About this file
This is a Questions and Answers document addressing contractor inquiries regarding a video surveillance system procurement for a Bureau of Indian Affairs (BIA) facility.
The BIA requires design, installation, and training for a complete video surveillance system where no current system exists. The contractor must provide system design recommendations for infrared-capable cameras with high resolution, night vision, and weather resistance capabilities to enable 24-hour surveillance with motion recording. Required coverage areas include all building entry points, exterior walls, driveway access points, parking areas, storage areas, and fenceline observation (primarily at front gates and back area). Camera brand selection is contractor-recommended rather than specified by the BIA. The BIA will assume responsibility for any required increases to storage capacity. The procurement will be awarded on a Lowest Price Technically Acceptable (LPTA) basis. Outbuildings do not require cameras mounted on them, though contractors may recommend surveillance of outbuildings from the main building if deemed necessary.
