EXECUTIVE SUMMARY

Louis Berger (LB) has performed a full pre-demolition inspection for the presence or absence of Asbestos-Containing Materials (ACM), Lead-based Paints (LBP), soils, and universal wastes at Building 69, Floyd Bennett Field, Gateway National Recreational Area. The inspection was conducted at the request of the National Park Service for use in their upcoming demolition and removal of historic property buildings project. The scope of work for this project received by LB was based on the National Park Service written scope of work. The intent of this inspection was to locate, identify and quantify ACM, LBP and universal wastes that will be impacted during the upcoming project.

Michael Gelfand and Dmitri Kirnossenko performed this survey on July 27 and 28, 2017. Michael Gelfand holds certification from the New York State Department of Labor as an Asbestos Inspector (NYSDOL Cert # 98-17113) and from the USEPA as a Lead Risk Assessor (NY-R- 128763-1). Dmitri Kirnossenko holds certification from the New York State Department of Labor as an Asbestos Inspector (NYSDOL Cert #07-01720) and from the USEPA as a Lead Inspector

(NYI-16279-1).

Louis Berger has prepared this letter report for the National Park Service (NPS) to document the findings of a hazardous materials assessment conducted at Building 69. The environmental investigation consisted of the collection of soil samples from around the emergency generator and aboveground storage tank (AST) concrete pad.

Analytical results of soil samples collected at Building 69 indicate there is no soil contamination associated with the emergency generator and AST.

2.0 ASBESTOS FIELD INVESTIGATION PROCEDURES AND SAMPLE ANALYSIS

METHODS

Guidelines used for the inspection were established by the Environmental Protection Agency (EPA) in the Guidance for Controlling Asbestos Containing Materials in Buildings, Office of Pesticides and Toxic Substances, Doc 560/5-85-024, and 40 CFR Part 763, Asbestos Hazard Emergency Response Act (AHERA).

Field information was organized in accordance with the AHERA methodology of homogenous area (HA). During the survey, reasonable effort was made to identify all locations and types of ACM materials associated with the scope of work. Sampling has included multiple samples of the same materials with locations chosen at random. However, due to inconsistencies of a manufacturer's processes and the contractor’s installation methods, materials of similar construction may contain various amounts of asbestos. Furthermore, some materials that were not originally specified to contain asbestos may in fact contain this mineral.

Bulk samples of suspect ACM were analyzed using polarized light microscopy (PLM) coupled with dispersion staining, as described in 40 CFR Part 763 and the National Emissions Standard for Hazardous Air Pollutants (NESHAPS). NESHAPS is the standard industry protocol for the determination of asbestos in building materials. A suspect material is immersed in a solution of

Louis Berger Page 5 October 26, 2017 known refractive index and subjected to illumination by polarized light. The color displays that result are compared to a standardized atlas whereby the specific variety of asbestos is determined. It should also be recognized that PLM is primarily a qualitative identification method whereby asbestos percentage, if any, is estimated. While EPA regulations governing ACM consider materials containing greater than 1-percent as asbestos, accurately quantifying asbestos content below 5-percent has been shown to be unreliable.

The laboratory performing this analysis procedure was EMSL located at 307 West 38th Street, New York, New York. The laboratory has received accreditation from the following agencies:

New York State Environmental Laboratory Approval Program (ELAP) (Lab No. 11506) National Voluntary Laboratory Accreditation Program (Lab Code 101048-9) American Industrial Hygiene Association Accredited Laboratory (Lab No. 102581)

3.4 AREAS NOT ACCESSIBLE

At the time of inspection, Berger’s inspection team was able to access all areas at Building 69.

3.5 CONCLUSIONS AND RECOMMENDATIONS

Various Lead-based Paints have been identified in our inspection effort.

Any work which disturbs painted surfaces containing lead shall be performed, and waste managed and transported in accordance with the Occupational Safety and Health Administration (OSHA), 29 CFR 1926.62 (Lead in Construction Standard), and EPA’s 40 CFR 745 regulation, and New York State 6 NYCRR 364. Personal air monitoring should be conducted when disturbing lead based paints and lead containing materials as per 29CFR1926.62 (OSHA).

In addition, all waste generated as part of the project, regardless of the lead content in the paint, shall be tested in accordance with the EPA Resource Conservation and Recovery Act (RCRA) to determine the classification of the waste. Under RCRA, any waste material that when tested by Toxicity Characteristics Leaching Procedure (TCLP) results in a leachate lead concentration of five (5) parts per million or greater must be disposed of at an EPA licensed hazardous waste facility.

The finer renovation debris and paint chips that result from renovation of components with measurable quantities of lead can be tested by TCLP, or can be assumed hazardous waste and disposed of accordingly. If the scope of work is increased to include removal of actionable building components, we recommend that a TCLP test be performed on one typical component (e.g. metal, sheetrock, masonry, etc.) to determine proper disposal for all similar components.

The incurred cost for disposal of lead based paint materials/debris may depend upon the TCLP results for materials/debris collected and the total weight of items which return TCLP results above the EPA allowed 5 parts per million.

The cost of the TCLP depends on the laboratory and location; but typically, a lead TCLP analysis may cost from $40 to $80. Any waste material that when tested by TCLP results in a leachate lead concentration of five (5) parts per million or greater must be disposed of at an EPA licensed hazardous waste facility. Cost of disposal may range for $5,000 to $7,000 per ton of waste.

4.0 SOILS INVESTIGATION PROCEDURES AND SCOPE OF WORK

The Diesel Fuel AST measures approximately 6 feet in length, by 4 feet in width and 4 feet in height and is constructed of a steel interior and exterior. Based on these dimensions, the tank volume is assumed to be approximately 700 gallons. The tank sits on a concrete pad measuring approximately 8 feet by 12.5 feet long. Grass and soil surrounds the concrete pad. Soil borings were collected from the area adjacent to the emergency generator and AST pad. A total of four (4) borings were performed using a decontaminated stainless steel hollow stem hand auger to a depth of 0.5 feet below ground surface (bgs) in an effort to investigate the potential presence of contamination. A boring was advanced to the north, east, south and west sides (1, 2, 3 and 4, respectively) of the pad. Groundwater was not encountered during the investigation. Upon completion of sampling, each boring was backfilled to grade with the remaining material that was removed, as well as clean sand to ensure proper restoration of the boring location. No investigation derived waste was generated during the field activities.

Soil was screened with a photoionization detector (PID) to measure the presence of volatile organic compounds. Prior to use, the PID was calibrated with a 100 ppm isobutylene gas as well as a fresh air calibration. No PID readings were observed above 0.0 parts per million (ppm). One sample was collected at each boring location from the 0.1 to 0.5 feet depth interval and sent to Hampton- Clarke, Inc. Laboratory of New Jersey for analysis. Each sample was analyzed for volatile organic compounds (VOCs) and Semi-Volatile Organic Compounds (SVOCs) in accordance with the New York State Department of Environmental Conservation (DEC) CP-51 Soil Cleanup Guidance Table 3 for fuel oils. A summary of samples collected and soil sample results are described below.

Analytical Boring Results can be found in Appendix D.

4.1 CONCLUSIONS AND RECOMMENDATIONS

Based on the evaluation of the field screening data and the laboratory analytical results, and a comparison to applicable regulatory standards, the following conclusions are presented:

Emergency Generator and AST

• An emergency generator and AST are located South-east of Building 69. Both units are located on top of a concrete slab on grade. The AST appears to be a 700-gallon tank assumed to contain or have contained at one time diesel fuel.

• No visual or olfactory evidence of contamination was observed in the soil at any boring locations and PID readings were not detected above background level in any of the boring locations.

• Analytical results indicate no soil contamination.

5.0 UNIVERSAL WASTES

Universal Wastes (i.e., batteries, thermostats, lamps, ballasts, mercury-containing equipment, radioactive sources, CFCs) are regulated pursuant to the USEPA Universal Waste Requirements (40 CFR Part 273), and New York State 6 NYCRR Parts 370 series regulations. Similarly, these sampling procedures may also be used to determine disposal/management or clean-up options for Universal Wastes. Typical equipment that might contain universal wastes are emergency light batteries, CFC containing refrigerators, water fountains, mercury containing bulbs, thermostats and thermometers. Please see the below table itemizing the number of assumed universal wastes:

Louis Berger Page 17 October 26, 2017 end of the Attic, immediately to the left and right of the Attic entrance doors. There is approximately 650 SF of damaged stored materials which may be contaminated with raccoon fecal matter.

6.0 CONCLUSIONS AND RECOMMENDATIONS

Various ACM and LBP have been identified in our inspection effort that will be impacted by the upcoming hazmat remediation, demolition and site restoration and project. These materials, reported in Section 2.0 and Section 3.0 of this report, will require complete abatement prior to the start of the project as per all federal and state regulations.

Universal Waste Materials were identified and should be removed following all proper regulations, prior to demolition.

Analytical results from the soil sampling around the concrete pad of the emergency generator and AST were compared to the New York State Department of Environmental Conservations (DEC) CP-51 Soil Cleanup Guidance criteria for fuel oil contaminated soils. The analytical laboratory results indicate that there is no contamination in the soils around the concrete pad associated with the emergency generator and AST.
