Re:

Limited Hazmat Survey Report

The Netherlands Carillon

Arlington, Virginia

Langan Project No.: 270059001

Dear Ms. Weber:

Langan Engineering and Environmental Services, Inc. (Langan) completed a limited hazardous materials (hazmat) survey at the Netherlands Carillon in Arlington Ridge Park, Virginia. The purpose of the survey was to identify the presence/absence of asbestos containing materials

(ACM), and lead concentrations in painted surfaces that would have potential impact in connection with the planned rehabilitation of the Carillon.

SITE DESCRIPTION

The Netherlands Carillon adjacent to Arlington National Cemetery was a gift from the people of the Netherlands to the people of the United States in 1954. The Carillon is located in Arlington

Ridge Park which is part of the George Washington Memorial Parkway. The Carillon is situated on a ridge overlooking the Potomac River and Washington, D.C. and provides expansive views of the

National Mall, West Potomac Park, and Arlington Cemetery. The 127-foot steel structure was constructed in 1954 and was renovated in 1983 and 1994.

SURVEY METHODOLOGY

Asbestos-Containing Materials

Asbestos survey of the structure was conducted in accordance with the United States

Environmental Protection Agency (USEPA) protocol outlined in the USEPA publication “Asbestos in Buildings”. Suspect ACM was categorized into various homogeneous materials, and tested for asbestos content. Sampling and analysis was conducted in accordance with USEPA protocol

600/M4-82-020 per 40 CFR 763. During the survey, suspect materials observed in the structure were documented, assessed, and quantified, and sampled as necessary. Samples collected were properly packaged in individual containers, sealed; catalogued and chain-of-custody documentation was completed.

Lead-Based Paint

As per 40 CFR Part 745, Toxic Substances Control Act (TSCA), Title IV (Lead Exposure

Reduction), the term ‘‘lead-based paint’’ means paint or other surface coatings that contain lead in excess of 1.0 milligrams per centimeter squared (mg/cm2) or 0.5 percent by weight.

Arlington, Virginia

Langan Project No.: 270059001

A Heuresis Pb200i X-Ray Fluorescence (XRF) Spectrum Analyzer was used to inspect the subject structure to identify lead concentrations in painted surfaces. The Heuresis Pb200i analyzer uses a cobalt 57 radioactive source and an advanced solid-state radiation detector to generate an x-ray fluorescence spectrum of a painted surface. During the analysis, the intensity of the x-rays is converted by the instrument’s internal software into an estimate of the concentration of lead in the substance being analyzed. This device is a field-screening tool, used to collect multiple readings in a short period of time. The method of measurement is based on spectrometric analysis of lead x-ray fluorescence within a controlled depth of interrogation. The reading is an estimate of lead content in all layers of paint.

OBSERVATIONS AND FINDINGS

Asbestos-Containing Materials

The field survey of the subject structure was conducted on July 26, 2017 by Langan’s Darshan

Desai, a State of Virginia accredited asbestos inspector. Suspect materials observed during the survey were documented, assessed, quantified, and sampled as necessary.

Twenty four (24) bulk samples of accessible suspect materials were collected and twenty two

(22) asbestos analyses were completed as part of the survey. As required by the USEPA, samples were analyzed by individual layer (i.e., floor tile & the associated mastic were analyzed as two (2) separate samples). Bulk samples of suspect ACM were analyzed using the Polarized

Light Microscopy (PLM) analytical methodology in accordance with 40CFR 763 and NESHAP regulations. Analysis of samples for each homogeneous group was stopped at first positive.

Samples were analyzed by AmeriSci Richmond, a laboratory certified by the National Voluntary

Laboratory Accreditation Program (NVLAP).

Refer to Table 1 for the detail summary of asbestos survey findings. A copy of laboratory test results, chain-of–custody documentation, Langan’s certifications and laboratory accreditations, and sampling locations are provided in the Attachments.

Lead Based Paint

The objective of the paint screening was to identify lead concentrations in painted components so that the Contractor is aware of the lead hazards while performing work activities. The screening of painted surfaces was conducted on July 26, 2017 by Langan’s Sanjay Patel, USEPA-accredited lead inspector. The locations screened primarily consisted of paint on metal walls and ceilings, structural components, handrails, floor, mesh enclosure, stair components, ladder, register, gate and door. A total of one hundred thirty (130) painted locations were screened for

LBP during the survey.

Based on the XRF screening data, the grey paint on wall panels, ceiling, structural components, landings, and door was identified to contain lead in excess of 1.0 mg/cm2. Overall, the paint on structural components was observed to be in fair to poor condition. A summary of XRF screening data is provided in Table 2 and included in the Attachments.

CONCLUSIONS

Asbestos-Containing Materials

The caulk associated with the carillon structure windows and floor expansion joints was identified to be ACM. Due to live electricity, the braided electrical wires were inaccessible for sampling and are assumed to be ACM. Refer to Table 1 for a summary of asbestos survey findings.

All identified ACM/assumed ACM which would be impacted by planned project activities must be properly removed prior to initiating such activities. ACM which would be impacted by planned project activities must be properly removed in accordance with applicable Federal, State and local regulations by a licensed asbestos abatement contractor. Proper notifications must be filed with the Federal, State and local regulatory agencies prior to performing such activities.

Although not mandated by the current state regulation, the abatement activities should be monitored by a third party project monitor. The project monitor oversees the contractor’s work practices to ensure regulatory compliance and performs final clearance visual surveys and clearance air testing.

Lead Based Paint

Based on the XRF screening data, the grey paint on various structural components was identified to contain lead in excess of 1.0 mg/cm2. Refer to Table 2 for the XRF screening data.

Although the USEPA defines lead based paint as paint having lead concentrations equal or greater than 1.0 mg/cm2, the Occupational Safety and Health Administration (OSHA) considers any concentration of lead in paint to be lead containing paint. Regardless of the lead concentrations in paint, the contractor shall comply with 29 CFR 1926.62, OSHA regulations, and take precautionary measures for dust control and limit employee exposure to lead dust during the renovations.

Painted surfaces that would be impacted by planned activities such as drilling, cutting, scrapping, etc. and create dust should be properly addressed by following safe work practices, good housekeeping procedures and/or following proper abatement procedures. Grinding and sanding of paint without HEPA filter exhaust, open flame gas fired torch, unconfined abrasive blasting, and chemical strippers containing methylene chloride or other human carcinogenic chemicals are not recommended.

The Federal Resource Conservation and Recovery Act (RCRA) regulation governs the handling, transportation, and disposal of hazardous materials. Every demolition/renovation debris generator has the responsibility to determine whether the debris exhibits one or more of the characteristic wastes listed in subpart C of 40 CFR Part 261. In the case of demolition debris, lead in paint is a characteristic waste, and therefore, it is the responsibility of the renovation/demolition debris generator to characterize the waste prior to its disposal and, if found to be hazardous waste as defined by Federal Statutes, to be properly handled and disposed.

LIMITATIONS, EXCEPTIONS AND ASSUMPTIONS

Opinions and recommendations presented in this report apply to site conditions and features as they existed at the time of Langan’s site visit, and those reasonably foreseeable. They cannot

Arlington, Virginia

Langan Project No.: 270059001 necessarily apply to conditions and features of which Langan is unaware and has not had the opportunity to evaluate.

Any suspect material that is not listed in this report must be assumed to be ACM and treated as such unless otherwise confirmed by laboratory testing.

The conclusions presented in this report are professional opinions based solely upon Langan’s visual observations of accessible areas, laboratory test data and current regulatory requirements.

These conclusions are intended exclusively for the purpose stated herein, at the site indicated, and for the project indicated.

It is important to recognize that even the most comprehensive scope of services may fail to detect all asbestos containing materials that may be associated with the property. Langan cannot, therefore, act as insurers and cannot “certify” that all asbestos containing materials associated with the property have been identified, and no expressed or implied representation or warranty is included or intended in our report, except that our services were performed, within the limits prescribed by our client, with the customary thoroughness and competence of our profession.
