About this file

This is a Vendor Questions and Answers document (Q&A #2) for Solicitation 140L1726Q0009, issued by the Bureau of Land Management, Colorado State Office, for the BLM-CO WRFO Kiosk Sign Panel Installation project.

The vendor is required to supply, fabricate, and install 28 single-sided, fully-enclosed kiosk panels (Model #03 603 manufactured by RockArt Signs and Markers or equivalent) along with all necessary framing materials, hardware, sealants, protective coverings, and fasteners. All 28 panels must be identical in design and fully compatible with existing RockArt kiosk systems; alternative brands are acceptable only if fully compatible. The Government will not furnish the panels. The pricing must be submitted as a single lump sum bid covering all labor, materials, and equipment on SF 1449. No modifications or alterations to existing kiosk posts or panels are permitted. Vendors not purchasing panels from RockArt must include detailed panel specifications and a comprehensive list of fabrication materials in their quote for equivalency confirmation. The panels require protective coverings, and vendors must specify the material to be used. Any vendor-offered warranties should be included in the quote but are not mandated. The Point of Contact is Patrick Frost.

Vendor Q&A #2 – Solicitation 140L1726Q0009 Project: BLM-CO WRFO – Kiosk Sign Panel Installation Contracting Office: Bureau of Land Management, Colorado State Office Point of Contact: Frost, Patrick

Q: The picture shows the kiosk posts and roofs previously installed. Are these installed to Rock Art dimensions so no additional modifications or alterations to the posts or panels be required?

A: No modifications/alterations are to be made to the existing kiosks

Q: Technical Exhibit #1 says to fabricate and/or purchase kiosk panels, #2 says install 28 government furnished kiosk panels. Is this bid to buy and install the 28 kiosk panels and an alternate price to install only 28 government furnished panels?

A: The vendor must supply the panels that are to be installed. Panels will not be provided by the Government.

Q: Our assumption is that this is a LUMP SUM bid for labor, materials and equipment to be entered on SF 1449. Is this correct?

A: Correct, please provide the price for all labor, materials, and equipment as one lump sum.

Q: Are the panels the same exact design or are they all different? Or are they different per kiosk location?

A: All 28 panels should be the same. The panels must be compatible with the existing RockArt kiosk system. Alternative brands are not acceptable unless fully compatible with the current RockArt kiosks.

Q: Please clarify the sign panel materials and the panel sizes.

A: Part 4 of the Performance Work Statement provides the required materials:

“4.2. Materials: The Contractor shall furnish 28 Single-Sided, Fully-Enclosed Kiosk Panels, Model #03 603, manufactured by Rockart Signs and Markers, or equivalent, as well as any framing materials, hardware, sealants, protective coverings, and fasteners necessary for installation.”

If you are not purchasing the kiosk panels from Rockart, please include panel specifications in your quote and a detailed list of the materials you plan to use in the fabrication of the kiosk panels so we can confirm they meet the equivalency requirement.

Q: Do the panels require a cover of some sort to protect the prints? If so, please let us know the material specifications.

A: Yes, they need to have a protective covering. Please include the material you plan to use in your quote.

Q: Is there a warranty period required for the panels?

A: If there are any warranties offered or provided by the vendor, please include that information in your quote.
