About this file

This document is a Questions and Answers (Q&A) response document for the San Bernandino National Wildlife Refuge (NWR) design-build solicitation, issued on April 6, 2026. The document addresses eight questions received from prospective contractors regarding clarifications on the Statement of Work (SOW) and Appendix 6 design drawings.

Key clarifications include: (1) thermal insulation shall be provided throughout the entire building using EPA Comprehensive Procurement Guideline-designated products; (2) drawings in Appendix 6 are conceptual, and contractors must propose interior and exterior materials and finishes as part of the design-build process; (3) partition wall materials should be durable, washable, and resistant to detergents and disinfectants, with finished drywall sufficient for the 12'x30' room; (4) flooring must be basic non-slip and impervious to liquids and chemicals, with non-slip paint acceptable; (5) floor duplex receptacles and data outlets are not required since the project contains no open offices; and (6) demolition of the existing fish laboratory is explicitly included in the design-build contractor's scope of work as stated in Section 1.1.2 of the SOW, along with construction of the new fisheries laboratory. The scope includes all labor, equipment, and materials necessary for both demolition and new construction.

SAN BERNADINO NWR – Responses to questions received from the solicitation.

Number 2

Please provide responses to the following questions:

1. SOW says no insulation but appendix 6 says to insulate partition wall. Which is correct?

If we insulate the partition wall, does the exterior wall also insulated in the storage area?

ANSWER: Refer to Section 1.6.2 of SOW. Provide thermal insulation all over the building and utilize products that are designated in the Environmental Protection Agency’s Comprehensive Procurement Guideline (www.epa.gov/cpg/).

2. Appendix 6 shows the exterior walls shall have no interior finish but SOW says interior finish. ANSWER: This is a design build project. Drawings on Appendix 6 are conceptual.

Section 2.8.3 of SOW says “Provide drawings and schedules which address interior and exterior materials and finishes being proposed”.

3. Appendix 6 says both sides of partition walls to have waterproof gypsum wall board both sides. Gypsum board is not waterproof, it can be water resistant but will require a covering to be waterproof. ANSWER: Walls and ceilings: What materials will be used? (Should be durable, washable, and resistant to detergents/disinfectants) we don’t need anything fancy in the main area… open to suggestions. For the 12’x30’ room just finished drywall is sufficient.

4. What is the finish on the storage room exterior walls? ANSWER: Flooring: What type of flooring is preferred? (Must be non-slip, impervious to liquids, and resistant to chemicals) a basic non-slip flooring is sufficient

5. Can the floor coating be a non-slip paint or are you looking for an actual flooring?

ANSWER: Flooring: What type of flooring is preferred? (Must be non-slip, impervious to liquids, and resistant to chemicals) a basic non-slip flooring is sufficient

6. Section 6.3.12 calls for floor outlets. This is not possible in wet areas. ANSWER:

Floor duplex receptacles and data shall be installed in the open offices. Exact locations to be determined. NO OPEN OFFICES IN THIS PROJECT http://www.epa.gov/cpg/)

7. For the ROM (Rough Order of Magnitude) price, is demolition included as part of the design-build contractor's scope, or will demolition be addressed separately? ANSWER:

Refer to section 1.1.2 of the SOW. “The work shall consist of labor, equipment and materials to build a new fisheries laboratory and the demolition of the existing fish laboratory”.

8. Specifically, for a new headquarters construction project, we want to confirm whether any existing site demolition (such as removal of existing structures, foundations, paving, or utilities) is to be included in the ROM price provided by the design-build team, or if that work is being scoped separately by the government. ANSWER: Refer to section 1.1.2 of the SOW. “The work shall consist of labor, equipment and materials to build a new fisheries laboratory and the demolition of the existing fish laboratory”.
