SECTION 01 14 00 - WORK RESTRICTIONS

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary

Conditions and other Division 1 Specification Sections, apply to this Section.

1.2 SUMMARY

A. Use Of Premises

1. Use of Site: Limit use of premises to work in areas indicated. Do not disturb portions of site beyond areas in which the Work is indicated.

a. Driveways and Entrances: Keep driveways and entrances serving premises clear and available to Government and its employees, and emergency vehicles at all times.

Do not use these areas for parking or storage of materials. Areas indicated on the project drawings and those discussed with the Contracting Officer’s representative

(COR) for lay down and storage as within the limit of construction are exempt from this restriction.

1) Schedule deliveries to minimize use of driveways and entrances.

2) Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.

2. Use of Existing Building: Maintain existing building in a weathertight condition throughout construction period. Repair damage caused by construction operations. Protect building and its occupants during construction period

B. Occupancy Requirements

1. Partial Owner Occupancy: Government reserves the right to occupy and operate within spaces and areas not included in the project scope, before Substantial Completion. The facility shall remain 100% operational for the duration of the project. Work completed shall not interfere with the normal operations of the facility and the placement and operation of equipment and partial occupancy shall not constitute acceptance of the total

Work.

B. Other Restrictions

1. The Contractor shall be on the NIST grounds only between the hours of 6:00 a.m. and 6:30 p.m. on normal Federal work days. Should the Contractor desire to work at times other than those specified above, the dates and hours must be scheduled at least three (3) working days in advance and approved by the NIST Security Office through the project COR. After hours work will require a Government escort 100% of the time. The Contractor should refer to special scheduling and phasing requirements to determine work hour restrictions.

2. The primary gate for contractor uses Monday thru Friday is Gate C, located on Quince

Orchard Road, at the NIST site shall be used for material delivery unless otherwise directed by the COR. The gate will be open from 6:00 a.m. to 3:30 p.m., Monday through Friday exclusive of Federal holidays and is for entry only. Special arrangements for deliveries beyond these times may be made through the COR. The contractor shall notify the COR

24 hours prior to anticipated deliveries so that Gate C security personnel can be notified.

Gate F will be for exit and is open from 6:00 a.m. to 6:30 p.m., Monday through Friday exclusive of Federal holidays.

3. The Contractor and his employees and subcontractors shall become familiar with and obey all NIST site regulations, including fire, traffic, and security regulations. All personnel employed on the site shall keep within the limits of the work (and avenues of ingress and egress), and shall not enter any restricted areas unless required to do so and are cleared for such entry. The Contractor’s equipment shall be conspicuously marked for identification.

4. Permits are required, but not necessarily limited to, for welding, burning, and digging.

Prior to commencing any of these activities, the Contractor shall submit an application for a permit to the COR. The Contractor shall allow seven (7) calendar days for processing the application.

5. The on-site project superintendent shall be required to maintain a record of all NIST security badges that are issued to his employees. As individuals complete their work at the
