Solicitation / Drawing
/ Spec / Other Section/ Sheet/ Page Question Response
29 Drawing E601 Why is there a Charge controller in the Hot tub receptacle line diagram?
The charge controller at Hot tub receptacle removed. See below.
The Solar Designs on E-602 will not function as drawn. How should we bid the project?
Wait for a revised design or propose a new design in the bid?
Revised design is provided, see Addendum 01
A) The Pump house solar panels need to be connected to a Pump Controller, not a
Charge Controller.
See comment above.
See comment above.
B) The Hot Tub Receptacle drawing will not function as drawn. In order to provide an outlet here, we would need solar panels, charge controller, battery(s), an inverter, and a secure location to mount all the equipment.
The Receptacle is intended to be used only during daylight hours. See comment above.
i) The best recommendation would be to mount the equipment in the pump house and run conduit in a trench to the kiosk area. The kiosk will be ~40-50 ft away. Solar panels can remain on the kiosk structure for this
Panels will remain at the kiosk, with two conduits: one running to the pump house for the DC load, and another returning to the kiosk to supply the AC load. The inverter and batteries will be housed in the pump house.
ii) Note: Micro-inverters are not generally for off-grid use. We suggest to remove them from the plan.
Microinverters removed; see revised design, Addendum 01.
See comment i) above.
31 Specs 32900-7 3.12 C.
Per the specifications, Landscape Maintenance 3.12-C states that; "after issuance of the substantial completion, the contractor shall continue to operate and maintain the landscape improvements for a period of 60 onsecutive calendar days". It also states, "DAILY inspection of the site and site conditions and to perform remedial activities"
There is a list of items that will need to be performed for that 6 days like, pruning plants, removing weeds, repair of erosion, fine grading, reseed or repair damage to hydroseeded areas, and as-needed clean-up of landscape improvements and site facilities. This is not in the bid schedule. How should this additional 60 days/maintenance be bid?
The requirement for 60 consecutive calendar days of landscape maintenance following substantial completion will be eliminated from the scope of work. This task will not be included in the contract, and therefore no pricing for this item is required in the bid schedule.

32 Does the original physical bid bond need to be mailed to a specific office? No, only electronic submission of the bid bond is required.
33 Plans SW102, 103 & 104
Regarding the bid quantities rovided in Attachment 8, the Bid Quantity for silt fence is
4480 fence should be installed at the south perimeter of the road, for nearly 8635 feet.
Area 1 (see SW104) is the only other area calling for silt fence, around the pond, and that quantity is around 400 LF. Therefore, the quantities do not match. (It seems perhaps the silt fence should only extend from Haekel Rd to Area 4, but the drawing does not show this. A. Additionally, instead of silt fence installed along the entire southern perimeter of the road (Additive Item #1), would the BLM coonsider a V-ditch installed along the south side of the road (with cut-outs that are protected with wattles, gravvel bags, or silt fence) as an alternative? This would achieve the same objective as the silt fence, and would be much more cost efficient.
The quantity of silt fence has been updated on the Estimated
Quantities, Addendum 01. Please refer to the note in the lower right corner of sheet SW101 - means and methods of stormwater protection ultimately falls to the contractor, therefore changes may be proposed that satisfy the NPDES permit.
34 Plans SW102, 103 & 104
Regarding the bid quantity for straw wattles. Attachment 8 estimates 1680 LF of wattle.
Where does this number come from? The actual quantity for Areas 1 through 4 appears to be nearly double this amount.
The quantity of straw wattle has been updated on the Estimated
Quantities, Addendum 01.
35 Plans SW102, 103 & 104
Regarding the silt fence detail shown on SW102, this is an old ADOT dentail drawing, and is obsolete. If silt fence is in fact going to be required, 60" silt fence does not exist in the United States - you can only get it from China. Will the BLM accept a heavy duty fabric, wire-backed, that is 36"? Further, for this quantity of silt fence immediately backfill the trench, prohibiting the ability to backfill with gravel rock. Can the BLM remove the requirement to install gravel rock in the trench, as well as along the base of the silt fence? A value engineering option for redundancy would be to add wattles or hydrosock along the base of the silt fence.
Only 24" of exposed filter fabric is required per the detail. 60" is the total length of the embedded post. Please refer to the note in the lower right corner of sheet SW101 - means and methods of stormwater protection ultimately falls to the contractor, therefore changes may be proposed that satisfy the NPDES permit.
36 Plans CV200 The scale bar appears to be incorrect. Please review and correct if necessary Addressed, see revised sheet CV200
37 Plans LP101 Note 3 states ALL TAMARISCK REMOVAL WORK SHALL BE DONE UNDER
THE SUPERVISION OF AN ISA CERTIFIED ARBORIST. Providing an Arborist for tree removal is an unneccessay added expense to the Government.
Arborist will not be required.
38 Specs 129300-6 CXT Double Tioga. Is this with or without a chase?
This is the model without a chase, matching the dimensions on the plan.
39 Plans GI002
Engineer's Earthwork Estimate. We believe that the quantities presented are inaccurate.
Contractors cut to subgrade and fill to subgrade. The 4330 CY of Aggregate Import should be split into cut and fill areas. The quantity of cut + aggregate in cut areas= total cut, the quantity of fill - aggregate in fill areas= total fill.
Quantities have been revised for clarity. No shrink or swell factors applied and as a result quantities slightly adjusted. See revised sheet GI002.
40 Site Visit What is the expected volume of water from the well at Hot Well Dunes in gallons per minute? The design flow is 44 gpm, divided. See plumbing plan.
41 Site Visit Can a generator be used to power the welll at Hot Well Dunes?
Yes
42 Specs Solar Host Site
Generator: The plans call for an Automatic Transfer Switch (ATS). An ATS is typically used to detect grid failure and transfer loads to a generator. With an off-grid inverter system, the inverter itself would typically start the generator when the batteries reach a low state of charge. Can you please confirm if the ATS is required in this design, or if its function will be handled by the off-grid equipment?
This should be a manual transfer switch (MTS) not an ATS.
We have corrected the plan, see Addendum 01.
/ Spec / Other Section/ Sheet/ Page Question Response
43 Specs Solar Host Site
There is a construction note calling for a 50-amp RV pedestal; however, the specified inverter is rated for only 20 amps. Can you please confirm if this is the intended design?
If the intent is to provide the full 50-amp capacity at the pedestal, a larger inverter will be required to avoid potential overloading and service interruptions.
Please advise if the inverter size should be revised or if the pedestal is only intended to supply 20 amps.
Comment is NA, the only inverters we have at the host site are 5kw inverter/chargers fed from 175A DC breaker box.
44 Specs Solar – Pump House
The plans and estimated quantities do not show any batteries. Can you please confirm if there is an existing battery bank to be used? Additionally, the plans specify a battery-based inverter, but no batteries are included in the design documents. Please advise if batteries should be provided under this scope.
The pump house is for daytime use only. Batteries have been added to plans to power the pressure washer and are stored within the pump house.
45 Specs Solar – Pump House Can you please confirm the type of pipe used for the well casing that will house the submersible pump?
Galvanized Steel
46 Specs/Plans Solar - Pump House
Can you confirm well pipe casing is not part of this project? Is the well casing already installed and the project is to replace the well pump and lower the depth with existing casing to remain?
confirmed
47 Specs Solar – Hot Tub Receptacle
The plans call for microinverters, which are designed to provide daytime power only.
However, the single-line diagram also shows these being wired into a battery charge controller. Since no batteries are identified for this system, can you please clarify the design intent? Should the microinverters be connected only for daytime use, or should batteries be included to accommodate the charge controller shown?
The microinverters and charge controller have been removed; please see the updated single-line diagram in Addendum 01. The hot tub is for day-use only and should be drained once the sun goes down. The added batteries are for pressure washer use only.
48 Specs Bard Wire Fencing
Sheet LP104 includes a legend that indicates “existing site perimeter fencing to be replaced” (shown with X’s), while the associated post chart provides specific directions on which posts should be replaced. This appears to conflict with the legend, which implies a full removal and replacement.
The existing fence is to be removed and replaced between P31 & P123. The intent of the post chart is to indicate where tension posts should be added to accommodate existing grades/angles or meet the minimum spacing requirement between tension posts.
The chart also indicates which existing posts may remain and to be reused for the new fence.
49 Specs Bard Wire Fencing
Additionally, the chart only identifies a limited number of “fence posts” (point numbers
81–88), which seem to represent line posts, although the detail drawings reference both line posts and corner/tension posts. There also appears to be inconsistency between the details (which show T-posts and angle iron) and the specifications (which call for round tubular steel).
The specifications are incorrect. Revised specifications provided in Addendum 01.
50 Specs Bard Wire Fencing
Can you please clarify:
1. Is the intent to remove and replace the entire northern portion of the perimeter fencing as indicated by the legend, or only repair/replace posts as called out in the chart?
2. Should we follow the material requirements shown in the details (T-posts/angle iron) or in the written specifications (round SCH40 tubular steel)?
1. RESPONSE: The intent is to remove and replace.
2. RESPONSE: Follow the material requirements in the details.
The details and specifications have been revised in Addendum 01.
51 Specs Fencing – Sheet LP501 (Split Rail)
The notes call this a “Split Rail” fence. The detail provided, however, resembles a paddock/corral style fence rather than rustic split rail. Can you confirm if the intent is a true hardwood split rail fence (e.g., locust), or the paddock-style detail shown?
This is a "Split Rail" fence to replace the existing slit rail fence and can be rough split and mortised western red cedar or black locust. The detail has been revised.
52 Specs Fencing – Sheet LP501 (Split Rail)
The notes reference “jumbo grade” posts and “standard grade” rails. Can you clarify what is meant by these terms? Industry sources define “jumbo grade” as a post circumference of at least 12", which does not align with the 6" square appearance shown in the detail.
These are industry standard terms for the split rail materials. The all split rail posts are basically jumbo size since they accommodate all sizes of rails. The split rails shall be standard size for this project. The detail has been revised.
/ Spec / Other Section/ Sheet/ Page Question Response
53 Specs Fencing – Sheet LP501 (Split Rail)
The weights given (~121 lbs per post and ~73 lbs per rail) appear inconsistent with the sizes shown, unless the material is a dense hardwood (e.g., oak/mahogany) at substantially larger dimensions. Can you confirm the intended material species and actual dimensions?
That is incorrect, each rail weights +/-14 lbs. The detail has been replaced.
54 Specs Fencing – Sheet LP501 (Split Rail)
The detail requires (4) #3 rebars to be drilled into the base of each post and set in concrete. On a ~6" post, this would result in holes drilled too closely together, which could compromise structural integrity and increase installation cost. Can you confirm if this reinforcement is required?
The detail has been replaced.
Plans Kiosk - Sheet CS 100, CS 200, & LP 503 On CS 100 the fee station kiosks appear to not have a concrete pad underneath; however
LP 503 states concrete surface for the kiosks. CS 200 the hot tubs kiosk appears to be on the sidewalk. Please confirm if all kiosks have a concrete pad/on the sidewalk. Are the fee station kiosks placed in the dirt off the sidewalk and the hot tubs kiosk is utilizing the sidewalk as the pad? There is no mention of concrete pad in bid schedules.
Sheet CS100 has been revised to show an extension of the sidewalk at the fee station informational kiosks, to 3' from all outside of posts. The bid schedule has been updated to include the additional 27 square feet.
Plans Sheet CS 100 Fee station handicap parking. Is the fee station handicap parking to be concrete or aggregate? Hot tubs HC parking is concrete. Fee station does not note material.
HC parking at the fee station is designed to be aggregate with 2% max slopes per ABA
