EXECUTIVE SUMMARY

Louis Berger (LB) has performed supplemental environmental investigations for the presence or absence of Asbestos-Containing Materials (ACM), Lead-based Paints (LBP), PCBs, soils, and universal wastes within buildings 69, 129, 130, 131, 132, 133 & Walkway Pavilion at Floyd Bennett Field, Gateway National Recreational Area, New York. The inspections were conducted at the request of the National Park Service for use in their upcoming GATE 147079A&D and 201023B Hazmat Remediate and Demolish Excess Buildings, FBF, GATE – Jamaica Bay Unit project. The scope of work for this project received by LB was based on section 1.3.1 – Conduct Hazardous Materials Testing – Supplemental Testing/Reports in the Scope of Services document titled DESIGN SERVICES FOR PREDESIGN, HAZMAT STUDY-Update, DEMOLITION DOCUMENTS, AND MISCELLANEOUS NEEDS, dated January 29, 2018. The intent of this inspection was to confirm the accuracy/validity of existing environmental reports and to locate, identify and quantify all ACM, LBP, PCBs and universal wastes which will be impacted during the upcoming project.

Drew Cheskin, Josue Garcia and Jordan Wong performed these surveys on March 5th, 6th & 14th 2018. Drew Cheskin is a certified New York State Asbestos Inspector and Designer (05-04280), New York City Asbestos Investigator (119879) and USEPA-certified Lead Risk Assessor (NY-R- 11931-1). Josue Garcia is a certified New York State Asbestos Inspector and Designer (01-04292), New York City Asbestos Investigator (119168) and USEPA-certified Lead Risk Assessor (LBP- R-6928-1). 2.0 ASBESTOS FIELD INVESTIGATION PROCEDURES AND SAMPLE ANALYSIS

METHODS

Guidelines used for the inspection were established by the Environmental Protection Agency (EPA) in the Guidance for Controlling Asbestos Containing Materials in Buildings, Office of Pesticides and Toxic Substances, Doc 560/5-85-024, and 40 CFR Part 763, Asbestos Hazard Emergency Response Act (AHERA).

New York

Louis Berger Page 9

Field information was organized in accordance with the AHERA methodology of homogenous area (HA). During the Inspection, reasonable effort was made to identify all locations and types of ACM materials associated with the scope of work. Sampling has included multiple samples of the same materials chosen at random. However, due to inconsistencies of a manufacturer's processes and the contractor’s installation methods, materials of similar construction may contain various amounts of asbestos. Furthermore, some materials that were not originally specified to contain asbestos may in fact contain this mineral. For example, cementitious pipe insulation and plaster were frequently mixed with asbestos at the construction site for ease of application.

Locating all asbestos materials can only be definitively achieved by conducting exploratory demolition and sampling every section of pipe insulation, fitting or valve covering, fireproofing, and other suspect ACM.

Bulk samples of suspect ACM are analyzed using polarized light microscopy (PLM) coupled with dispersion staining, as described in 40 CFR Part 763 and the National Emissions Standard for Hazardous Air Pollutants (NESHAPS). NESHAPS is the standard industry protocol for the determination of asbestos in building materials. A suspect material is immersed in a solution of known refractive index and subjected to illumination by polarized light. The color displays that result are compared to a standardized atlas whereby the specific variety of asbestos is determined.

It should also be recognized that PLM is primarily a qualitative identification method whereby asbestos percentage, if any, is estimated. While EPA, New York State, and New York City regulations governing ACM consider materials containing greater then 1-percent as asbestos, accurately quantifying asbestos content below 5-percent has been shown to be unreliable.

The New York State Department of Health has recently revised the PLM Stratified Point Counting Method. The March 25th, 2011 method, "Polarized Light Microscopy Methods for Identifying and Quantifying Asbestos in Bulk Samples" can be found as Item 198.1 in the Environmental Laboratory Approval program (ELAP) Certification manual. Whereas the procedure of analysis for bulk samples that fall into the category of "Non-friable Organically Bound" (NOB) can be found in the March 25th 2011 method “Polarized-Light Microscope Method for Identifying and Quantifying Asbestos in Non-Friable Organically Bound Bulk Samples”, Item 198.6 in the ELAP Certification Manual. This category includes any sample in a flexible to rigid asphalt or vinyl matrix (floor tiles, mastic, roofing shingles, roofing felt, etc.). These samples must be “ashed” in a muffle furnace at 480-degrees Celsius (to remove organic matrix), treated with acid (to remove any mineral carbonate), and filtered through a 0.4-micron polycarbonate filter before being analyzed by PLM. The sample must be weighted between each of these steps to track the percent loss of organic matrix.

ELAP has determined that analysis of NOB materials is not reliably performed by PLM. Therefore, if PLM analysis yields results of 1-percent asbestos or less, the result must be confirmed by TEM.

For bulk samples that undergo TEM analysis, the March 25th, 2011 method “Transmission Electron Microscope Method for Identifying and Quantitating Asbestos in Non-Friable organically Bound Bulk Samples” must be used and can be found as Item 198.4 in the ELAP Certification Manual. ELAP certified laboratories must include the following statement with their PLM analysis results for each “negative” (1-percent or less asbestos) NOB sample: "Polarized-light microscopy

New York

Louis Berger Page 10 May 10, 2018 is not consistently reliable in detecting asbestos in floor coverings and similar non-friable organically bound materials. Before this material can be considered or treated as non-ACM, confirmation must be made by quantitative transmission electron microscopy".

All samples are initially analyzed by Polarized Light Microscopy in accordance with Item 198.1 and 198.6 of the ELAP Certification Manual. Samples which yield a negative PLM result and which are classified as a "non-friable" material, are then re-analyzed utilizing TEM methodology in accordance with Item 198.4 of the ELAP Certification Manual.

The laboratory performing this analysis procedure was EMSL Analytical, Inc. located at 528 Mineola Avenue, Carle Place, NY 11514. The laboratory has received accreditation from the following agencies:

New York State Environmental Laboratory Approval Program (ELAP) (Lab No. 11469) National Voluntary Laboratory Accreditation Program (Lab Code 101048-10) American Industrial Hygiene Association Accredited Laboratory (Lab No. 102344)

3.0 LEAD FIELD INSPECTION PROCEDURES

A lead-based paint inspection is an interior and/or exterior investigation to identify all lead-based paint on a surface-by-surface basis by paint chip or soil sampling methodology. As previous reports have detailed results for paint chip testing in buildings 129, 130, 131, 132 & 133, no additional paint chip sampling was performed.

The lead in soil inspection consisted of collecting composite soil samples from bare soil in the dripline/foundation areas of buildings 129, 130 & 131. Soil samples were collected with a scooping technique. Soil samples were collected up to a depth of approx. ½ inches, following the US EPA HUD (US Dept. of Housing and Urban Development) Scoop Sampling Guidelines (Appendix 13.3).

The lead regulatory levels provided below are those used when preparing this lead-based paint evaluation or when evaluating data collected.

EPA Levels

Lead-Based Paint 1.0 mg/cm2 or 0.5% by weight (or 5,000 pm)

Lead-in-Soil, Building Perimeter/Drip Line 1,200 μg/g (or PPM)

The laboratory performing this analysis procedure was EMSL Analytical, Inc. located at 528 Mineola Avenue, Carle Place, NY 11514. The laboratory has received accreditation from the following agencies:

National Voluntary Laboratory Accreditation Program (Lab Code 101048-10) American Industrial Hygiene Association Accredited Laboratory (Lab No. 102344)

3.1 INSPECTION SUMMARY

3.4 AREAS NOT ACCESSIBLE

At the time of inspection, Berger’s inspection team was able to access all subject buildings at Floyd Bennett Field

3.5 CONCLUSIONS AND RECOMMENDATIONS

Various Lead-based Paints are present in buildings 129, 130 and 132.

Any work which disturbs painted surfaces containing lead shall be performed, and waste managed and transported in accordance with the Occupational Safety and Health Administration (OSHA), 29 CFR 1926.62 (Lead in Construction Standard), and EPA’s 40 CFR 745 regulation, and New York State 6 NYCRR 364. Personal air monitoring should be conducted when disturbing lead based paints and lead containing materials as per 29CFR1926.62 (OSHA).

In addition, all waste generated as part of the project, regardless of the lead content in the paint, shall be tested in accordance with the EPA Resource Conservation and Recovery Act (RCRA) to determine the classification of the waste. Under RCRA, any waste material that when tested by Toxicity Characteristics Leaching Procedure (TCLP) results in a leachate lead concentration of five (5) parts per million or greater must be disposed of at an EPA licensed hazardous waste facility.

The finer renovation debris and paint chips that result from renovation of components with measurable quantities of lead can be tested by TCLP, or can be assumed hazardous waste and disposed of accordingly. If the scope of work is increased to include removal of actionable building components, we recommend that a TCLP test be performed on one typical component (e.g. metal, sheetrock, masonry, etc.) to determine proper disposal for all similar components.

The incurred cost for disposal of lead based paint materials/debris may depend upon the TCLP results for materials/debris collected and the total weight of items which return TCLP results above the EPA allowed 5 parts per million.

New York

Louis Berger Page 18

The cost of the TCLP depends on the laboratory and location; but typically, a lead TCLP analysis may cost from $40 to $80. Any waste material that when tested by TCLP results in a leachate lead concentration of five (5) parts per million or greater must be disposed of at an EPA licensed hazardous waste facility. Cost of disposal may range for $5,000 to $7,000 per ton of waste.

4.0 PCB INSPECTION PROCEDURES

Due to the concern about polychlorinated biphenyl (PCB) exposure, it is recommended that facilities constructed or renovated between 1950 and 1977 and undergoing current renovation or demolition be evaluated prior to any renovation or demolition work to determine whether they contain contaminated PCB Caulk materials. Per US EPA regulations, materials with PCB content greater than 50 ppm (mg/kg) are determined hazardous.

4.1 INSPECTION SUMMARY

The areas inspected for PCBs included:

• Building 131 (Girl’s Dormitory)

• Building 132 (Laundry/Electrical)

• Building 133 (Boiler Building)

Suspect materials examined during the inspection included:

• Window Pane Glazing/Caulking

5.0 UNIVERSAL WASTES

Universal Wastes (i.e., batteries, thermostats, lamps, ballasts, mercury-containing equipment, radioactive sources, CFCs) are regulated pursuant to the USEPA Universal Waste Requirements (40 CFR Part 273), and New York State 6 NYCRR Parts 370 series regulations. Similarly, these sampling procedures may also be used to determine disposal/management or clean-up options for Universal Wastes. Typical equipment that might contain universal wastes are emergency light batteries, CFC containing refrigerators, water fountains, mercury containing bulbs, thermostats and thermometers.

New York

Louis Berger Page 20 May 10, 2018

The below table itemizes the number of assumed universal wastes based on Bureau Veritas’ report for Project No. 12015-000171.00 and LB observations while on site. It should be noted that the conditions of the buildings are significantly more deteriorated (vandalized) now versus when Bureau Veritas performed their inspections. Bulbs which were previously installed in ceiling fixtures may now be on the floor in either intact or broken condition. Batteries from lights may no longer be located within the fixture itself. Since it was impossible to determine if certain items were removed from the premises vs just being relocated within a specific building, LB utilized Bureau Veritas’ Universal Waste findings as the basis of the below table, with adjustments to numbers being made where possible.:

6.0 CONCLUSIONS AND RECOMMENDATIONS

Various ACM, LBP & Universal Wastes have been identified in our inspection efforts that will be impacted by the upcoming building demolition project.

The Asbestos materials, listed in Section 2.3 of this report, will require complete abatement prior to the start of the project as per all federal and state regulations.

Due to the presence of Lead-Based Paints, as listed in section 3.3 of this report, all demolition debris which contains materials coated in these paints will require testing via TCLP methodology to determine the proper disposal location for the debris. Abatement of lead-based paints before demolition will reduce the likelihood of demolition debris needing to be treated as lead containing waste for disposal.

Universal Waste Materials, as noted in section 5.0, should be removed following all proper regulations, prior to any renovation/demolition activities.
