RFI 140A0926Q0011 – Gamerco Security Camera System Project Questions / Government's Response
1. The contractor will be responsible for the procurement and installation of all required network infrastructure for a security camera system installation for the BIA…
a. Are we to install the network?
i. Yes, the contractor is responsible for all installation of all required network systems to ensure the new security system installation is effective and efficient.
2. The contractor will be responsible for the exterior design placement of the cameras (to include the number and type of cameras)…
a. How many Cameras do you want installed? Or is it for our discretion.
i. The number of cameras needed will depend on the contractor’s design for the exterior cameras. For this reason, a building layout was provided with the
SOW. If more information is needed, you may request a site visit or utilize
Google Earth for the building layout.
3. Network cabling and necessary infrastructure will be installed, and cameras will be added to a system that consists of Internet Protocol (IP) cameras, digital storage media, system control software, communications equipment, power supplies and all materials necessary to provide a complete and efficiently functioning system.
a. In prior Jobs for the BIA the IT personnel would not allow this camera system on their network. Can you confirm that this security camera system will be allowed on the BIA’s network.
i. This will be an isolated camera system for Gamerco facility as it is in a grey area (not clearly claimed by any internet services locally). Hence, the security camera system will be based on the contractor’s design and contractor’s knowledge and experience as to what type of camera system will be effective and efficient for this location.
ii. Confirmation? For this reason, the type of camera system and all materials will need to be submitted to the CO for review and approval.
4. The intent of this specification is to provide a basis from which perspective bidders can submit competitive bids that arc similar in scope and equipment. It is incumbent upon the prospective bidders to provide and install the additional equipment needed…
a. Is there existing camera surveillance equipment already installed?
i. Yes, but they are outdated and no longer in service.
5. In conclusion, a successful bidder will be required to provide a complete and efficiently functional system, with recommended placement of the exterior cameras, type of cameras, and assistance in the technical services for recording as well as the installation of a
Networking system due to the fact these facilities have no existing network.
a. Do you want us to install the network?
i. Yes, the contractor will be responsible for the design and installation of the new camera system.
6. The BIA Branch of Facility Management (BOFM) is in immediate need to install a Security
System throughout the Gamerco facilities. As such, BOFM requires a contractor who can effeciently design of placement of recommended outdoor cameras…
a. How many cameras?
i. Per contractor’s design and expertise.
7. …network-based systems as well as provide training to staff of four.
a. Can we get confirmation that we will be able to access the Network?
i. As stated above, this will be an isolated system for Gamerco facility. Hence, the
Contractor will provide their design and implement their system with BIA’s approved camera system which the contractor will need to submit to the CO for review and approval prior to any installation.
8. Main system components, including software, may be manufactured by the same manufacturer or multiple manufacturers. All main system components, including software, NVRs, and cameras, must be able to function with system components from other manufacturers.
a. Is there system components that these new cameras have to integrate with. If so what are the brands. There is no camera security system that makes a universal system compatible with every system out there.
i. The contractor is responsible for designing and installing the new camera security system which includes camera brands.
9. IP cameras shall be equipped to facilitate recording directly from the cameras.
a. Do you want SD storage card in each Camera? Or are you anticipating it being in cloud storage as described.
i. Contractor is responsible for designing and providing high resolution security cameras which includes the best option for storing recordings at least 2-10 days or per the contractor’s recommendation.
10. The completed system shall consist of IP cameras as specified and distributed in accordance with the plans and specifications.
a. There were no plans or equipment specifications attached to the solicitation.
i. Contractor is responsible for designing and providing high resolution security cameras per the contractor’s recommendations as they are recognized as the experts in security cameras.
11. Cameras will connect to the local area network at each site via the closest IDF to the camera.
a. Need confirmation from the BIA IT Department that we will be able to access the BIA network system.
i. Contractor is responsible for designing an isolated camera system which the contractor will install and test themselves prior to completion for acceptance.
There will be no need to access the BIA network system as this will be an isolated security camera system.
12. Contractor shall provide and install all cabling equipment (patch panels, etc.) to connect new cameras to existing network infrastructure, if any.
a. Is there an existing system already in place.
i. Yes, there are an old existing out dated security camera system but needs to be updated which the contractor will have the opportunity to design and implement for the new security camera system.
13. If there is no network infrastructure, the contractor will work with BIA to install cameras at recommended areas of visibility.
a. On the 1st page 3rd paragraph titled intent. It states that you want the contractor to provide a network infrastructure.
i. Yes, the contractor will be responsible for the design/build of the new security camera system.
14. Contractor shall be responsible for mounting and focusing cameras at the general locations. Final camera locations shall be coordinated between IPC system provider and the BIA. Incidental
Materials, Equipment and Work:
a. We do not know how many cameras you would like.
i. The contractors will design the layout of the security camera system per their expertise. This will determine the number of cameras needed for the security system.
15. It’s the intent of this project to provide a complete and functional system that meets the requirements and expectations of BIA. The contractor shall include in their proposal all equipment, components, materials, labor, and services to provide, install and make a completely functional system.
a. The requirements are somewhat vague. How many Cameras? Will we have access to the
BIA’s network? Is there an existing system in place?
i. This will be a design/build contract wherein the contractor will be responsible for designing the security camera system which will determine the number of cameras needed for an effective and efficient isolated system as the location of the facility is in a “dead zone” area where local service providers are uncertain about who is responsible for providing internet services. Hence, the selected contractor needs to be well knowledgeable and experienced utilizing various types of high-definition cameras in an isolated system capable of storing 2-10 days of recordings.
16. In order to receive site sign-off, the system is expected to be 100% operational. Sign off will be performed by the engineer of record or as designated. Contractor to provide complete “as built” documentation for project in paper and digital form prior to system signoff.
a. This system that you have vaguely described requires access to the BIA’s network. For example. In the system that we installed at Jeehdeez’a Elementary School. The IT personnel for the BIA would not allow the security system on the network. If we are not allowed to access the BIA network because of permission. Would the system be deemed incomplete and not signed off on.
i. As previously stated, this will be an isolated security camera system which the contractor has to design and install utilizing high-definition cameras capable of storing 2-10 days of recordings. The contractor’s design will be reviewed and approved by the CO prior to installation. The design will not require accessing the BIA’s network as it will be an isolated system just for the Gamerco facility.
17. a) For purposes of warranty considerations, the date of final acceptance shall be defined as the date on which the system test has been completed, the punch list items have been corrected, and all of the required documentation has been received and approved by the Owner. A memo of record from the Owner's representative shall formally acknowledge the acceptance of the completed work and the date of acceptance. The warranty shall not begin upon the beneficial use of the system.
a. Can there be in writing that the full review of the system to achieve acceptance from the
BIA be conducted within 7 days of the contractors declaration of completion? It just seems to open ended where acceptance could possibly have a lengthy delay even when the work is complete.
i. Yes, the BIA’s full review can be conducted within 7-days after the contractor notifies the CO in writing of their declaration of completion and all tests have passed for acceptance. The Contracting Officer (CO) will make this determination only after the system test has been completed successfully and fully functional. Only the CO can issue the final acceptance.
18. a) Warranty service shall include the replacement of any and all parts and/or components as required to restore normal system operation. In the event that, the system parts or components must be removed for repair, the owner will release the contractor system spares to be installed by the contractor. It is the responsibility of the Contractor to have the defective components repaired and returned over to the Owner.
a. Where would the spare parts be coming from?
i. Any and all spare parts will be determined by the contractor’s design and their decision on the type of proposed high-definition security cameras to be used as part of the new security camera system.
