About this file

This is an Electronic Signature Implementation Agreement issued by the County of Bergen, New Jersey, in partnership with Bonfire e-procurement solution. The document establishes the framework for vendors to use electronic signatures when conducting business with Bergen County and its local units. The agreement authorizes designated vendor representatives to create a single vendor profile within the Bonfire e-procurement platform that can be used across all participating local units in Bergen County. Electronic signatures executed through this system are valid for submitting bids, requests for proposals, requests for quotations, and other offers to participating local units. The signature affixed to the form remains valid for one year from the date of execution, after which vendors must resubmit the agreement if continued authorization is necessary.

The Electronic Signature Implementation Agreement operates under the authority of the E-Sign Act of 2000 and New Jersey's Uniform Electronic Transactions Act (UETA, P.L. 2001, c. 116), which authorize state and local government agencies in New Jersey to conduct official business electronically. Authorization requires that the signing individual possess explicit consent and intent to execute documents electronically on behalf of the vendor, and that an affirmative signature be created to qualify as a valid electronic signature. The document establishes compliance with New Jersey's record-keeping requirements and provides a streamlined process for vendor engagement with multiple county entities through a unified digital platform.
