE: See response for question No. 71 above.
73. Is a Stormwater Pollution Prevention Plan (SWPPP) required for this project?
RESPONSE: It is the responsibility of the DB contractor to determine whether the local or state authorities require a SWPPP for this project. The NPS will require an Under-an-Acre Pollution Prevention Plan (UPPP) to be submitted for review and acceptance by the NPS. Refer to the RFP Preconstruction Meeting requirements and the NPS Workflows Preconstruction Activities, Section 1.4.
