About this file

This document is Amendment 0001 to a Request for Quote (RFQ) for NEFSC Woods Hole, MA Facility's Backup Generator and Transfer Switch Recommissioning, issued by the Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) through the WAD-SAP contracting office in Seattle, Washington. The solicitation number is 1305M326Q0399, with an effective date of 08/06/2026. The amendment extends the deadline for submission of quotes and provides responses to six Requests for Information (RFIs) received from potential contractors.

The primary scope of work includes major preventive maintenance on a backup generator engine and automatic transfer switch (ATS), along with recommissioning and load bank testing. Specific requirements include fuel, oil, air, and coolant filter changes; coolant system flush and fluid analysis; ATS cabinet cleaning and contact cleaning; load testing with recording of times; torque verification; infrared inspections for hot spots; and load bank testing consisting of a 5-minute test, 30-minute test, and 2-hour test. All parts found out of specification must be replaced to achieve readings within manufacturer's tolerances. The work is subject to prevailing wage requirements as a federal contract with an estimated value exceeding $2,000 for construction services ($2,500 for services). RFI responses clarify that the Kohler factory startup/recommissioning checklist is acceptable if all readings remain within manufacturer's tolerances, and that recommissioning activities are subject to prevailing wage requirements. All RFI responses were provided on 8/19/2026.

Major Preventive Maintenance – Engine (Section 2.1):

Per industry standards, a major preventive maintenance service typically includes fuel, oil, and coolant filter changes (where applicable), an oil change, and inspection/service of the engine. Air filter replacement and fluid analysis for oil, fuel, and coolant are generally considered additional/recommended services. Please confirm whether the Government requires the full major PM service, including filter and fluid changes, or if the intent is limited to an oil and filter change.

The Major PM -engine section should include Fuel, oil, air and coolant filter changes.

Coolant flush and fluid analysis would be considered part of the requirement in recommisioning.

Prevailing Wage Requirement: Please confirm whether prevailing wage requirements apply to the planned preventive maintenance work for the engine and automatic transfer switch (ATS). Based on our industry partner’s understanding, the described work appears to be planned maintenance rather than repair work.

Yes, the wage requirements apply to any federal contract with an estimated value over $2,000 for construction ($2,500 for services). The requirement includes recommissioning and replacing the display panel as well as a possibility for repairs depending on the outcome of the testing. Please plan quotes accordingly.

Recommissioning / Testing and Prevailing Wage: Please confirm whether prevailing wage requirements apply to the recommissioning/testing activities. Since the generator has previously been commissioned, our industry partner understands this activity to be testing/recommissioning rather than an initial commissioning.

See question 2. 8/19/2026

4 08/13/26

ATS Maintenance – Section 2.1.2: The SOW provides limited detail regarding the required ATS maintenance. The described activities appear to include a building load transfer test, recording readings, torque verification, infrared inspection for hot spots, and taking measurements. Could you please confirm whether there is an additional SOW, inspection checklist, or specific set of requirements that defines the Government’s expectations for ATS maintenance?

There is not an additional Specification. But we do excpet cleaning of the ATS cabinet, contact cleaning, Load testing (and recording times)torque verification, infared inspections for hot spots during and after load testing.

Recommissioning – Section 2.3: Our industry partner proposes performing the recommissioning in accordance with the attached Kohler factory startup/recommissioning checklist. Kraft Power advises that it is the Kohler factory-certified industrial distributor serving the Woods Hole area. Please review the attached Kohler startup form/checklist and confirm whether this procedure meets the Government’s recommissioning requirements. Since the generator has previously been commissioned, some checklist items may not be applicable.

The attached form meets our expectations for the recommisioning IF all reading are within manufactures tolarences. Additionally A complete Collant system Flush will nee to be done along with fluid analysis. Any parts which are out of spec on both the generator, engine and Automatic Transfer switch will be replaced to acheive readings within manufacturer's specs.

Load Bank Test – Section 2.4.1: Please confirm the required duration for the load bank test. The industry standard for startup testing is typically two hours; however, our vendor can accommodate a two-hour, four-hour, or other duration if specified by the Government.

A 5 min, a 30min, and a 2 hour load test should be done. 8/19/2026
