| # | Date of Question | Question | Response | Response Issued |
May 31, 2018 | Q: Do we have to pay sales tax on materials? | A: Yes for State of Washington | June 6, 2018
May 31, 2018 | Q: Which Davis Bacon Wage Rates apply? | A: Wage determination was attached to the solicitation. Contractor must pay at least those amounts which are considered the minimum. | June 6, 2018
May 31, 2018 | Q: Since permits are required, how long do you anticipate before the NPS issues the Notice to Proceed (NTP) with construction? | A: Reference spec section 013100. Contractor must obtain the following permits prior to NPS issuing the NTP: 1) WA Department of Ecology stormwater permit; and 2) City of Vancouver of Right of Way permit for contractor work within COV right of ways. It is anticipated that these permits could both be obtained in approximately 2 months. It should also be noted that the contractor shall also prepare and submit all Div. 1 submittals during this time. | June 6, 2018
May 31, 2018 | Q: CLIN #4 – How does the unit pricing work for the Archeology Monitor? | A: Reference spec section 012700. To clarify, payment will be made for the number of hours worked on the jobsite: therefore, contractor’s unit rate must factor in all other associated costs that may be incurred by providing a contract archeological monitor (mobilizations, etc.). | June 6, 2018
May 31, 2018 | Q: CLIN #4 – 320 hour allotment for Archeology doesn’t seem like enough, that is just 8 weeks? | A: The majority of Archeological Monitoring will be performed by NPS Archeologists. This CLIN is to provide possible supplemental archeological monitoring, upon request of the CO, in case NPS capacity to monitor construction is exceeded (i.e. multiple excavations occurring at the same time). | June 6, 2018
May 31, 2018 | Q: Can you provide a list of preferred archeologists and qualifications? | A: NPS cannot provide such a list. Reference spec section 013513.22rev for information on the qualifications required of the contract archeologist. | June 6, 2018
May 31, 2018 | Q: How does payment work for CLIN #5 “ALLOTMENT FOR PAYING FOR SYSTEM DEVELOPMENT CHARGES (SDC’s) FROM THE COV” and CLIN #6 “ALLOTMENT FOR PAYING FOR ELECTRICAL ENERGIZING COSTS FROM CLARK PUBLIC UTILITY DISTRICT (CPUD)? How will we be reimbursed for our other costs associated with making these payments to COV and to CPUD, such as bonding, checkwriting, postage, etc. | A: Reference spec section 012700. States that “payment will be made at the actual lump sum amount charged” by the COV (and/or CPUD). IF the contractor anticipates additional costs associated with making these payments on behalf of the NPS (i.e. bonding fees IF applicable), then the contractor should include those additional costs in a related CLIN. NPS will only pay the exact amount billed by the utilities and paid by the contractor. No overhead and profit are allowed. | June 6, 2018
May 31, 2018 | Q: Is the work of this Phase 2 outside the burial grounds? | A: This Phase 2 project is assumed to be outside the burial grounds; however it is possible that there may be unknown discoveries. Archeological monitoring is required during all excavations – see spec section– 01 35 13.22rev. | June 6, 2018
May 31, 2018 | Q: Who will be inspecting during the project? | A: NPS intends to hire a 3rd party (private) Construction Management Representative who will be on site at all times during the contract performance period. Please note that this project has been designed in cooperation with COV, CPUD, Comcast and Century Link, with the intent of the NPS having agreements with utility providersfor long term operations and maintenance. It is anticipated that utility company reps will routinely inspect the installation of the systems to ensure compliance with their construction standards. | June 6, 2018
May 31, 2018 | Q: Who did Phase 1 utility project and excavating? | A: Pacific Tech Construction was the prime contractor. Abris performed the civil/excavation work. As-builts for Phase 1 are attached as Attachment 7 in the solicitation notice. | June 6, 2018
May 31, 2018 | Q: Is it busy around here in the summer as far as people/activities/visitors? | A: Reference spec 013523. The park gets approximately 1 million visitors a year with passive recreation; the contractor is required to perform work and protect the public from its construction operations. | June 6, 2018
May 31, 2018 | Q: How do we work around trees? | A: Refer to spec section 011100 “Summary of Work” paragraph 1.5 D. It is imperative that the successful contractor protect heritage trees for damage. This spec section outlines some means and methods on how to do so. It is anticipated that some adjustments will be needed in the field to ensure the protection of critical tree roots. | June 6, 2018
May 31, 2018 | Q: Are there stop-work durations defined for archeological findings? | A: Reference 01 35 13.22rev, part 3. It is anticipated that excavation work will need to stop at times for the archeologists to investigate their findings. No specific durations for these stoppages are defined. It is assumed that investigations will proceed expeditiously so as to minimize impacts to the contractor. All excavations will be monitored by an archeologist. | June 6, 2018

May 31, 2018 | Q: Will there be concurrent construction going on? | A: Yes it is anticipated that other contractors will also be working within the east and south barracks areas during the contract performance period. Contractor will be responsible for cooperating with these other contractors. No major complications of site use are anticipated. | June 6, 2018
May 31, 2018 | Q: Are there a lot of active buildings or mostly mothballed? | A: There are several buildings with active tenants or NPS staff – these must remain operating during the projects. See Building connection sheets 28 through 33. | June 6, 2018
