About this file
This is a Questions and Answers document for federal contract solicitation 140FF027Q0040 regarding rain gutter replacement at the ID-Kooskia National Fish Hatchery (NFH).
The document clarifies two key requirements for bidders. First, attendance at the mandatory site visit scheduled for November 10 is required for offer submission; either the prime offeror or the proposed installer/subcontractor responsible for work performance may satisfy this requirement, with attendance verified using the Government's official sign-in sheet. Offerors failing to meet this requirement will not be considered for award. Second, regarding bonding requirements, the Government estimates the acquisition value between $15,000 and $20,000. Section B of the solicitation establishes that payment bonds are required only for awards exceeding $35,000, and both payment and performance bonds are required only for awards exceeding $150,000. For awards within the estimated range, no payment or performance bond is required, and the inclusion of FAR 52.228-13 does not alter these thresholds. Offerors must base quotations on the solicitation as written, including the bonding thresholds in Section B, with corresponding bonding requirements applying only if the resulting award exceeds the applicable threshold.

B09 AMEND P0003 QUESTIONS AND ANSWERS FOR ID-KOOSKIA NFH-RAIN GUTTER
REPLACEMENT-140FF027Q0040
1. SOW sections 1 and 3 require a site inspection before bidding, but section 9 says attendance is not mandatory. Must a bidder attend the November 10 visit, and may its proposed installer attend on its behalf?
ANSWER: The solicitation is hereby revised to clarify the site visit requirement. Attendance at the site visit scheduled for November 10 is mandatory for submission of an offer.
Attendance by either the prime offeror or the offeror's proposed installer/subcontractor responsible for performance of the work will satisfy this requirement. Attendance will be verified using the Government's official sign-in sheet. Offerors that do not satisfy this requirement will not be considered for award.
2. For an award within the stated $15,000–$20,000 range, does the no-bond choice on SF1442 control? Section B gives bond thresholds, but FAR 52.228-13 calls for 100% payment protection within 0 days of award. Please confirm what protection, if any, is required.
ANSWER: The Government estimates this acquisition to be between $15,000 and $20,000.
Section B of the solicitation provides that payment bonds are required only for awards exceeding $35,000 and both payment and performance bonds are required only for awards exceeding $150,000. Therefore, for an award within the estimated acquisition range, no payment bond or performance bond is required. The inclusion of FAR 52.228-13 does not alter the bonding thresholds identified in Section B of the solicitation. If the resulting award exceeds the applicable threshold stated in Section B, the corresponding bonding requirements will apply. Offerors shall base their quotations on the solicitation as written, including the bonding thresholds stated in Section B.
