About this file
This is a Request for Proposal (RFP) issued by the Iowa Department of Natural Resources for a turn-key aquaculture chiller solution for the Spirit Lake Fish Hatchery. The project requires a qualified aquaculture engineering firm to specify and provide a commercial-grade chiller unit tailored to the Musky Recirculating Aquaculture System (RAS), which operates with water volumes ranging from 5,900 to 19,250 liters. Beyond equipment procurement, the successful respondent must develop detailed professional engineering plans for seamless chiller integration into the existing RAS infrastructure, provide technical guidance and design-level oversight during installation by a third-party contractor, and deliver comprehensive operational support throughout the first year. The RFP opened on February 2, 2026, at 2:00 PM CST, with proposals due by February 18, 2026, at 2:00 PM CST. The contract contact is Colton Lullmann (colton.lullmann@dnr.iowa.gov). Respondents must submit separate technical and cost proposal files, complete certifications, and address any exceptions to contract terms using the provided Exceptions Form. The Spirit Lake Fish Hatchery currently operates a Musky RAS comprising a TM3-EV23 drum filter, 1.6 M³ vertical MBBR biofilter, degassing tower, and oxygen cone, all drawing from city water sources.
The RFP does not specify pricing information, set-asides, or incumbent contractor details in the event notice. Respondents requesting confidential treatment of specific information must complete Part 2 of Form 22, mark the proposal accordingly, and submit a public copy with confidential information excised. All contract terms and conditions are posted on the Iowa DNR website at http://www.iowadnr.gov/InsideDNR/RFPBidLettings.aspx. The State reserves the right to award the contract without further negotiation or to negotiate terms with the selected respondent based on the Agency's best interests. Respondents must save their progress frequently and recertify and resubmit their proposals if they make any changes or if amendments are posted by the issuing officer.

Objective: The Iowa Department of Natural Resources (DNR) seeks to contract with a qualified aquaculture engineering firm to provide a comprehensive, turn-key equipment and design solution for the Spirit Lake Fish Hatchery (SLFH). The successful Respondent shall specify and provide a commercial-grade aquaculture chiller unit specifically tailored to the unique hydraulic parameters and water volume of the Musky Recirculating Aquaculture System (RAS). Beyond equipment procurement, the firm must develop detailed professional engineering plans for the seamless integration of the chiller unit into the existing Musky RAS infrastructure. Furthermore, the selected firm will provide expert technical guidance, design-level oversight, and coordination with the third-party installation contractor to ensure the system is installed according to professional standards. This partnership extends into the first year of operation, requiring the firm to deliver comprehensive operational support, specialized expertise, and on-call troubleshooting to ensure long-term system performance and fish health.
Background information: The Spirit Lake Fish Hatchery (SLFH), operated by the Iowa Department of Natural Resources (DNR), supports fisheries management and conservation efforts through the production of hatchery-reared fish for stocking and research purposes. As part of these efforts, SLFH operates a Muskellunge Recirculating Aquaculture System (Musky RAS) designed to provide controlled rearing conditions necessary for fish health, growth, and survival.
The Musky RAS comprises several critical components, including a TM3-EV23 drum filter, an 1.6 M3 vertical MBBR biofilter, a 24" x 24" x 60" degassing tower, and a 24" diameter oxygen cone. The system supports a water volume ranging from a minimum of 5,900 liters (1,558 gallons) to a maximum of 19,250 liters (5,085 gallons). It utilizes city water as its primary source.
Maintaining stable and precise water temperatures is critical to the successful operation of the Musky RAS, particularly to support seasonal production needs and changing biological requirements throughout the rearing cycle. The existing system requires an upgraded or dedicated aquaculture chiller to improve temperature control, system efficiency, and operational reliability.
