Continuation of SF 30 – 140P1426Q0001 – DINO Hazardous Trees – Amendment Two

Due to the volume of inquiries related to this requirement, a separate risk assessment will be conducted. Upon completion and receipt of the assessment, the park will revise the statement of work (SOW) to clearly define the requirements for this project.

Rather than canceling this application, it has been decided to extend the solicitation’s closing date by an additional 21 days at this time.

This solicitation will now close on April 6, 2026, at 2:00 p.m. Mountain Time.

It is anticipated to make an award by 5/1/2026 with required performance between 8/1/2026 – 9/30/2026. The schedule for dates of performance within this period will be mutually agreed upon by the awardee and park POC.

Although the questions remain unanswered, obtaining a tree assessment and updating the statement of work is expected to address all issues.

Questions:

Q1: The Scope of Work does not identify the number of trees that will need to be assessed for risk. Is this information available?

Q2: If the specific number of trees to be assessed is not available, is there a map showing the project boundaries and acreage?

Q3: The Statement of Work has the following paragraph: "Work under this contract includes assessment of tree structure (risk) and mitigation in front country campgrounds and areas around the monument’s housing, in conformance with ANSI (American National Standards Institute) A- 300 (Part 9)-2011 Standard Practices for Tree Care Operations (Tree Risk Assessment a. Tree Structure Assessment). It may also include mitigation of hazardous trees in front of country campgrounds in conformance with ANSI A-300 (Part 1)-2008 Standard Practices for Tree Care Operations (Pruning)." (Emphasis mine).

If, during the Tree Risk Assessment, trees are found to require mitigation (pruning, cutting, removal), is that mitigation work a separate cost, or is the single line item "00010 - Hazardous Tree Mitigation Services including a Professional Arborist" supposed to cover the cost of the potential work as well as the Tree Risk Assessment?

Q4: If the line "00010 - Hazardous Tree Mitigation Services including a Professional Arborist" is required to include the price of the Tree Risk Assessments AND any potential mitigation services, can you provide photos and locations of all the trees that require assessment?

Q5: The Statement of Work has the following paragraph: "Location and Description” The work may be performed at locations within Dinosaur National Monument in Utah. Work sites may include front country campgrounds and other developed sites. Front country campgrounds and recreation/developed sites include: 1) Split Mountain Campground (Utah) 2) Green River Campground (Utah) 3) The areas adjacent to the housing area and visitor centers (if applicable)" All the work sites “may include". Is there criteria for what sites shall be included? i.e., is there a minimum amount of work?

Q6: Would like more information on the project. I looked through the attachments and only found the excerpt below:

SF 30 – CONTINUATION PAGES – AMENDMENT 00001 The estimated number of trees for this procurement is 20-30 in the campground and 3-6 in the housing area.

Q7: I am wondering if that means that the 20-30 trees in the campground and 3-6 in the housing area are to be pruned, removed, have TRAQ assessments performed on them, or what. Simply put, what is the contract to do? Pruning, assessment, removal, or other?

Q8: Could Hazardous tree mitigation simply be hazard tree removal? Is it a euphemism?

Q9: Are we bidding only on removing about 30 trees or are we bidding on assessing the trees and removing them if necessary?

Q10: Pruning, if necessary?

Q11: 1. Tree Assessment Submittals Does the Park require individual tree assessments or risk ratings to be submitted with the quotation, or are assessments to be used solely by the contractor for pricing purposes?

Q12: Tree Identification Included in Quote - How will the Park confirm which specific trees the contractor’s quote is based on for removal and pruning, given that tree-level maps or locations are not required with the quotation?

Q13. Scope Verification - If individual tree locations are not provided in the quote, how will the Park ensure proper fulfillment of contract terms for removals versus pruning during performance?

Q14. Risk Rating Threshold - Is the Park intending that only trees rated 2.5 or higher under the provided risk matrix be removed or pruned or are lower-rated trees included if identified during contractor assessment?

Q15. Disposition of Cut Material - Should all cut material be left where it falls, or does the Park require material to be moved to a designated location?

Q16. Material Removal - Does the Park require any portion of the material (logs, limbs, brush) to be hauled offsite or is on-site disposal acceptable?

Q17. Log Bucking Requirements - If material is left onsite, does the Park require logs to be bucked to a specific length or size?

Q18. Stump Treatment - Are stumps to be cut flush only or are any stump removal or grinding required?

Q19. Employee Housing - Will employee housing be made available to the contractor during the performance period, and if so, under what terms?

Q20. Camping Permissions - Will contractor camping be permitted within the Park or nearby facilities at no cost, and if permitted, are there any restrictions contractors should be aware of?

Q21. Clustered Trees - Where trees occur in clusters, may the contractor treat multiple adjacent trees under a single work zone if consistent with safety and SOW intent?

Q22. Public Interaction Authority - Does the contractor have the authority to temporarily halt work if visitor encroachment creates unsafe conditions?

Q23. Weed-Free Equipment – Inspection Frequency - Is weed-free equipment inspection required only at initial mobilization, or prior to each subsequent entry into the project area?

Q24. Equipment Washing Facilities - Will the Park provide designated facilities or locations for washing and cleaning equipment to meet weed-free requirements, or should the contractor plan to self-provide offsite cleaning?

Q25. The scope of work mentioned Lopping, Scattering, and Stacking. - Does the park have a requirement of which it would like us to do, or, do we suggest options in our offer?

Q26. Will there be a designated area on site for depositing chips and branches?

Q27. Will the contractor be responsible for cutting branches to a specified length and stacking them?

Q28 Will the contractor be responsible for hauling debris off site, or to a designated area in the park? If offsite, is there a designated location?

Q29: Need to know how material is designated to be removed from each site.

Clarifications Needed:

C1: The PWS does not identify individual trees. During the site visit tree work was only speculative in terms of which trees will require work. Without Identification of individual trees selected the workload can vary drastically thus creating large gaps in price given unforeseen and estimated variables creating a potential misunderstanding and large deviations in competition.

Example: One company may give a price to work on 10 trees while another may give a significantly higher price but will work on 50 trees.

C2: Our company understands how the offeror will submit the price in accordance to the PWS.

We are looking for more information on how the NPS has conveyed the same understanding to each offeror in terms of scope (PWS) to ensure price ranges are competitive?

C3: The concern to our firm is that during the site visit we noticed approximately 40 trees requiring TRAQ assessments followed up with subsequent tree work. Other offerors may see significantly less based on experience and qualifications, thus reaching (potentially) a much lower price and excluding several offerors from competitive price ranges.
