About this file

This is a Questions and Answers document (Amendment P0004) for a federal contract opportunity to replace rain gutters at the ID-Kooskia National Fish Hatchery (Contract Number 140FF027Q0040).

The document addresses a contractor inquiry regarding specifications for 5-inch gutters and four 5-inch downspouts per building. The Government clarified that the Statement of Work does not prescribe specific downspout profiles, materials, or metal gauges, allowing contractors flexibility in proposing equivalent industry-standard systems. The Government's Independent Government Estimate assumed 5-inch seamless aluminum K-style gutters with 3-inch × 4-inch aluminum rectangular downspouts, including associated components such as elbows, outlets, hangers, end caps, and sealants; however, these specifications are not mandatory contract requirements. Contractors may propose alternative gutter and downspout systems provided they comply with applicable codes, follow industry standards, and satisfy warranty requirements identified in the SOW. The Government requires contractors to conduct site visits to verify field conditions and actual measurements prior to bidding and to clearly identify all proposed materials, profiles, and gauges in their bid submissions for Government review.

B09 AMEND P0004 QUESTIONS AND ANSWERS FOR ID-KOOSKIA NFH-RAIN GUTTER

REPLACEMENT-140FF027Q0040

1. The SOW specifies 5-inch gutters and four 5-inch downspouts per building. Please confirm the required downspout cross-section/profile and material, and any required gutter material or gauge, so an installer does not assume standard residential downspouts or a different construction.

ANSWER:

The SOW does not prescribe a specific downspout profile, downspout material, gutter material, or metal gauge. The Government's intent is to obtain a complete, durable gutter system that meets industrial/commercial standards and is appropriate for the building and site conditions. The SOW requires installation of new 5-inch gutters and four downspouts per building, with the contractor submitting proposed materials and specifications as part of its bid. Contractors are also advised they should conduct a site visit to verify field conditions and actual measurements prior to bidding.

For estimating purposes, the Government's Independent Government Estimate (IGE) assumed 5-inch seamless aluminum K-style gutters with 3-inch × 4-inch aluminum rectangular downspouts, including associated elbows, outlets, hangers, end caps, and sealants. However, these assumptions were used for cost estimating and were not incorporated as mandatory contract requirements.

Therefore, bidders may propose an equivalent industry-standard gutter and downspout system suitable for the application, provided it complies with all applicable codes, follows industry standards, and satisfies the warranty requirements identified in the SOW. Any proposed material, profile, or gauge should be clearly identified in the bid submission for Government review.
