About this file
This document contains questions and answers regarding Amendment 3 for the solicitation to provide waterline rehabilitation services for Phase 7 and 8 of the ROMO HQE Waterline Rehab project. The National Park Service Intermountain Region is seeking these waterline rehabilitation services. Questions were asked to clarify specifications around the quantities of service laterals and pump outs required, inclusion of additional wage determinations for asphalt workers, rock trencher/saw rates, confirmation of a fire hydrant connection, limits of disturbance and tree trimming allowances, requirements for an archaeological monitor during temporary gravel removal and final road aggregate placement. Clarification was provided on all questions to ensure understanding of project requirements.

Q1) The bid schedule has 28 x 2” service laterals with pump outs. Can you review this and possibly explain how this number is calculated? Does each 2” branch to a yard hydrant(s) and each service connection get one pump out?
A1) See spec section 01 27 00 - 3.1-J for locations of this line item. See revised contract price schedule for quantities.
Q2) The wage determination is missing asphalt workers can the highway determination be added for this project to include those?
A2) I have included the Highway Determination CO20220014 dated 01/07/2022 for asphalt classifications only. All other classifications are to be taken from the Heavy WD CO20220002, which was revised on 2/18/2022 and is here by included in this amendment to replace WD CO20220002 dated 1/28/2022.
Q3) The wage determination does not include rock trencher/saw rates. Can those be provided?
A3) Rock trencher / saw rates are not listed on either the Heavy or Highway WD. Right after award, the awardee can submit as soon as possible a completed and signed SF 1444, Request for Authorization of Additional Classification and Rate, to the CO for consideration and based on CO determination sent to the DOL for a new classification and rates.
Q4) Sheet C13 has a fire hydrant but doesn’t seem to show it connecting to the new line. Can you confirm this hydrant is one needing replaced?
A4) Confirmed this fire hydrant is needed. See the revised drawings in the posted amendment #2 better shows the location and connection.
Q5) The limits of disturbance are indicated as a dashed line on the drawings. Can you confirm that routing traffic around equipment/rock trencher etc. is allowed out to the limits of disturbances that may include off the edge of the existing road?
A5) See response to question #5 on the site visit Q&A posted in amendment #2.
Q6) Some of the trees in the area overhand some of the waterline routes can minimal tree trimming be allowed for equipment?
A6) See response to question #6 on the site visit Q&A posted in amendment #2.
Q7) Gravel will be placed up to finish grade asphalt for temporary travel until final pavement. Can you confirm if our Arch Monitor needs to be present when this temp gravel is removed prior to asphalt placement?
A7) Arch monitor will not need to be present when you are removing the temporary gravel that you placed.
Q8) Does our arch monitor need to be present during final road aggregate place and regrading not involving new ground disturbances?
A8) Per spec section 01 11 00 - 1.09F - Arch monitoring is only required for excavation activities as defined in section 31 20 00 - Earth Moving.
A3) Rock trencher / saw rates are not listed on either the Heavy or Highway WD. Right after award, the awardee can submit as soon as possible a completed and signed SF 1444, Request for Authorization of Additional Classification and Rate, to the CO f...
