About this file
This document is a Questions and Answers (Q&A) response file for the San Bernardino National Wildlife Refuge (NWR) design-build solicitation, issued on April 15-16, 2026. The solicitation concerns construction of a 45' x 45' pre-engineered metal laboratory building with associated infrastructure and equipment integration at the refuge facility.
Project Scope and Key Requirements: The contractor is responsible for design, construction, and integration of heavy equipment from the old facility to the new building. The contractor must supply and install workroom countertops, wall cabinets, and workroom tables/benches. The contractor is not responsible for supplying casework, benches, 8-foot diameter tanks, or the deep freezer; these will be furnished by the Fish and Wildlife Service (FWS). The design phase allows 60 days with submittal reviews at 20%, 40%, 70%, and 99% completion stages. The total period of performance is 180 days, with the actual period to be specified in the Notice to Proceed. The proposal due date is 1400 Local Time per SF1442. Work hours are 7:30 AM to 4:30 PM. Design consultants must conduct a minimum of four site visits to inspect construction, with reports submitted to the Contracting Officer's Representative (COR) within five calendar days of each visit.
Specifications and Technical Requirements: The wet lab requires ASHRAE 62.1 2023 ventilation compliance year-round with manual fan control; a mini-split air conditioning system with separate condenser is preferred over PTAC units. An HVLS fan should be considered for the large wet lab space. A 220-volt power supply must be provided for a deep freezer in specimen storage. No freeze protection, hot water, communication data outlets, temporary construction fencing, or separate potable water metering is required. The eyewash station does not require a shower unit, and the fire alarm does not require radio connectivity. Interior and exterior materials and finishes are the contractor's design responsibility. The geotechnical report provided is for reference only; contractor means and methods for geotechnical investigation are the contractor's responsibility.
