Amendment No. 002 to Solicitation 140P2018R0043 Questions & Responses

Please refer to Section M, Evaluation requirements under Subfactor 2b. Under this section there appears to be a copy and paste error. It states that under Prior Experience (of the firms) that the experience of key personnel will be evaluated. This appears to be a hold‐over from Subfactor 2a. Please advise whether there is any replacement evaluation criteria for this subfactor.

Response: Section M, Subfactor 2b. Prior Experience the third paragraph is changed by deleting “with key personnel” from the paragraph. The paragraph now reads “Offerors submitting a comprehensive narrative representing a high level of experience on similarly complex projects in the New Your City Area and exhibiting coordination between the prime and subcontractor personnel will be more favorably evaluated.”

2. Please refer to Section L, Proposal Requirements under Vol. II Item #3, Section B Contract Price Schedule. Under this requirement a Schedule of Values is required for submission with our proposal under the price volume. Customarily on federal projects this is a Post‐Award requirement completed only by the successful offeror. Based on this, as well as the short period to compile and compose our proposal and pricing, Offeror respectfully requests that this requirement be waived from the proposal requirements.

Response: The requirement for a schedule of values is deleted.

3. Specification Section 31 21 19, Dewatering, has a requirement for a dewatering system stamped by a Registered Professional Engineer. The system that is described is required specifically for groundwater control. There are no borings included with the RFP documents, nor is there any indication of the groundwater level. Without any indication of the elevation where groundwater is encountered, offerors are left to guess at the size of the dewatering system. Please provide soil borings that indicate where groundwater will be encountered in order for offerors to properly estimate this work requirement.

a) If no documentation can be provided Offeror suggests that this requirement be waived from the specification requirements. Please note that a groundwater system meeting the description in Section 31 21 19 is uncommon on projects of this type, and can add material costs to the overall project.

Response: The Government does not anticipate the need for dewatering. The need for Specification

Section 31 21 19 would be considered a differing site condition.
