Section J includes a list of attachments (IA Form 3000v2 Material Approval Submittal, IA Form C113 Progress Schedule, IA Form C713 Progress Report, SF 1413 Statement and Acknowledgement Form (Subcontracting). Can you confirm these forms are to be completed post award?

Yes. These forms shall be submitted post award.

Do we submit our proposals to the Points of Contact listed on Page 4 of the Solicitation?

The CS Point of Contact has changed since the RFP has been sent. Submit all proposals to Contracting Officer: Laurie Sherrod, at laurie.sherrod@bia.gov and to Jessica Kidd, at jessica.kidd@bia.gov.

Section L.9.1.4 states projects provided must be completed within the past ten

(10) years. Do projects that are 85 percent complete as of the date of the solicitation qualify?

Projects submitted for Section L.9.1.4 may be less than be 100% complete, however the state of completion and remaining tasks must be made clear in the proposal, and the evaluation will consider whether these less-than-complete projects demonstrate the same level of experience as completed projects. Completed projects may result in a higher rating.

5 2 15 Proposal Submission

Section L.7 (Formatting Requirements) states that price breakdown information shall be submitted in a spreadsheet format compatible with the latest version of Microsoft Excel. Is price breakdown information required? Or is submitting the Price Schedule sufficient?

Submitting the Price Schedule with the proposal is sufficient. Submit the excel formatted Price Schedule attached to this amendment. If a further cost breakdown is needed and requested after that it should meet the Section L.7 formatting requirement.

This is a TO under the Indian Affairs Construction Multiple Award Contract (CMAC) IDIQ Contract, which is set-aside for ISBEEs. This is not a public announcement and the SAM.gov posting was in error.

9 2 C101 Phasing

Can existing football field be taken out of service to build new dorm prior to new track being constructed?

Phasing information attached was only provided as a reference example. It is the responsibility of the contractor to develop the project phasing. The football field could be taken out while building the dorms, however phasing plan need to be approved by the school and BIA prior to any on site work.

10 Attach 13 All Phasing Are there project constraints that prevent the dorm and/or housing from being started sooner than shown in phasing plan?

Phasing plan is an example. Prime Contractor to provide their own phasing plan and get it approved with DFMC & the school

Product system for RES-1.04 may be Sherwin-Williams Resuflor Deco Flake Flooring System or another brand with similar physical, functional, and performance characteristics to be approved by the COR.

18 Specification 01-4000 1- section 1.09 Key Personnel The Quality Assurance section list the need for a Quality Control staff person.

Please advise if the quality control contractor staff person on site is a fulltime member.

Yes, the Quality Control person shall be full time.

19 Specification 01-3000 NA Key Personnel In review of the Project Manual , it does not mention the need of a onsite project Superintendent or Safety Officer. Please advise if these two onsite staff member are fulltime. Also can they be dual hatted?

There shall be an on-site full time Superintdenet and on-site full time Site Safety and Health Officer. These roles cannot be dual hatted.

20 1 22 Key Personnel Is a Project Manager with 10-yrs design-build management experience, BS in construction management or engineering with an active Professional Engineers (PE) license considered qualified?

Yes, a valid PE is acceptable and equivelent to the certificates or licenses listed in the solicitation section M Table 3.

23 IFB_Drawings_VOL1 11 Hazardous Materials Sheet H100 references hazardous waste report but one was not located in the docs. Please provide hazardous waste report for all items being demoed by Prime Contractor.

24 IFB_Drawings_VOL1 309 Lightning protection sheet E700: is there an existing ground loop for the existing school to tie into or should a new ground ring be assumed? Please clarify.

There is no existing ground loop at the site. However, per the BIA standards, a ground loop is required. An updated grounding plan will be provided. (We are developing this and will provide as an addendum when ready)

25 IFB_Drawings_VOL3 34 Roofing AD102 shows roof demo to deck but plans do not show lightning protection getting reinstalled. If required, is there an existing ground loop to tie into. Please clarify.

No existing LP system on the maintenance facility. Lightning Protection Assessment determined that an LPS was not required for this facility.

C002 Site Utilities

Proposed symbol for sanitary manhole, storm manhole, valve & vault, valve are all the same, any way we can have a different symbol for each? Makes it hard to differentiate between them.

Sheets in the drawing set indicate the utility of interest (Existing or Proposed Water or Sanitary Sewer), linetypes differentiate the utilities and connect to the different manholes or valves which define what the symbol is representing.

Per alternate II, when does PLA agreement need to be submitted to BIA? Please clarify.

Per Section H.3. of the solicitation, the PLA will be required after contract award. No onsite work shall begin prior to submission and approval of the

PLA.

What organizations will Prime Contractor need to agree to PLA with? Please clarify.

Per FAR 22.502 Labor organization means a labor organization as defined in 29 U.S.C. 152(5) of which buiilding and construction employees are members.

U.S.C. 152(5) The term ‘‘labor organization’’ means any organization of any kind, or any agency or employee representation committee or plan, in which employees participate and which exists for the purpose, in whole or in part, of dealing with employers concerning grievances, labor disputes, wages, rates of pay, hours of employment, or conditions of work.

FAR 22.504(b) Requirements. A project labor agreement shall-

(1) Bind all contractors and subcontractors engaged in construction on the construction project to comply with the project labor agreement;

Per FAR 52.222-33(b) If awarded the contract, the Offeror shall—

(1) Negotiate or become a party to a project labor agreement with one or more labor organizations for the term of the resulting construction contract; and

(2) Require its subcontractors to become a party to the resulting project labor agreement.

37 SOW, Section L 13 of 24 PLA

Due to location and availibility, is PLA required for all work scopes or just major scopes that typically have unions? (MEP's, concrete, steel) Please clarify.

Per FAR 52.222-33 Alt II and 52.222-34 Alt II all subcontractors engaged in construction on the construction project are required to become a party to the resulting project labor agreement.

38 SOW, SF-1442 1 Period of Performance 1156 days at this location with this volume of work does not seem adaquate to complete the project on time. Please consider at least 48 month duration to complete.

No extension is approved. Please propose in accordance with the stated period of performance.
