About this file
This document contains questions and answers related to an amendment for a request for proposals seeking an electronic health records provider or integrator. The amendment removes pricing requirements for sample task order work relating to contract personnel and clarifies that offerors electing to proceed to phase two must submit a completed voluntary product accessibility template with their proposal. It also updates the indefinite delivery, indefinite quantity statement of objectives and performance work statement template to specify Section 508 compliance requirements, and incorporates Health and Human Services Acquisition Regulation clauses relating to Section 508 in full text rather than by reference. Finally, it amends language in the factors for evaluation to encompass Section 508 compliance.

RFP No. 140D0421R0050 Attachment 1 ‐ Questions and Answers ‐ Amendment 2
# RFP Section Question Response Change to RFP? Description of Change 1 Answer to Q52 (Att. 10, Tab D) In the answer to question 52, the Government stated that “hours associated background investigations and/or clearances should not be included in Tab D for the Sample Task Order Price Table” in Attachment 10 – Pricing Table. However, IDIQ SOO Section 6.9.3, Contract Personnel, has “meet the IHS personnel security/suitability determinations” as its sole objective. What responsibilities are associated with the hours requested for
1.1.8.3 Contract Personnel?
Offerors should not include pricing information for Sample Task Order PWS Task 1.1.8.3 Contract Personnel. As such, this section has been removed from Tab D of Attachment 10.
Yes See Attachment 10 ‐ Pricing Table ‐ Amendment 2.
2 Answer to Q131 (6.9.2 Sec. 508 Compliant Materials)
In the answer to question 131, the Government stated that “supplying a Voluntary Product Accessibility Template (VPAT) is required for 508 compliance per FAR 39.2.“ Phase I Proposal Content and Phase II Proposal Content in RFP Section 6 do not include instructions for submittal of VPAT. Please confirm how and when the VPAT should be submitted.
If an Offeror elects to proceed to Phase 2, the completed VPAT shall be submitted with its Phase 2 proposal. The IDIQ SOO (page
24) and IDIQ PWS Template (page 4) have been updated to clarify the Section 508 requirements and how the VPAT should be submitted. HHSAR 352.239‐73 (pages 50‐54) and 352.239‐74 (pages 69‐74), while previously incorporated by reference, are now incorporated in this RFP in their full text. HHSAR 352.239‐73 includes submission instructions of the VPAT. Finally, the language in the RFP for Factor 3 ‐ Technical Architecture (pages 10 and 18) has been updated to include Section 508 compliance.
Yes See amendment to RFP as well as Attachment 2 ‐ IDIQ SOO ‐ Amendment 2 and Attachment 3 ‐ IDIQ Performance Work Statement (PWS) Template ‐ Amendment 2.
