About this file
This is a Questions and Answers document for federal contract opportunity 140L1726Q0054, dated September 3, 2026. The document addresses contractor inquiries regarding site accessibility, scope clarifications, and project requirements.
The Q&A clarifies that the project location is accessible via coordinates (33.75244, -107.14047) and legal description provided in the Statement of Work, with vehicle access available to the site in addition to helicopter options. Regarding project scope, the contractor is responsible for determining the linear footage of arroyo crossing required for the pipe tube fence installation. The document clarifies that no separate catchment reservoir exists beyond storage tanks; the contractor will construct a catchment system as part of the work. These responses indicate the contractor must conduct site assessment and detailed planning to determine quantities and specific requirements not explicitly detailed in the original solicitation documents.

Questions & Answers
Q1) Access – Can we get a pin to determine the accessibility of the project?
A: A lat/long is provided so the location can be viewed or navigated to in Google Earth or a similar program:
33.75244, -107.14047
The legal description of the project is also included in the SOW and can be used to navigate to the project.
Q2) Do you anticipate that the awarded contractor will be able to access the site by vehicle? Or do you anticipate the site will be accessible only via helicopter?
A: Yes, there will be vehicle access. A helicopter is an option as well.
Q3) Do you know how many LF of arroyo crossing the pipe tube fence will require? (Approximate)
A: No, that will be up to the contractor to determine.
Q4) Size of the Water Catchment Reservoir? I cannot find anything in the SOW.
A: There is no catchment reservoir other than the storage tanks. The contractor will be building a catchment, not a reservoir.
