Government Response
1 Is there an incumbent for this opportunity? General
Yes; the contract is currently being performed on bridge Task Order 140P3024F0001 valued at $461,608.44 under GSA IDIQ by AAA Complete Building Services based on original Task Order INP17PD01351 valued at $2,098,926.76 for the base and all options.
2 Will there be an official site visit for this opportunity? General Yes; a site visit has been scheduled for 7 March for all interested. Additional information is available in the Solicitation, pg 3
Can the government revise this requirement, to only require (1) relevant experience to meet this criteria? Size, scope, and complexity are further defined as follows: Scope: Demonstrate the ability to provide all labor, management, supervision, knowledge, tools, materials, and equipment to operate a treatment plant of this size and complexity. Demonstrate the ability to provide all labor, management, supervision, knowledge, tools, materials, and equipment to operate a treatment plant of this size and complexity. On review of the PWS, we believe that relevant experience includes other maintenance services and relevant contracts may not encompass treatment plant services.
Reference: Solicitation; Pg 45 Volume II – Past Performance and Technical Approach/Management; Factor 1 – Past Performance
There is currently no minimum for Past Performance, IAW Section 5.5 and 6.3 of the Solicitation, there is only a Maximum of (5) relevant projects. The Solicitation has been amended to include the following in the size, scope, and complexity, "Demonstrate the ability to provide all labor, management, supervision, knowledge, tools, materials, equipment to operate a treatment plant of this size and complexity and shall also demonstrate experience in pool and fountain operations and preservation treatment; masonry conservation; electrical maintenance; maintenance on fire suppression system; maintenance on HVAC, waste-water, environmental concerns, and plumbing, as well as cover emergency and non-emergency repairs."
Can the government provide historical data on lighting repairs or replacements performed in the last two years?
Solicitation: 5.1.1 Lighting System, 5.1.1.4
This is newer language to the contract so the data does not exist. It is an item that has high visibility and lights do go out all the time. Contractors are not responsible for any existing issues to the system when taking over, beyond bulb replacements. Once a new contractor starts they will need to perform a detailed inspection listing any current issues. New issues after that are part of the contract as specified in the scope. Old issues will be treated as repairs as needed.
5 Can the government provide the # of backflow preventer Solicitation: 5.1.2 Plumbing Systems, 5.1.2.1 Number of Backflow Preventers is provided in Exhibit 2 - NPS WWII Equipment, Systems, and Maintenance Items
6 Provide the number of restroom units to maintained under this contract Solicitation: 5.1.2 Plumbing Systems, 5.1.2.3 Number of Restroom Units is provided in Exhibit 2 - NPS WWII Equipment, Systems, and Maintenance Items

Can the government elaborate on how service calls and PM records are expected to be maintained? Is this a government or contractor-provided system?
General Service calls and Program Management (PM) Records are to be maintained by the contractor by method of the contractor's choosing and will be a contractor-provided system
Will the contractor be provided with a contractor office area and equipment storage area? If so please provide general locations
General There is an office area where the computer is for the site. Storage is limited but there is some space in the same building (the restrooms) that the office is in.
Can the government provide a revised due date? Without equipment listings we can not begin pricing and technical elements
General To allow for adequate response time following posting of the QnA and the Site Visit, the Solicitation due date has been extended from 26 Feb to 19 March; see answer to Question 7
11 Was an 8(a) Set-Aside considered? General
Small business socioeconomic contracting programs were considered in accordance with FAR 19.203(c), and with the consideration of the results of Market Research, including responses from industry received from a sources sought, in accordance with FAR 19.203(d), it was determined that a small business set-aside would be utilized for this acquisition under FAR 19.502-2
12 Was a Service Disabled Veteran Owned Small Business Set-Aside considered? General See response to Question 11
140D0424Q0127 NAMA WWII Operations and Maintenance Services Questions
Attachment 1 states that "The contractor is required to obtain the services of a company(s) which handle fire and security alarm systems. This company(s) must be certified by the manufacturer to perform maintenance repairs and provide software and hardware upgrades to the system(s) within the facility." What fire and security alarm systems are currently in use the facility? Also, may the prime contractor perform the required services itself if it employs qualified and certified personnel?
Attachment 1, PWS, p. 27, section 5.1.6.1 The prime can perform services as long as they have the properly certified personnel. Fire system is Notifier -NFS-640. There is no security system, but a keypad for door combinations.
14 Is Government-directed travel anticipated under this contract? Attachment 1, PWS, p. 14, section 1.26 IAW solicitation section 1.7, no travel is anticipated.
The PWS states that the contractor is responsible for repairs made as part of preventive maintenance. Please provide a total estimated annual cost of such repairs.
Attachment 1, PWS, p. 21, section 4.2.1
We are unable to provide an estimate. These "repairs" refer to parts/gaskets/belts/lubricants/etc. required to be replaced during preventative maintenance by the manufacturer. If equipment breaks and it is not related to preventative maintenance not being performed or improperly performed then they are considered regular repairs.
The PWS states "the proposal must include the qualifications of the individual or company performing water treatment." There is no corresponding requirement in the solicitation instructions to offerors. Is it the Government's intent that these qualifications be included in the response to the solicitation, and if so, can the Government provide guidance as to where this information should be provided?
Attachment 1, PWS, p. 26, section 5.1.5.8.1 Solicitation sections 5.6 and 6.4 have been updated to reflect updated requirements for Key Personnel resumes
The PWS states "The contractor is responsible to perform maintenance on all elements of the system including annual updates of the Apogee software package and computer repair...This software update is to be done at the contractor's expense." Is it the Government's intention that the contractor will generate code to actually modify the existing software, or that the contractor will install or patch code provided by the Apogee software developer on relevant computer systems? If the former, please provide the estimated annual cost or labor required for the software updates as bidders have no insights into the state of the software and the number and complexity of updates required.
Attachment 1, PWS, p. 29, section 5.1.8.3
The system is a Notifier -NFS-640 the software updates are needed to keep the system running. The government does not have any data on the software needs.
The contractor is to provide in their proposal their charge for maintaining this system and its software.
The PWS states "Litter and debris shall be picked up from the site minimum of 3 times per day, between 5:00 -7:00..." Is it the Government's intent that litter pick up must begin by 5:00 AM, or that it must occur during that time period and be complete by 7:00 AM (i.e., if it requires one hour to complete, could it begin at 6:00 AM)?
Attachment 1, PWS, p. 42, section 5.1.15.13 It is the Government's intent that litter and debris pick up will occur and be completed anytime within the stated time periods
The solicitation states that Past Performance size, scope and complexity will be evaluated relative to the "maintenance and operation of a treatment plant of the same size and complexity." Is it the Government's intent that past performance maintaining and operating water and/or sewage treatment plants is the primary determinant of past performance relevance? While maintenance of the monument's water features is an important element of the performance work statement, there are numerous other important but completely unrelated tasks. This is confirmed by language on p. 50 that states "Contractor shall demonstrate experience in pool and fountain operations and preservation treatment; masonry conservation; electrical maintenance;
maintenance on fire suppression system; maintenance on HVAC, waste-water, environmental concerns, and plumbing, as well as cover emergency and non-emergency repairs."
Solicitation, p. 48, section 8.3. The solicitation has been amended. See answer to question 3 above.
Would the Government consider scheduling a site visit with an engineer for information gathering?
N/A A site visit will be scheduled; but only one with all interested parties. No special or additional site visits will occur; see response to Question 10
21 Is there a current company performing work on the Equipment Control System? Attch 2 pg 4 section 1.5.5 System is maintained by the current contractor. AAA Complete Building Services

N/A No 24 Is there a specific fencing required for the office trailer and maintenance lot? N/A No trailer can be put on site.
Could the Government share the average number of service and emergency calls received per month?
Attch 1 pg 12 section 5.2.1/ pg 17 section 5.3.3
It is a highly visited site with, visitor services, and fountain features, that is also effected by the weather and seasons. There are usually system issues, small pieces of equipment broken daily, and constant cleaning needed (i.e. cleaning a spilled drink, broken hand dryer, toilet overflowing, light out, or something physically broken by public, also add in all the mechanical systems things break down all the time. Some of these issues are just day to day things they may get a call to go fix, others like a piece of equipment broke down or was physically broken will require an estimate for a repair.) This could be estimated to be five instances per month, but may vary significantly month to month. Additionally, not all calls will result in a quote and may just take place as a part of standard operational or preventative maintenance. Emergency calls consisting of larger issues requiring task orders are a new feature of the contract and there is no data to provide.
26 Would the Government provide a list of equipment for this facility? N/A A list of equipment is provided in Exhibit 2 - NPS WWII Equipment, Systems, and Maintenance Items
Would the Government consider waiving the Professional Associate or Fellow of the American Institute for Conservation requirement?

Attachment 3 Pricing Sheet
On tab "IDIQ Maximum Rates" of Attch 3, Column F should represent the fully burdened hourly rates, inclusive of all supplies, equipment, facilities, services, and materials required to perform the requirements of the PWS, for the Labor Categories in Column A for emergency and non-emergency repair services. The 1 hour quantity is to provide a baseline for evaluations for the Total Evaluated Price; however, during performance of the IDIQ quantity of hours for needed repairs is unknown and subject to vary. Therefore, the Total Evaluated Price (TEP) for evaluation purposes consists of the sum of the proposed hourly fully burdened IDIQ labor rates added to the Preventative Maintenance Task Order (TO) total.

a) No, submissions are not limited exclusively to projects where the quoter's company served as the prime contractor. b) Yes, you may include projects participated on as a subcontractor or in a joint venture. Solicitation Section 5.5 Factor 1 has been updated to reflect this
Given the SCA requirement to offer the current contract holder's employees the opportunity to continue their employment under the new contract, do we need to include resumes for these incumbent employees in our proposal? Or should we outline our approach to fulfilling the right of first refusal without individual resumes at the proposal stage?
If resumes for incumbent employees are required, can you provide guidance on the process for obtaining these documents, considering these individuals are currently employed by another contractor?
Solicitation Pg 46 Factor 2, Workforce Management
Key personnel are the only personnel whom we are requesting resumes; however, quoters are permitted to submit resumes for non-key personnel.
If they are the same employee working there now, we would not need a resume, just an explanation that the person is the incumbent. However, offerors are advised that they must have a back-up plan if the current employees refuse employment.
Is it a requirement to incorporate the experience of the conservator's past projects in conservation maintenance within our proposal submission?

There are also staff on site on weekends during normal work hours. Some events require earlier and/or later work hours than normal; but not often.
64 Will the arch pools be emptied so we can clean the jet nozzles in the arch pools? Solicitation, Page 30, Sections 5.1.10.1 Work will be scheduled with the COR anytime it is needed. Shutting off features during the running season does not usually happen unless absolutely needed (repairs).
65 Confirming that the jet nozzle maintenance is only in the arch pools, not the main fountain? Solicitation, Page 30, Sections 5.1.10.1
The maintenance for the cleaning is for the arch pools, however the jets in the main pool must also be maintained to prevent calcium buildup on them, Attch 1 and 2 PWS' section 5.10.1 have been updated to clarify. The level of cleaning is less for the jets on the main pool.
Confirming that 5.1.10.11.1.1 First visit (Spring) is not a cold wax as indicated on the specs, it is in fact a hot wax?

Scheduled maintenance will be set in advance with the COR, work is to be performed at the least impactful times to visitors and events.
During the site visit it was observed at both towers will be difficult to clean at the fountain sides.
Can a manlift be used to clean the towers on the fountain side of the towers?
The specifics of the lift will have to be approved before work is done. That will be worked out with the COR, it will have to be determined that the weight and type of machine will not cause any damage to the site. If the machine is determined to cause no threat to the site then it can be used.
Can the scaffolding with fence panels stay intact until both stone and metal cleaning is complete.
One tower will remain open while the other tower is cleaned?
The scheduling of this level of cleaning will be done with the COR and if determined that the work will require more than a day then it may be approved by the COR. All will have to be determined with a plan and a schedule so absolute answers cannot be provided without a concrete plan to perform work. The Park is flexible for maintenance as long as it is scheduled well in advance to allow for public notification.
During the site visit it was observed that there are several feet of metal trench drain grating at the monument. This is not listed in Exhibit #2 Equipment Schedule. Are we to add this scope of work to our proposal? Please provide quantities and frequencies if this scope of work is added.
The Drains are part of the scope of maintaining the site drainage, in section 5.1.14., they need to be cleaned to keep them free flowing. They do clog up during spring and fall with times especially.
73 Will the O&M contractor obtain an office at the Ohio Drive Office Building?
No, the office is what was seen where the computers were at the back side of the restrooms.
74 Just to confirm, there are 4 restrooms that will require preventive maintenance.
4; the public restroom which has a female & male side, a family restroom, and one in the kiosk building where the rangers are.
