About this file
This is a Questions and Answers document for RFQ 140A0426Q0011, Kitchen Cleaning & Remediation for Northern Cheyenne Agency, issued by the Department of the Interior Bureau of Indian Affairs Northwest Region. The Q&A addresses ten inquiries from prospective contractors regarding site conditions and project requirements, dated 16 June 2026.
Key clarifications from the Q&A include: water service has been restored and will be available on-site; electrical service is operational for contractor equipment such as negative air machines and HEPA filtration systems; no prior mold, air quality, or rodent contamination assessments have been completed; the Government anticipates only ceiling tiles may require demolition and replacement; mold contamination appears limited to the cooler area and not in HVAC systems or ductwork; contractors must include clearance sampling and laboratory analysis in their base proposals; a Certified Industrial Hygienist must manage and oversee all work, with the oversight level to be determined by the contractor; the transfer station and landfill have no restrictions on disposal of rodent carcasses or droppings; and the Government has provided all available facility photographs in Attachment #2 to support contractor site condition assessment.

1. Has the water line issue that caused the facility to become non-operational been resolved? Will water be available on-site for cleaning and remediation activities during contract performance?
Water has been restored and should be available.
2. Will electrical service be available and operational for contractor use during performance, such as for operation of negative air machines, air scrubbers, HEPA filtration equipment, and other remediation equipment?
Yes, electrical services are operational.
3. Has any mold assessment, indoor air quality assessment, industrial hygiene survey, environmental report, or similar evaluation been performed for the facility? If so, can those documents be provided?
No mold or air quality assessment has been completed.
4. Has any assessment been performed regarding the extent of rodent contamination within the facility? If so, can any available findings or reports be provided?
No assessment has been completed.
5. Does the Government have any known quantities or anticipated locations where demolition and replacement of materials (e.g., drywall, ceiling tiles, insulation, flooring, or other building materials) may be required?
The Government anticipates ceiling tiles only.
6. Has mold contamination been identified within any HVAC systems or ductwork, and if so, can additional information regarding affected systems be provided?
No, the mold seems present in/near the cooler only.
7. Section 4.7 states that clearance sampling shall be performed if recommended and needed. Should offerors include clearance sampling and laboratory analysis within their base proposal, or only if determined necessary by the Certified Industrial Hygienist?
Please include with offer.
8. Section 3.0 states that all work shall be managed and overseen by a Certified Industrial Hygienist (CIH). Could the Government please clarify the expected level of CIH involvement during project performance, including whether periodic oversight and final occupancy determination are acceptable, or whether continuous on-site CIH presence is required for full project scope?
The contractor is required to include personnel with appropriate credentials for managing mold and biohazard waste. The level of oversight provided will be determined by the contractor at their discretion.
9. Are there any site-specific waste disposal requirements, restrictions, or designated disposal locations that contractors should consider when preparing pricing?
The transfer station doesn’t have any restrictions on the disposal of dead mice/rats or droppings nor does the land fill.
