About this file

This is a Vendor Questions & Answers document (Amendment 0001) for EROS Mail Room, Copy Center, and Warehouse Logistics Services solicitation 140G0126Q0153. The incumbent contractor is Scientific & Commercial Systems Corp. under contract 140G0126P0002, with three current employees. The anticipated contract award is August 1, 2026, with a performance start date of September 1, 2026. Pricing instructions and templates are provided in Amendment 0001 Section B.1. The Government will furnish toner, parts, and corrective maintenance for copy/print units under a separate contract. The successor contractor must provide its own forklift on day one, as the incumbent's equipment does not convey. Historical workload data has been incorporated into Amendment 0001 to provide more recent information than the December 2019 baseline.

Key personnel designation includes only the Contract Manager; offerors may propose additional key personnel as deemed necessary. PIV credentialing typically requires three weeks depending on candidate response times, and contractors cannot perform work without favorable security adjudication and proper credentials. The Collective Bargaining Agreement (CBA) dated 10/04/2024 applies to the successor contractor under SCA Section 4(c). Resumes are excluded from the 50-page technical limit, but the Staffing Matrix and all other factor narratives count toward the page limit. Site visit attendance is not mandatory; the provision applies only to contractors choosing to participate. Offerors should propose labor categories and staffing that meet Performance Work Statement requirements, as the required services differ from the incumbent contract.

#10. Attachment E: Volume of Work – In reviewing Solicitation No. 140G0126Q0153 for Mail Room, Copy Center, and Warehouse Logistics Services, we noted that the workload volume data provided appears to be dated

December 2019. To better assess the current level of effort, can the Government provide current staffing levels and updated workload volumes for this requirement prior to the site visit so that offerors may make informed travel decisions?

See “Attachment O – Historical Workload Data” which has been incorporated into Amendment 0001 more recent data.

The current staffing level is three (3). However, the required services differ from the incumbent contract. Proposed staffing and labor categories must meet the requirements outlined in the Performance Work Statement.

Statement.

#12. Workforce Continuity - Does the Government have a preference for retention of the existing on-site workforce through the transition, and will continuity of incumbent staff be viewed favorably in the evaluation of the offeror's staffing and transition approach?

There is no first right of refusal, therefore the contractor should propose who they deem as the best candidate.

#13. Key Personnel - Will the Government specify which positions are designated Key Personnel for purposes of resumes and commitment letters under Factor B?

The Performance Work Statement identifies the Contract Manager as Key Personnel. The Offerors are invited to propose any additional Key Personnel they deem necessary to meet the requirement.

Yes.

#15. RFQ Response Page Count - Page Count: To confirm – resumes are excluded from the 50-page Technical limit (per File 3), but the Staffing Matrix and all other Factor narratives count toward the limit. Is that correct?

Yes, that is correct.

#16. Site Visit - The Schedule of Supplies/Services on page 3 states, “*Prime contractor is responsible for ensuring all subcontractors are present during the site visit.* “ The wording implies the site visit is mandatory. Is attendance mandatory for prime and subcontractors contemplating submitting a proposal? If attendance is mandatory, please provide an answer as soon as possible so attendees can make the necessary travel arrangements?

Site Visit attendance is not mandatory. The solicitation provides instructions for site visit attendance if the offeror is interested in participating. The language in question applies only if the contractor would like to participate in the site visit.
