| 1 | Given the fast approaching Christmas holiday season, is the government amenable to providing a due date extension for this project? Current due date is 1/4/24 and the concern is vendors taking vacation and not being able to send out pricing. Further, another concern is the ability to get RFI’s answered and disseminated with enough time to adjust pricing as necessary. Consideration on an extension would be greatly appreciated. | The bid date has been extended, contact Mary Jane Johnson for details. | Figure for question #7: |
| 2 | Please confirm the design will follow a 70%, 90%, and 100% review approval process as mentioned at the site visit. | The requirements shall be as follows: 20% (schematic design), 40% (design development), 70% (preliminary construction documents), 99% (completed construction documents), & 100% (final construction documents). Refer to Bureau of Indian Affairs, Office of Facilities Management and Construction, School Facilities Design Handbook, March 30, 2007, Section 2010-1 through 2010-7. Haskell Facilities will conduct reviews at the 20% and 40% phases. No construction should start until drawings are approved. Shop drawing are also required per the "DSRM Safety, Health and Accessiblilty Design Guidelines for Architects, Engineers and Design Firms." |

| 4 | Please confirm if the building is listed on the Historical Register and whether or not the contractor’s design will require historical review. | Bld. 112, Parker Hall is not on the Historical Register and therefore no historical review is required. | |
| 5 | Regarding conceptual drawing plan sheet AD-100, it depicts the mechanical room within RM 118 as being removed, however, the mechanical room in the northwest corner of RM 115 is not depicted at all on any of the drawings. Is the mechanical room in RM 115 to remain and be upgraded/renovated, remain as is, or be totally demolished? Note, this room contains asbestos-containing floor tile that would require abatement. Please clarify. | The plans provided are conceptual only. It is inferred based on a similar project that a new larger mechanical unit will be required which in this case will eliminate the mechanical unit in room 118. The final design shall be the responsibility of the contractor. It is not anticipated that the mechanical unit or closet in room 115 will be involved but the final design and requirements to fullfill that design shall be the responsibility of the contractor. Any asbestos abatement shall be the responsibility of the contractor. | |
| 6 | In reference to the ceiling in RM 118 that is to be removed, can the government confirm if there is any insulation above the ceiling (contractors were unable to get access above this ceiling to verify)? If so, is the insulation to be removed and replaced? If not, is the contractor to install new insulation? Please clarify. | Current code requirements including but not limited to building R value and the acoustical requirements of the space are the responsibility of the contractor. It shall be the contractor's responibility to determine existing materials and new requirements. Plan room access is available and limited destructive inspections in this space are permitted upon request. Generally, the government requires all new building materials. | |
| 7 | Referencing conceptual drawing plan sheet A-101, it appears the design is depicting the new wall in RM 115 and the wall dividing RM 112 from 114A are to be CMU (highlighted in green in the attached image). However, the walls highlighted yellow in the image are standard stud wall construction with gypsum board covering. Further the new divider wall between 114 and 114a appears to be a standard gypsum board wall (highlighted in blue in the attached image). Please clarify if the hashed walls (RM 115 and east wall of 112; green highlights) are to be CMU or Gypsum. There is concern if the existing floor can support the weight of a CMU wall if there no existing structural supports below to help support the additional weight. Note: it is assumed the infill to take place at doors located in existing CMU walls will be filled with CMU to match existing. | Existing CMU walls to be patched shall utilize matching materials and be installed to appear seamless. The hatching shown in concept plans is not intended to refer to any particular material. New installations including walls must meet structural and acoustic requirements of the space. The intent of the conceptual wall position between room 114 and room 114a is to allow for the proper size of the mechanical equipment and maintence while maximizing storage space. The design is the responsibility of the contractor. | |
| 8 | Regarding the divider wall between RM 112 and 114a (referencing sheet A-101), the new wall is being depicted as being installed directly over the top of a floor access hatch to the building’s crawl space. The access hatch is not depicted in the drawings. Given this information, is the access hatch to be accessible via RM 112 or RM 114a? | The plans provided are conceptual only. It is inferred based on a similar project that a new larger mechanical unit will be required and the conceptual plans note a potential location but the design is the responsibility of the contractor. The contractors design shall accomodate accessibility of the hatch. Relevant requirements such as but not limited to OSHA shall be followed. | Figure for question #11: |
| 9 | It was mentioned at the site visit the roof of Parker Hall would be replaced in the Spring of 2024. Who will hold the warranty for the roof so they can be contacted for any roof penetrations (as required)? | General Contractor: |

| 10 | Referencing Note 8 on sheet A-101 it states the desks/seating are to be “moveable with manufacturer installed data and power outlets with concealed tray”. This requirement creates an issue because the need for electrical power and data would more or less tether these desks to a fixed location due to the power and data cords. Please provide clarification on if the intent is for the desks to be fixed. Or will power and data not be required for the desks/seating? Please clarify. | Desks with power shall be permanently installed and shall be fixed in their location per the industry standard. Seating is to be unfixed and moveable. Refer to Parker Hall room 110 for similar installation. Note: Data cabling for the desks is no longer required. The outlets in the desks shall have 110 VAC and USB power outlets to charge a student's phone or tablet. | |
| 11 | Referencing the West wall of RM 118 on sheet A-101 it appears the existing CMU wall is being covered by another constructed wall (highlighted in yellow in the attached image). However, there is not a note depicting a new wall being installed. Please clarify if construction of a new wall over the existing CMU wall is required. | Construction of a new wall over existing CMU wall is not a requirement. Design is the responsibility of the contractor. The intent is to provide a clean, high quality appearance. Consideration shall be given to the acoustics in the room with the new furnishings and construction to provide a high level of learning for our students. | |
| 12 | 12. | Regarding the ADA stairs and ramps that come off Room 118, is it the Government’s intent for there to be any exterior additional sidewalks or other means of ingress/egress for ADA persons that lead to the new stairs/ramp? As it stands now if new stairs/ramps is installed they would end in the asphalt parking area (to the west and north) or grass area (to the east). By contrast, the ramp and stairs serving Room 110 connect to a paving stone patio area. | The intent is to provide accessible ingress and egress for the space. The drawings provided are conceptual only and the final design and code compliance shall be the responsibility of the contractor. Any exterior construction shall include proper concrete footings and foundations for this region. Down spouts and rain gutters shall be considered in the design also. |
