The purpose of Amendment 0001 includes the following:
1. To answer questions set forth below.
2. Provide a revised specification to reflect answered questions and clarifications with edits marked in red.
3. Include references as requested.
4. Additional responses to questions are forthcoming.
Question (Q): Can you provide the docking plan for the Sette?
Answer (A): Reference SE_085_OS-085-002_RevA_Sht1 OF 1_NONE_DOCKING DRAWING, attached.
Q: Item 3.27.2.3 Transducer Pod Redesign - Please provide reference SE-461-003 Rev A STBD Transducer Fairing.
A: Reference SE-461-003_Rev A_STBD Transducer Fairing Modifications, attached.
Q: Item 3.12.2.1 Main Motor Thrust Bearing, Inspect, Clean & Oil Change & Item 3.30.2.1 MG Set #1 and #2 Clean/Inspect Bearings & Item 4.1.2.1 #2 and #3 SSDG Generator Overhaul & Item 4.5.2.1 Overhaul ASW Pump - “Appendix B Specific Contract Work Definitions and Requirements” and “Technical Manual HI-311-01, Alternating Current Generator 600KW Kato” are listed as contract references but were not included in the technical package delivered via Kiteworks. Please provide.
A: Appendix B is an administrative error and should be removed as a reference. Reference at
4.1.2.1 added and attached. References 4.1.2.4 and 4.1.2.5 are available only as hardcopy aboard the vessel. See revised specification and attached reference SE_NONE_350-05002-00_INSTRUCTION
MANUAL KATO PILOT EXCITERS (PERMANENT MAGNET GENERATORS).
Q: Please correct pricing on the growth CLINs.
A: Please see revised pricing calculation for growth CLINs.
Q: Item 3.25 Cable Pulls and Transit Repairs - Provides no information to price repair work. Does USG intend for KTR to conduct inspection, propose cable removals via Condition Report (para 3.25.4.3) and then propose pricing for those removals via Change Request (para 3.25.4.4)?
A: Yes, this is the intent.
Q: Are you able to send over information on the ship's arrival condition for the Period of Performance as well as information/drawings on the stability/VCG of the vessel?
A: The arrival condition and ship’s fueling and burn depend on the location the ship will need to sail for dry dock. Without this, and potential for weather if the ship needs to cross the Pacific, it'd be reasonable to expect the ship will have more than 40k diesel on board for the ship's stability (this was noted in the Specifications). They can deballast and pump fuel off prior to going up on blocks and then tugs to move the ship into the drydock to offer the lightest condition possible. Latest trim and stability booklet is attached as reference OS-079-002 Rev D SETTE Trim and Stability Book (ABS Stamped).
Q: Item 3.25 Cable Pulls and Transit Repairs - Can the Government make this item a level of effort item "Provide 400 man hours of labor"?
A: No, as the contract award will be firm-fixed-price, not labor hour. It is up to the vendor to configure this information and price their quote accordingly.
Q: Item 3.27.4.1.1 Transducer Pod Redesign - It appears the contact information in the Sette drydock proposal is incorrect for Kongsberg.
A: Please see the revised specification.
Q: Item 3.7.4.1 ABS Special Survey Inspection - If a delay is solely attributable to ABS, and the Government is contracting directly with ABS, and the delay causes the contractor additional expense, how is the Government not responsible to compensate the Contractor for the additional expense? The FAR supports the Contractors right to compensation for additional expenses caused by the Government or subcontractors working directly for the Government.
A: Please see revised specification.
Q: Item 3.7.4.15.3 ABS Special Survey Inspection - The specified application of thermal spray to the interior surfaces of the hawse pipes and spill pipes cannot be successfully performed in place. Of the suggested sources for this service, one is out of business and the other is only willing to perform the work if the hawse pipes and spill pipes are delivered to their facility (Ohio) in short sections. Will the Government consider revising the specification to apply abrasion resistant epoxy coatings ("Ice Breaker Coating'')?
A: This is an acceptable replacement.
Q: Item 3.10.4.5.2 Miscellaneous Steel Repairs - Can the Government provide a PDF copy of drawings for the existing V1 Tank?
A: The dimensions are provided but there are no drawings for this.
Q: Item 3.10.4.7.7 Miscellaneous Steel Repairs - As the location of the leak is currently unknown, as such above and below deck interferences are unknown. Can the Government make removal and restoration of interferences the subject of a change order?
A: Yes, this is acceptable, however it is known that the backside interferences will be paint, lagging, and protection of the engineering control room. See revised specification.
Q: Item 3.11.4.9 Miscellaneous Pipe Repairs - Is reference "3.10.2.6" actually intended to be "3.11.2.6?”
A: Yes. See revised specification.
Q: Item 3.18.4.1 Galley and Crews Mess Decking Top Coat Removal - Is deck top covering replacement limited to the crew's mess?
A: It is to also include the galley and the crew’s mess.
Q: Item 3.34.4.2.5 Fabrication of Gasoline Tank - Paint adhesion to 316 SS is problematic, can the Government specify surface preparation and approved coatings for the exterior of the tank?.
A: SSPC-SP-16: Brush-Off Blast Cleaning of Non-Ferrous Metals
Q: Item 3.37.4.3 Small Boat Tall Cradle Stand Preservation - How many UT shots are to be taken?
A: Approximately 50 UT shots.
Q: Item 3.18 Galley and Crew’s Mess Deck Renewal - Please confirm intent of item is to reseal crew’s mess and galley decks not renewal as shown at 3.18.1.1.
A: The intent is to remove or cover the existing top coat which has too much texture. The textured floor was to provide an anti-slip surface, however this makes it very difficult to mop/clean.
Q: Item 3.25 Cable Pulls and Transit Repairs - Are cable removals/disposals at 3.25.4.4 and cable penetration/MCT repairs at 3.25.4.7 to be covered by change order process or included in bid?
A: Cable Penetrations/MCT Repairs can be covered via change order. Disposal is to be covered under the basic work item. See revised specification.
Q: Item 4.2 10,000 Hour CAT D398 Engine Overhaul - Please confirm or clarify 10-day performance period shown at 4.2.4.1.1.
A: The 10-day performance period has been removed. See revised specification.
Q: Item 4.4 No. 3 Chiller Plant Overhaul - Is this the #1 Auxiliary Seawater Pump?
A: No, these are separate items.
Q: Item 4.6 Fan Overhauls - Are we correct that only two (2) Generator Intake Fans and one (1) Forepeak Exhaust Fan are being serviced?
A: Yes, that is correct.
Q: Item 4.8 Profinet Upgrade Support - Does the Government understand that bidders will not be able to initiate an estimating process until receipt of information related to the specific communications system selected by the Government?
A: This Profinet upgrade is from Nate Waller and Associates with contact information is found at Item 4.8.6.1. Please contact him to get an estimate for this work. This has nothing to do with the communication systems/telephone/PA/GA system upgrade.
Q: Item 4.7 Dial Telephone & PA / GA Systems Upgrade - Please provide missing GFE list and installation and removal plans described at 4.7.2.4 and 4.7.6.1 for estimating.
A: This is still in the development phase.
Q: Item 7.1 Bridge Weather Doors - Could the government provide a list of the specific doors to be replaced?
A: The three doors on the bridge, and the two doors directly below the bridge. (One outside the chief engineer’s stateroom and the other outside the CO’s stateroom) They are all the same dimensions.
Q: Item 7.1 Bridge Weather Doors - Could the government provide a PDF copy of the vessel's "watertight closures?” This drawing should include specifications necessary to replicate the existing doors.
A: The doors are weather tight, not water tight. The water tight doors are for spaces closer to the water line.
Q: Item 7.1 Bridge Weather Doors - Do the new Pilot House Doors require ABS/USCG approval?
A: Yes.
Q: Item 7.1 Bridge Weather Doors - Please clarify if the doors are weather tight versus watertight.
A: Weather tight.
Q: Item 7.3 Trawl Winch Repairs - Could the government provide a more detailed definition of the specific inspections and repairs to be made to the trawl winches?
A: The Trawl winches have not been working since they were originally installed in 2020. We would like the tech rep (Marco, in Spain) to come to the shipyard to troubleshoot and fix the problem.
Any repairs would be completed via change order.
