About this file
This is a Questions and Answers document providing clarifications to solicitation documents for the San Bernardino National Wildlife Refuge design-build project.
Building Design and Specifications: The project requires a 45'x45' floor area with a 12'x30' laboratory space. All drawings and sketches in the Statement of Work are conceptual, and contractors have design flexibility within these parameters. The building must include an exterior canopy, interior walls that are washable and resistant to detergents/disinfectants with a water-resistant liner system, full insulation, and a concrete slab for a covered loading area. Interior traffic is restricted to foot traffic only; no vehicle travel is permitted. The floor drain will daylight above ground into the field with no drain field required. The overhead door must be corrosion resistant, and there is no requirement for doors to prevent water escape. No landscaping, roads, or parking are required.
Utility Connections and Equipment: Water will be tapped into an existing line approximately 150 feet from the proposed building, and power will be tapped into a power box also located approximately 150 feet away. The contractor is responsible for relocating existing equipment from the current onsite facility, approximately 250 feet away, to the new proposed facility. Proposal Submission: This is a Lowest Price Technically Acceptable (LPTA) design-build project. Contractors must submit both Phase I and Phase II proposals electronically to joann_mallory@ios.doi.gov. A Past Performance Questionnaire (PPQ) is required and cannot be replaced with a CPAR report. Proposal requirements are specified in Section M of the solicitation. The document clarifies that all referenced building size discrepancies between appendices have been resolved in favor of the Part 1, paragraph 1.1.2 specifications.

SAN BERNADINO NWR – Responses to Questions Received from the Solicitation
General Clarification on Building Size The solicitation documents reference three potential building sizes. Appendix 5 lists the lab as 1,804 square feet and storage as 220 square feet; Appendix 6 indicates the building as 1,600 square feet, including approximately 300 square feet for storage. Part 1, paragraph
1.1.2 states the required floor area should be 45’x45’, with the lab measuring 12’x30’. The correct requirement is outlined in Part 1, paragraph 1.1.2: the project is design-build and all drawings and sketches in the Statement of Work (SOW) are conceptual. The required floor area is to be 45’x45’, with the lab being 12’x30’.
Building Features and Requirements
1. Exterior Canopy Inclusion
2. Paragraph 1.1.2 does not mention the exterior canopy shown in Appendix 5 and 6.
However, the canopy is to be included.
3. Floor Drain Specifications
4. The floor drain will drain into the field and will daylight above ground; no drain field is required.
5. Equipment Relocation
6. Existing equipment is to be moved by the contractor from the existing facility onsite, approximately 250 feet, to the proposed facility on the site.
7. Interior Wall Requirements
8. Interior walls must be washable, durable, and resistant to detergents/disinfectants.
A washable, water-resistant liner system is required for the interior.
9. Insulation Requirements
10. The building must be insulated.
11. Concrete Slab for Covered Loading Area
12. A concrete slab is required for the covered loading area.
13. Interior Traffic
14. Only foot traffic is permitted inside; no vehicle travel is allowed.
15. Landscaping Requirements
16. No landscaping is required.
17. Roads and Parking Requirements
18. No roads or parking are required.
19. Water Connection
20. Water is to be tapped into the existing water line located about 150 feet from the proposed building location.
21. Power Connection
22. Power is to be tapped into the power box located about 150 feet from the proposed building.
23. Overhead Door Specifications
24. The overhead door must be corrosion resistant.
25. Door Water Escape Prevention
26. There is no requirement for doors to prevent water escape.
Proposal Submission Requirements
1. Past Performance Questionnaire (PPQ) Requirement
2. A copy of a CPAR (Contractor Performance Assessment Reporting System) cannot replace the need for a PPQ. Submit the PPQ as specified in the Solicitation guidelines.
3. Proposal Requirements Section
4. Section L, which typically outlines proposal requirements, is not included. Proposal requirements will be specified in Section M.
5. Two-Phase Proposal Clarification
6. This is a design-build project via Lowest Price Technically Acceptable (LPTA). Both Phase I and Phase II proposals are to be submitted.
7. Submission Instructions
8. Submit your proposal electronically to joann_mallory@ios.doi.gov.
