About this file
This document is a Questions and Answers Log for Solicitation #140A1624R0015 for the CRIP Main Canal Checks with Lateral 73 project. The project involves concrete rehabilitation and radial gate replacement work on the Colorado River Irrigation Project's main canal structures. Key details include:
The solicitation has a short 14-day canal dry-up period during which the majority of construction must be completed. Contractors raised concerns about the feasibility of meeting concrete curing requirements and the impact of adverse weather within this narrow timeframe. The government acknowledged these schedule challenges and indicated they are working with the Tribe to potentially extend the dry-up period. The solicitation includes requirements for local tribal member hiring, Buy America provisions, and government-furnished equipment. Several bidder questions addressed material availability, earthwork quantities, and proposal formatting. The government responded by providing clarifications, quantifying certain scope items, and extending the proposal due date to November 7, 2024.

1 Tribal 1 10/9/2024 Please confirm that the dry up period actually 14 full 24 hour days. During the prebid site meeting it was mentioned that it takes a few days to actually reach dry up level. This would reduce the 14 days to 12 or less based on this info which is very significant
10/9/2024 To facilitate the 2025 Main Canal dry-up, which is scheduled from January 12 through January 25, CRIP plans to shut off the water at Headgate Rock Dam at noon on January 10.

2 Tribal 1 10/9/2024
We would like to bring attention to the government that the specifications and manufacturers requirements for redi-mix concrete curing and repair material curing exceed the dry up period duration. By the time the repairs are ready for material and new concrete is formed and poured it is likely that much of the concrete will only have a couple days of curing time. There is no way to meet the specification and ACI requirements for curing within the dry up period.
10/9/2024
All parties recognize the extreme brevity of the construction schedule correlated to the canal dry-up duration. To clarify, both the redi-mix concrete and concrete repair materials are considered as “high-early strength” materials. Therefore, strength gain requirements and protection and cure durations before re-water are limited as compared to non-accelerated schedules. Redi-mix concrete is specified to realize 3,000 psi with a five-day duration (sheet S02 Redi-Mix Concrete Schedule notes) as confirmed by compressive strength testing of field or lab cured cylinders - the intent is that the MC185 weir wall could receive canal water at this strength level. A cure duration of at least three days for “high-early strength” materials is expected before canal re-water in accordance with provisions in ACI 301 article 5.3.6.6(a). BIA is working with the irrigators to determine if an extended (e.g., three-week) dry-up is allowable.

3 Tribal 1 10/9/2024
How does the government plan to address the potential for adverse weather conditions during the dry up period which cause lost available work shifts during the dry up period.
Contractors do not have any control over this situation and with the 14 or less available days how are we to cover this risk.
10/9/2024 Prospective Bidders need to incorporate the risk of weather delays and/or lost days in their bids. BIA is working with the irrigators to determine if an extended (e.g., three-week) dry-up is allowable.

4 Tribal 1 10/9/2024
Typically ISBEE projects require a local hiring requirement for tribal members. This in many situations is a good resource for contractors reducing travel and per diem costs for local labor. However, for this project with the very limited work periods for the dry up period work we do not feel that it will be possible to utilize local labor for this work as their will not be sufficient time to train the workers in the specialty work performed during this dry up period. Please clarify if contractors will be able to utilize all of their specialty workforce for this critical scheduled work.
10/9/2024 Contractors are required to comply with the CRIT TERO requirements
- contact the TERO department for clarifications and interpretations of the Tribal ordinance.

5 Tribal 1 10/9/2024
We are requesting to extend RFI deadline to be within 10 cal days from bid date. This project has several very complex and challenging schedule aspects and there is no doubt trade partners and suppliers will have questions after the 10/11 RFI deadline.
10/9/2024 BIA will accommodate a second round of Q&A, with questions due on 10/28, and responses anticipated near the middle of the following week. 10/15/2024
6 Tribal 1 10/9/2024
Please provide more information on the extents of cleaning the existing concrete for the invasive species mentioned at the site walk that are adhered to the surfaces of the existing structures that are to remain. Without the ability to see thee structures in the dry at this time we cannot accurately estimate the cost and time for removal. To remove zebra mussels or other mollusk species pressure washing with extremely hot water is necessary and is a very slow process. Based on prior experience the effective productivity for removal of mollusk form concrete is less than 100 sf per day. This work alone could consume several days of the dry up period.
10/9/2024
Pressure wash all exposed structural concrete surfaces (i.e., wet side of the walls and base slab) of MC185 and MC270. The intent of cleaning exposed, existing structural concrete surfaces is to discover, identify, and map concrete cracking that requiring corrective action. Shotcrete canal lining surfaces do not need to be cleaned. Concrete rehabilitation basis of bid quantities are described in the "Concrete Rehabilitation Key" tables provided in the Drawings on Sheet S04 in each of the MC185 and MC270 plan sets.

RFP Attachment A1 - SECTION 00 41 10 - PRICING SCHEDULE, page 1 On the pricing schedule, item 103, there are crack mapping and then repairs to the structure. Could the government quantify the extent repairs so that all bidders are equal with their assumptions?
10/11/2024 See response to Question 6. 10/15/2024
14 Koman Sustainable Solutions 10/11/2024 RFP Attachment A1 - SECTION 00 41 10 - PRICING SCHEDULE, page 4 On the pricing schedule, item 320, there is field directed earthwork. Could the government quantify the earth work so that all bidders are equal with their assumptions?
10/11/2024
The intent of the field-directed earthwork in the vicinity of the Rock Drop is to obtain CRIT input on finished grading in the vicinity of this feature, which is of cultural significance to the Tribe. Minimal disturbance is desired near this feature; therefore, field-directed grading is considered incidental to the overall earthwork required for the project.

RFP Attachment A4 - Project Manual For CRIP MC185/MC270 Check Rehabilitation La Paz County, Arizona, page 14 Section 31 00 00 Part 2.01 first sentence states: Obtain fill materials from required excavations, borrow areas, and/or from off-site sources. Please confirm the site is balanced and there is enough borrow on the project limits of construction. If there is an additional borrow site not within the limits of construction, please identify the location.
10/11/2024
Given the minimal extent of earthwork at the MC185 and MC270 sites, Owner has not evaluated these sites for a net balance in cut and fill. Owner has not coordinated access to any borrow sources outside of the Construction Limits. Note that there are aggregates and other select materials which would need to come from off-site sources.

RFP Attachment A5 - Project Manual For CRIP MC420 Check Replacement La Paz County, Arizona, page 48 Regarding Section 31 00 00: Please confirm the site is balanced and there is enough borrow on the project limits of construction. If there is an additional borrow site not within the limits of construction, please identify the location.
10/11/2024
The overall project is a net balance in earthwork without consideration for shrink/swell. Further, there is the opportunity in Phase 3 to modify the grading to provide additional cut, if needed. Individual phases (e.g., Phase 1) of construction do not balance without temporary excavations. The Drawings define temporary borrow areas within the Contruction Limits which Owner considers sufficient to balance the termporary shortfalls of early construction phases. Owner has not coordinated access to any borrow sources outside of the Construction Limits. Note that there are aggregates and other select materials which would need to come from off-site sources.

24 Tribal 1 10/25/2024 Does a monitoring station need access to the video stream? If so, who is the monitoring station, and how are they capable having the cameras added to their site? 10/29/2024 No 10/29/2024
25 Tribal 1 10/25/2024 Does the BABA or Buy American requirements on the project apply to the Steel Lateral/Radial Gates? 10/29/2024 Yes 10/29/2024
26 Tribal 1 10/25/2024
We are requesting the proposal due date be extended an additional two weeks. Electrical distribution/transmission bidders are being told from their suppliers that they will not be able to make the current proposal deadine due to a large volume of estimates in their schedule.
10/29/2024 The new proposal due date will now be 11/7/2024. 10/29/2024
27 Miami Marine Services 10/25/2024 Is there a buy American requirement? 10/29/2024 Yes 10/29/2024
28 Miami Marine Services 10/25/2024 Specifications require an AISC certified shop. AISC is more applicable to bridges and buildings, not gates. Can this requirement be removed? Many gates suppliers do not carry this certification.
10/29/2024
The radial gate fabrication shop does not have to be AISC certified. Refer to the qualifications section of the radial gate specifications and submit shop QC procedures with the Radial Gate Designer and Manufacturer Qualifications submittal. The intended reference is AISC 360-16 not AISC 316.
10/29/2024
29 Miami Marine Services 10/25/2024 Specifications state the trunnion design shall match the existing anchor layout. This may become difficult matching existing, can a new bolt/trunnion layout be purposed with the new design?
10/29/2024
The design intent for structures MC185 and MC270 is to reuse the existing anchor rods embedded in the walls to carry the reactions from the radial gates. The drawings and drawing notes define the requirements for cleaning and reusing the existing threads and several alternate anchor rod extension options (allowed in the event that rod reuse is not realized). The Contractor's gate manufacturer is required to design the trunnion and trunnion support bracket that transfers the load to the existing anchor rods. The basis of bid must be the connections described in the drawings; however, bidders may include alternate connections in their technical proposals.
10/29/2024
30 Miami Marine Services 10/25/2024 Specifications state multi-turn style actuators are not allowed. This conflicts the documents because the specification is clearly written around providing an electrically actuated gate but they are stating the main players are disallowed.
10/29/2024 Multi-turn style actuators are not allowed for the radial gate hoist equipment;
the specifications define the requirements for the gate hoist assembly. 10/29/2024
31 Miami Marine Services 10/25/2024 Please provide the substantial completion date to determine – 2 year warranty timeline. 10/29/2024 Substantial completion date will be calculated upon approval of construction progress schedule; we anticipate separate substantial completion dates for each CLIN.
10/29/2024
32 Miami Marine Services 10/25/2024 Specifications mention anti-backing device. This requirement would be eliminated due to self-locking nature. 10/29/2024
Not acceptable; multi-turn style actuators are not allowed. Provide gate hoist assemblies with anti-backdrive devices meeting the requirements of the specifications.
10/29/2024
33 Miami Marine Services 10/25/2024 Specifications require external position indication. Position indication will be provided integrally with the actuation. Please confirm this is acceptable. 10/29/2024
Not acceptable; multi-turn style actuators are not allowed. Provide primary and redundant gate position indicators meeting the requirements of the specifications.
10/29/2024
34 Miami Marine Services 10/25/2024
All (3) radial gates at locations 185, 270, and 420 are to be identical. There is a height discrepancy in the gate schedule below but the specs seem to indicate they are all to be 18.5’ (W) x 12.5’ (H). Not a huge concern I just want to confirm the dimensions as soon as possible.
10/29/2024
Although the nominal gate bay widths are the same, the radial gates are not identical. For example, the gate heights are different and gates installed in retrofit applications (i.e., MC185 and MC270) have different side rubbing plates and sill plates than gates in new construction. Table 35 22 46-2 incorrectly repeated the information for the MC420 gate within the MC185 & MC270 project manual resulting in a discrepancy with the equipment schedules provided in the drawings. Replace, in its entirity, specification Section 35 22 46 in Attachment A4 with the corrected version provided as part of this addendum.

35 Miami Marine Services 10/25/2024
Referencing Section 1.03(A) of Document B08_A6_Speciifications_M420_Electrical_Transmission regarding the allowable outage window for the project, does the following language imply:
- Only one 8 hour outage allowed to complete all work between Nov 1 and Feb 28
- 8 hours of outages over the time frame (Example 4 hours one day, 4 hours another day)
- Contractor can take multiple outages to perform the work, but in a single day the outage cannot exceed 8 hours during the timeframe of Nov 1 and Feb 28 (Example: 2 hour outage on a day, 8 hour outage a different day, 2 hour outage on another day)
10/29/2024
Owner prefers a single outage to complete the work, but will accommodate two outages on different dates with requisite notice. More than two outages is not allowed and the total outage duration over the project must not exceed eight hours.
10/29/2024
36 Miami Marine Services 10/25/2024 Please confirm wood pole height and class. Discrepancies exist between BOM and Staking Sheet as noted in the attached marked up files. (attached 2 files) 10/29/2024
Information for structure "NEW D1" is shown accurately in the solicitation attachments. However, the bill of materials shows incorrect height and class for structure "NEW D2." Structure “NEW D2” is a 50 ft Class 2 Southern Yellow Pine pole.
