Contractor's QuestionGovernment Response
1Will the government or HINU staff be responsible for the removal and reinstallation of furniture and personal items?Haskell will be responsible for removal and reinstallation of personal items and furniture.
2The solicitation for this project requires no overlapping of duties and responsibilities for the QC staff. Please expand on this requirement. Does this mean that the project requires a full time, onsite QC manager? Or can the QC manager be offsite and be assisted by designated onsite QC staff that also carry out other roles on the project? Can the other QC staff be dual-roled as site superintendent and/or site safety and health officer?QC staff may have a dual-role responsibilities or be off-site with assistance by designated onsite QC Staff.
3Please provide a current Hazardous Material Survey for the building.See this link for documentation. Books are also available for review at Winnemucca Hall. Contact Gary Goombi.

4Scope of work paragraph w. states we are to perform a code analysis for the required number of bathroom fixtures considering the new occupation resulted from this project. Are we only required to provide the code analysis as part of our proposal? If additional restrooms are required will this be handled through a change to the contract?Contractor will include the code analysis as part of their base bid. There will be a new Option for constructing bathrooms if required by the code analysis and contractors will provide bids on a new bid/price schedule. The BIA utilizes the NFPA 5000 building codes.
5If the response to RFI#4 indicates we are to include the cost for the potential additional restrooms in our proposal please provide: anticipated number of occupants of the building, overall building plans & space categories needed to determine the occupant loads in accordance with IBC/IPC latest edition This has the potential to add a significate price increase in our proposal. We will need this information to determine if additional restroom fixtures are required and to allow all contractors to bid to the same requirements. This is not feasible for the contractor to determine during the bidding phase. This would need to happen during design phase or the scope of work would give us clear direction on exactly what we are to provide. The answer or lack of clear direction to this question has a substantial impact to increase the price of the project.Contractor will include the cost of the code analysis as part of their base bid. There will be a new Option for constructing bathrooms if required by the code analysis and contractors will provide bids on a new bid/price schedule. Contractor shall use the latest published codes for analysis.
6Section E. Deliverables indicates design submittal review times are 15 days. Section F. Period of Performance indicates design submittal review times are 7 calendar days. Please confirm if the review times are 15 days or 7 days?Haskell cannot confirm review times due to us not having any control over DSRM's workload. Historically, it takes 3-5 weeks, but one submission last year took a couple of months. The earlier designs are submitted, the better.

8In Rm 118 there are two old air compressor risers – Are we to abandon and remove?Yes.
9A-101 – Note #20 – This note appears to be cut-off. Please share the full description."DOR to specify and design the visual presentation system. Coordinate power and data outlet locations as required as part of the contractor's design." Please refer to the attached revised Sheet A-101.
10A-101 – Please confirm rooms 112, 114, 113, 115, 115b, 116 , &117 (If 116 &117 are not used for restroom expansion) do not include any work other than what is shown on A-101. These rooms look to have been recently remodeled. The SOW does not indicate, flooring, ceiling, electrical, lighting, HVAC upgrades for these rooms.Rm. 112, 113, 115, 116 and 117 would be offices. Rm. 115b would be a classroom. Surface conduit shall be demoed and new outlets shall be installed for flush mounted devices. For the offices, please provide electrical receptacles on 3 walls (still meeting minimum code spacing) and one data/communications outlet. For the classroom 115b, provide code required number of outlets plus one (1) and 2 data outlets on different walls. Also provide new, dimmable, LED lighting. All rooms shall have HVAC supply and returns and shall be part of the design package.
11A-101 – note 8. Can the Tables be straight rather than curved. The existing Lecture Hall to the West has no curve to the tables.For this project we wanted to do something different for the students, so while we do have an existing Lecture Hall, we don't want the exact same thing. The new Lecture Hall in rm. 118 should have its own character. So, no, we want curved seating and tables.
12A-101 – Room 118 – A/V equipment – What level is this expected to be?Haskell Indian Nations University is standardizing the Cisco Board Pro system for classroom digital instruction. Standardizing on a single system will allow the campus IT staff to troubleshoot, monitor, and manage the systems through a single dashboard environment instead of using various methods to manage smartboards, video systems, or projectors. Haskell has chosen the Cisco Board Pro Series appliance for the classroom in Parker Hall. Haskell Indian Nations University requires that two of the largest size Cisco Board Pros be purchased to include the necessary hardware, equipment, and services to have the Board Pros mounted on the wall that the students face. The Cisco Board Pro system will also consist of microphones, speakers, wall mounts, and Cisco Board Pro management devices for the faculty to operate the Board Pros in their classroom. This will also require the purchase of a 3-year Cisco SmartNET warranty agreement for the Cisco Board Pro systems and will be added to the existing Haskell Indian Nations University Cisco SmartNET agreement.
13A-102 – Room 118 – Is the lighting to be on any type of dimmer or lighting control? If so, what is expected?Lighting to be dimmable and to include occupancy sensors where practical. The contractor shall design and install a fully functional light system suitable for a Lecture Hall. A system equal to or greater than the Lecture Hall in room 110 is acceptable. We would like there to be different levels of lighting for different configuations of the lights.
14Is there going to be a new IDF required?No.
15Is the number of CAT6A cables going to be one cable per chair?This requirement has changed. The student desks will not have CAT6A data cables. There be WIFI for internet access for the students. There will only be power outlets (110VAC) w/ USB connections for students to plug in a phone or tablet to charge their devices.
16Will the podium need any data cables?The existing podium in Room 110 requires at least 1 data cable so it is assumed there would be at least one for the new podium. The A/V equipment should be designed by a professional A/V engineer/company.
17Will the audio speakers run back just to the projector like the room is now? Or is there going to be a different input location?This is a design-build project and the A/V system should designed by a professional A/V engineer/company. That decision would be part of the design process.
18Is there any WAP locations?There will be one WAP location and the cable is already run from a different project. Haskell IT should be consulted for other questions. Haskell IT will provide the WAP devices.
19What type of smart podium are you requiring? Please provide specifications/requirements.This is a design-build project and the A/V system should designed by a professional A/V engineer/company. That decision would be part of the design process. See addendum for pictures of existing podium from room 110 for reference. Note: an assistive listening system shall be included in the project.
20Please confirm that this will be a presentation room so the teacher will just plug in a laptop into an HDMI wall plate to project what is on their computer onto the smartboard/projects system?This will be a presentation room/lecture hall, typical of most Universities. Contractors can review existing equipment in Room 110 as a minimum level of technology, keeping in mind that equipment and design is several years old now.
