Questions & Answers Amendment 00005 140L0624R0042 – JILONA Shoreline
1. Question: Referencing Addendum #2, RFP, Section B, Bid Schedule – Are bidders to assume that the award of the bidding Options will be sequential in order of precedence or could it be random? Sequential in order of precedence meaning Option #2 won’t be awarded unless Option #1 is, and #3 won’t be awarded unless #2 is, and so on, up to #6 won’t be awarded unless #5 is. Random meaning any Option can be awarded or not, such as #2, #3, and #6 get awarded without #4 and #5. Please understand the importance of the answer to this question because it will increase the price of the Options significantly if they can be awarded randomly. The reason for this is because if all Options are dictated by the start dates prescribed on the Bid Schedule, Options will need to be analyzed as standalone and potentially priced with their own mobilization, demobilization, and/or potential standby for their nearest random Option to start or finish.
Answer: Unlike typical options in other contracts, option dates for this contract are set up to be exercised when funding for that option is expected to be received. The government anticipates exercise of all options.
2. Question: Referencing Addendum #2, RFP, Section B, Bid Schedule, and FAR 17.207(a) – Please confirm that the project will only have one award consisting of the Base Bid plus some or all the Options.
Answer: The initial award will be the Base, Shoreline Construction. Unlike typical contract options, options for this contract will be exercised in order of dates for funding, not necessarily in order by option number. The CLIN descriptions were set up to correspond with the descriptions in the Statement of Work issued with Amendment 0002.
3. Question: Referencing Addendum #2, RFP, Section B, Bid Schedule, and FAR 17.207(a) - As it relates to the previous question, please confirm the Contractor will not be obligated to go under contract for any additional Options outside of the 90-day bid validity period, without the opportunity to reprice those additional Options.
Answer: Prices for proposed options are intended to be pre-priced for award of that option. Offerors will not be given the opportunity to reprice those when exercising options. Please reference FAR clause 52.217-7 in contract and also M-6(d).
4. Question: Referencing Plan C-5, Clearing & Grubbing Plan - Please confirm that regardless of the bidding Options selected for Award, that Contractor will still have the ability to clear and restore the all areas delineated on this Plan page.
Answer: Yes.
