(End of provision)
FAR 52.212-2, EVALUATION - COMMERCIAL ITEMS (Nov 2021) The evaluation criteria included in paragraph (a) of the provision are as follows:
EVALUATION
The Government intends to award a single purchase order (PO) from this solicitation utilizing simplified acquisitions procedures in accordance with FAR part 13. The Government reserves the right not to award a PO and to make an award without discussions based solely upon initial quotes.
Evaluation Factors
The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government. The Government will evaluate quotations based on the following evaluation criteria:
Technical Capability Experience Past Performance Price
All non-price factors when combined are more important than price.
An Offeror's failure to address any factor may be considered indicative of the Offeror's lack of understanding of the Government's requirements and may result in the offer being determined unacceptable.
Technical Capability:
This procurement is for commercial services. Evaluation of technical capability shall be limited to the information provided in the quotation.
Evaluation of this factor is a subjective evaluation of the vendor's demonstrated resources, capability, and methods to meet all requirements as set forth in the statement of work. Quotations that do not demonstrate that the proposed technical approach meets or exceeds all requirements will not be considered further for award. If an offeror’s technical quotation does not indicate a clear understanding to meet a certain minimum requirement, NIST will determine that it does not have the capability to meet the requirement. Stronger consideration shall be given to offers in which the offeror performs signal integrity analysis to identify crosstalk, reflections, and impedance mismatches in the design. This will ensure that the design is future-proofed when migrating to high-speed components. The offeror can use any commercially available integrity analysis tool.
Experience:
Experience shall be evaluated to determine the degree of relevant experience the Contractor possesses in board design services for the same or similar service. In determining best value, stronger consideration shall be given to Contractors who possess direct experience designing the same type of boards as defined in the statement of work.
Past Performance:
The Government will evaluate the Offeror’s past performance information to determine its relevance to the current requirements and the extent to which it demonstrates that the Offeror has successfully completed relevant contracts in the past three years. The Government will assign a neutral rating to Offerors with no relevant past performance information within the past three (3) years or for which past performance information was reasonably unavailable. The Government may also obtain past performance information from sources other than those provided by the Offeror in its quotation to complete its evaluation of this factor.
Price:
The proposed price will be evaluated. The evaluation will determine whether the proposed prices are reasonable in relation to the solicitation requirements. A price realism analysis will not be conducted. Prices must be proportionate with the technical portion of the quotation.
(End of provision)
