STATEMENT OF WORK

CLEANING & REMEDIATION FOR THE NORTHERN CHEYENNE YOUTH DETENTION CENTER

REVISED2

1.0 background The Bureau of Indian Affairs (BIA), Rocky Mountain Region Office (RMRO), requires comprehensive environmental health and safety remediation services, sanitation, general cleaning, and janitorial services throughout all areas of the 26,000 sq, ft detention facility. These services will be performed at the Northern Cheyenne Youth Detention Center, located at 304 Mennonite Church Road, Busby, MT 59016. See the attachments for areas that need to be cleaned and remediated due to mold and biohazardous waste (rodent feces and urine).

The facility is currently non‑operational due to water line issues. As a result, all areas of the facility must be fully assessed for cleaning needs and remediated for mold and biohazardous contamination, including rodent feces and urine. These conditions necessitate a thorough environmental cleanup to ensure the facility meets safety and operational standards.

2.0 project Scope Contractor shall provide all supplies, equipment, and labor necessary for the performance of the work under this SOW. Contractor shall operate the equipment in accordance with the original manufacturer’s recommendation and in compliance with all applicable laws and regulations. Site Assessment, clean and sanitize all areas referenced below to the extent that they are environmentally safe to house food and non-food items for the Office of Justice Services.

2.1 Areas to be cleaned and remediated:

Mobilization of all necessary equipment and supplies will be required, as the facility is in a remote area where materials are not readily accessible. The nearest hardware store is approximately 18 miles northwest of the site. Water may need to be delivered or supplied by the Contractor for cleaning operations, as the facility may still be experiencing unresolved water‑line issues. All workers must be monitored by agency personnel during operations unless background checks are required prior to entry.

The entire detention facility will require a full assessment to determine the scope of comprehensive environmental health and safety remediation, as well as general cleaning and janitorial services. This includes addressing mold contamination, biohazardous waste such as rodent feces and urine, and any areas impacted by water intrusion or extended facility closure. Remediation and sanitation activities must restore the facility to a clean, sanitary, and safe condition, and all cleaning agents, disinfectants, and procedures must comply with facility sanitation policies and industry‑recognized environmental health guidelines.

The Contractor shall ensure that all personnel are equipped with appropriate personal protective equipment (PPE), including respirators with HEPA filtration. Additional specialized equipment such as air scrubbers, hydroxyl generators, negative‑air machines, and HEPA vacuums may also be necessary to perform remediation in accordance with environmental safety and sanitation standards. Required tasks include biohazardous‑waste and mold cleaning; washing and HEPA‑vacuuming walls, ceilings, and flooring; applying an antimicrobial agent to treated surfaces; mounting negative‑air fans or air scrubbers for a minimum 24‑hour period; and deodorizing the facility using hot thermal fogging processes.

All data, findings, and recommendations shall be correlated to specific building systems (e.g., walls, ceilings, roofing, HVAC, ductwork) and locations and represented in a plan‑view drawing of the facility.

The work plan must ensure that all cleaning and remediation products used are compliant with the U.S. EPA Safer Choice standard. The contractor shall provide the final report and work plan electronically to the designated Point of Contact (POC). The Work Plan submittal shall include:
