About this file

This document is a Requests for Information (RFIs) and Answers file issued on July 15, 2026, for Rock Creek Park (ROCR) Leaf Removal Services solicitation number 140P1326Q0029. The National Park Service Intermountain Region is seeking contractor services to remove leaves from four locations within Rock Creek Park: the Parkway (2,749 acres), Carter Barron Amphitheater (21 acres), Piney Branch Parkway (60 acres), and National Zoological Park fence line (163 acres). The Government clarified that no formal site visit will be offered but areas are open for public inspection; quoters are expected to conduct their own site assessments. The contractor is required to provide an onsite supervisor who must be a prime contractor employee, with no allowance for subcontractor foremen to serve in this capacity due to privity of contract requirements.

Key operational details include no restrictions on gas-powered equipment usage on NPS property; contractor responsibility for selecting compliant offsite disposal locations without required submission of disposal receipts; and acreage specifications provided for reference only, with contractors required to verify measurements independently. For the six-month extension pricing period (September 1, 2031 to March 1, 2032), offerors must price two cycles with Cycle 2 ending March 1, 2032. The Government confirmed that no incumbent contractor exists and this is a new project. The NAICS code is 561730 with a $9.5 million size standard; FAR 52.219-14 (Limitations on Subcontracting) is not expected to apply. The Government declined to disclose the maximum procurement budget and will not consider past performance references from subcontractors that were not specifically requested in the solicitation.

1. Will the Government offer a site visit? Given the varying sizes and access conditions of the listed locations, a site visit would ensure a better understanding of staging, disposal logistics, and equipment requirements?

The government will not offer a formal site visit, however, the areas of this requirement are open to the public during normal business operating hours and can be visited at one’s leisure in fact FAR 52.237-1 specifies that quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. a. The prime contractor must employ the site supervisor. Subcontractor foremen are not allowed to take on this role. Because of privity of contract, the government cannot communicate directly with subcontractors, therefore, the prime contractor is required to assign an onsite supervisor that is a prime contractor employee who will always be present while services are being performed, ensuring a direct point of contact for the government.
