About this file
This is a Questions & Answers document for federal contract opportunity 140L1726Q0054 dated October 26, 2026, addressing clarifications for the Hickman Wildlife Water Catchment & Pipe Fence project.
The project requires contractors to construct a wildlife water catchment system and install a pipe/cable fence at a remote location in New Mexico (coordinates 33.75244, -107.14047). Key deliverables include: installation of two government-furnished 16' x 8' BOSS storage tanks; construction of a water catchment system; installation of pipe fence with uprights and three cable strands (no top rail required); a 10-foot minimum vehicle drive-through gate with 6-inch gussets; arroyo crossing installation (contractor-determined quantity); access road rehabilitation; and site teardown/removal. The contractor must provide transportation of government-furnished materials from the Middle Rio Grande Conservancy District Yard, plus unloading, installation, setting, and backfilling of tanks. All costs including mobilization/demobilization, tank support frame, and access ramp must be included in base price. Pipe specifications require heavy wall drill stem pipe at 0.25 inches thick; if using reclaimed pipe, it must be Grade A or 1 classification and free of all scaling, cracks, pitting, or thread damage. Contractors must submit pricing with two line items (Pipe Fence Installation and Catchment Installation) plus a detailed breakdown of five price elements. Technical proposals must include projects related to wildlife water catchments, pipe/cable fencing, demolition, or comparable remote construction work from the past three years. Site visits are available at the BLM Socorro Field Office (901 Old US Highway 85); attendance is not mandatory, and contractors may conduct independent site inspections using provided GPS coordinates. Vehicle access is confirmed; a 4x4 truck is required to reach the hike-in point. Site visits should allow approximately 8 hours including drive time and hiking.

Questions & Answers
Q1) Access – Can we get a pin to determine the accessibility of the project?
A: A lat/long is provided so the location can be viewed or navigated to in Google Earth or a similar program:
33.75244, -107.14047
The legal description of the project is also included in the SOW and can be used to navigate to the project.
Q2) Do you anticipate that the awarded contractor will be able to access the site by vehicle? Or do you anticipate the site will be accessible only via helicopter?
A: Yes, there will be vehicle access. A helicopter is an option as well.
Q3) Do you know how many LF of arroyo crossing the pipe tube fence will require? (Approximate)
A: No, that will be up to the contractor to determine.
Q4) Size of the Water Catchment Reservoir? I cannot find anything in the SOW.
A: There is no catchment reservoir other than the storage tanks. The contractor will be building a catchment, not a reservoir.
Q5) Will the Government furnish any materials for this project? If so, please list which items (for example:
the two BOSS tanks, drill stem pipe, purlins, pro-panel roofing, gutter, cable, springs, turnbuckles, PVC).
A: The two BOSS tanks and the gutters will be government furnished.
Q6) If the two BOSS storage tanks are contractor furnished, what model and capacity are required?
A: Does not Apply.
Q7) Is the sheet metal gutter Government furnished, or must the contractor have it fabricated?
A: The sheet metal gutters will be furnished by the government.
Q8) The Bid Schedule attachment lists two price lines (Pipe Fence Installation and Catchment Installation), while Section L lists five pricing elements. Which format should offerors use?
A: Complete the bid schedule with two-line item pricing along with a price breakdown of five price elements.
Q9) Storage tanks: the SOW calls for setting two BOSS tanks, but Section 3, Government Furnished Items and Services, reads “RESERVED” and no tank size is given. Will the Government furnish the two tanks, or should the contractor furnish them?
A: The government will furnish two 16'x8'x24' BOSS tanks.
Q10) If the contractor furnishes the tanks, please confirm the required capacity (gallons) for each tank and any required make, model, or material.
A: Not applicable – furnished by BLM.
Q11) The pipe fence drawings and the specifications show different gate widths and gusset sizes. Please confirm that the specifications govern.
A: Gate will be a 10' minimum vehicle drive through gate.
Gussets are 6" in length x ¼" thick.
Q12) Section L requests experience with “Vault Toilet Install.” Please confirm whether this is an error and what relevant experience should be submitted.
A: This is an error; please provide projects related to the solicitation statement of work.
Q13) Please confirm which materials are Government-furnished, including whether the two BOSS tanks are
Government-furnished or contractor-furnished.
A: Government will furnish both tanks and gutter.
Q14) Should the possible tank support frame/access ramp be included in the base firm-fixed price?
A: Yes, all cost should be included in the final total cost pricing.
Q15) Please confirm the contractor-determined arroyo crossing quantity must be included in the base price.
A: Yes, all cost should be included in the final total cost pricing.
Q16) For Government-furnished materials stored at the Middle Rio Grande Conservancy District Yard, is the contractor responsible for loading and transportation?
A: BLM will load furnished materials and the contractor is responsible for transporting to the final location.
Q17) Section L, Technical Subfactor 2, requests at least three projects from the past three years involving
“Vault Toilet Install.” Because the current requirement is the Hickman Wildlife Water Catchment & Pipe
Fence project, should offerors instead provide experience relevant to wildlife water catchments, pipe/cable fencing, demolition/site work, or comparable remote construction?
Q18) Volume 1 instructions require pricing to independently address catchment installation, pipe fence installation, teardown/removal, mobilization/demobilization, other costs, and total price. The attached
Government bid schedule appears to provide lines only for Pipe Fence Installation, Catchment Installation, and Total. Should offerors supplement the Government bid schedule with a separate detailed pricing breakdown for the additional required elements, or should those costs be incorporated into the two installation line items?
A: Complete the bid schedule with two-line item pricing along with a price breakdown of five price elements.
Q19) The SOW references Government property/supplies located at the Middle Rio Grande Conservancy
District Yard and requires installation of two BOSS tanks. Please confirm exactly which materials/equipment will be Government-furnished for contractor pickup and which items the contractor must furnish, including whether the two BOSS tanks and fabricated gutter are Government-furnished.
A: The two 16'x8'x24' BOSS tanks and the gutters will be government furnished.
Q20) Section L requests three projects involving vault toilet installation. Should this instead be comparable catchment/fence work, and may accurately attributed experience of proposed personnel support it?
Q21) SOW Section 3 reserves government-furnished items, while other sections describe collecting supplies from BLM and installing two BOSS tanks. Which materials and tanks will BLM supply, and what are the tank specifications?
Q22) Q&A permits vehicle access, but SOW 5.12.1 requires excess materials longer than ten feet to be flown out. May these be hauled out over the approved vehicle route?
A: Yes, material can be hauled out by vehicle.
Q23) Are there any concerns regarding road conditions, terrain, high-clearance equipment, or other access limitations that contractors should be aware of when planning the work?
A: I would recommend attending the site visit or looking at the project on your own to determine those items for yourself.
Q24) I also wanted to ask whether any site visits can be scheduled for interested contractors?
A: Yes, a site visit will be scheduled. You can also visit the site on your own utilizing the provided GPS points, driving directions and maps.
Q25) If site visits are available, please let me know whether there is a scheduled Government site visit or if an individual site visit can be coordinated.
A: Yes, a site visit will be scheduled. You can also visit the site on your own utilizing the provided GPS points, driving directions and maps.
Q26) The scope says the contractor will be “setting of two BOSS Tanks” and is responsible for loading, unloading, installing, setting, and backfilling them. It also says government property/supplies are located at the Middle Rio Grande Conservancy District Yard in Socorro and that loading arrangements must be made with BLM. Please confirm the Government's and Contractor's respective responsibilities.
A: The two 16'x8'x24' BOSS tanks and the gutters will be government furnished.
BLM will load furnished materials, and the contractor is responsible for transportation, unloading, installing, setting, and backfilling.
Q27) The formal Government Furnished Items section says “RESERVED,” which does not clearly list the tanks as government-furnished. Please confirm.
Q28) Fence top rail. Revised SOW Section 1.3 now states that the fence shall be constructed of pipe uprights and three strands of cable, and the reference to a pipe top rail has been removed. However, Sections 5.6.2.2.1
(“top rail supports/uprights”) and 5.6.2.7 (“Top rail shall be welded to rail supports at a height of 40 inches”) still reference a top rail. Please confirm that no top rail is required.
A: Yes, that language should be removed. It will no longer include a top rail fence.
Q29) Access road and PRS #4. Section 5.5 (Access Road Rehabilitation) appears in the original SOW but is not in the revised SOW, while the Performance Requirements Summary still lists PRS #4 against “5.5. Access
Road.” Please confirm whether any access-road rehabilitation work is required, and how PRS #4 will be applied.
A: The access road rehabilitation is still required. PRS #4 remains the same. The access road will still need to be rehabbed upon completion.
Q30) Storage tank size. Revised SOW Part 3 lists the Government-furnished tanks as two 16' x 8' BOSS tanks, while the 10/19/2026 Q&A (for example Q9 and Q13) lists two 16' x 8' x 24' BOSS tanks. Please confirm the tank dimensions that govern, including whether the third dimension is 24 inches.
A: 16' length x 8' wide.
Q31) Section 5.3.1.1 text. Section 5.3.1.1 ends with the fragment “Brace uprights shall be buried a minimum of 2' at appropriate spacing. bedrock is present.” The final sentence appears to be incomplete. Please provide the corrected text.
A: The section should read: “Brace uprights shall be buried a minimum of 2' at appropriate spacing.”
Q32) Used or reclaimed 2-3/8" and 2-7/8" drill stem pipe, straight and in sound condition, free of significant pitting, cracks or thread damage at the weld points – please confirm this specification.
A: Pipe should be heavy wall drill stem pipe 0.25" thick. Thin wall pipe will not be exempted. If using used pipe, it should be Grade A or 1, the best classification of used pipe, and free of all scaling, cracks, pitting, or thread damage, not just significant issues.
Q33) New 2-3/8" Schedule 40 steel pipe (0.154" wall) as an equal to 2-3/8" drill stem pipe, with 2-7/8"
Schedule 40 or heavier pipe for the corner sleeves – please confirm this specification.
Q34) Could you please confirm whether attendance is mandatory for submitting a responsive proposal?
A: No, attendance is not mandatory for submitting a responsive proposal.
Q35) If attendance is not required, would we be permitted to perform an independent site inspection using the GPS coordinates and maps provided in the solicitation?
A: Yes, you can visit the site on your own utilizing the provided GPS points, driving directions and maps.
Q36) Would it be acceptable for one of our prospective subcontractors to attend the scheduled site visit on the offeror's behalf?
A: Anyone can attend the site visit.
Q37) Is the meeting still scheduled at the BLM Socorro Field Office, 901 Old US Highway 85?
A: Yes, the site visit is still scheduled as planned.
Q38) Is advance registration required?
A: No advance registration is required.
Q39) Will transportation to the actual project site be provided, or should attendees bring their own vehicles?
A: No, Government transportation will not be provided. Attendees should bring their own transportation or make arrangements to car-pool with other contractors.
Q40) Approximately how much time should we allow for the site visit?
A: Depending on how many questions there are and what individuals want to see or talk about, allocate at least 8 hours to include drive time to the site, hike to the site, questions, and drive back from the site. This may be an overestimate but allows plenty of time to do what is needed.
Q41) Are there any special access requirements or equipment we should bring?
A: A 4x4 truck will be required to access the hike-in point. Otherwise, bring anything needed to hike to the site and any tools/equipment needed to assess the project for your quote.
