About this file

This document is a federal solicitation for FY25 drydock repairs to the NOAA ship Oscar Elton Sette. The National Oceanic and Atmospheric Administration (NOAA) is seeking contractors to perform the required drydock repairs on the vessel. The solicitation number is 1305M224Q0182. No award date is provided, but responses are likely due prior to the start of the FY25 fiscal year. The solicitation does not specify any set-asides or incumbent contractor information. The document provides details on the ship's specifications and operating characteristics, as well as guidance on stability, trim, and loading conditions. However, it does not contain a detailed Performance Work Statement or Statement of Objectives for the drydock repairs. The focus of the document appears to be the ship's technical details rather than the specific contract requirements.

OBJECTIVE

1. These instructions have been prepared as an aid to operating personnel using this Trim and Stability Booklet to determine the vessel’s operating metacentric height (corrected available GM), trim, heel, and drafts for any condition of loading or operation.

2. It will be the Master’s responsibility to maintain the vessel in a satisfactory stability condition at all times so as to meet the stability requirements as set forth by references 1 and 2.

GENERAL NOTES

1. This Trim and Stability Booklet incorporates data from the intact and damaged stability calculations, references 1 and 2, and the stability test data for the NOAA Ship Oscar Elton Sette conducted on 13 April 2023, Reference 3.

2. All tons used in this booklet are long tons equal to 2,240 pounds.

3. All potable water tanks less than 100% full shall be considered slack unless completely empty. All fuel tanks less than 95% full shall be considered slack unless completely empty.

4. Potable water tanks and fuel settlers shall be considered slack at all times.

5. The Anti-Roll Tank (2-72-0-W) shall contain a maximum of 9,454 gallons (36.11 LTons) of seawater. This corresponds to a maximum load fraction of 43%, or a maximum sounding of 3’-0”.

6. Dumping the Anti-Roll Tank when filled with 36.11 LTons of seawater at all arrival conditions provides approximately one foot of GM and trims the vessel

0.6 feet by the bow. The Anti-Roll Tank (2-72-0-W) empties into the Dump Tank (4-40-0-W) within 15 minutes.

ROUTINE OPERATING INSTRUCTIONS

1. Cross-connect valve opening and closing should follow these guidelines.

a. The cross-connect valve for each tank pair must be kept closed when the tanks are partially or completely full.

b. The cross-connect valve for tank pairs must be opened when the tanks are empty.

c. The cross-connect valve for a tank pair shall be opened if either tank in the following tank pairs is damaged;

4-23-1-W and 4-23-2-W 4-52-1-F and 4-52-2-F 4-60-1-F and 4-60-2-F 4-72-3-F and 4-72-4-F

2. Excluding the fuel oil service tanks (4-52-3-F and 4-52-4-F) the fewest practical number of tanks shall be slack at any one time. This is in order to minimize the undesirable effect of free surface on stability.

3. Consumable tanks shall be filled or emptied one pair at a time.

4. Bilges and drain wells in machinery spaces shall be kept pumped to minimum content at all times.

5. Fuel oil service tanks (4-52-3-F and 4-52-4-F) should be drawn down LAST.Se e

6. Seawater Ballast:

a. When seawater ballast must be added during a voyage, it should be coordinated with the drawing of fuel to minimize trim and ensure stability at all times.

b. Ballast tanks should normally be slack only when filling or emptying.

However, ballast tanks may be slack when used as list compensation if calculations show that the loss of GM due to slack-free surface will not reduce GM Available so that GM Margin is negative (less than zero). When not ballasted, all seawater tanks shall be kept pumped periodically to ensure minimum content at all times.

c. During ballasting, a reduction in the vessel's GM due to slack-free surface will occur until the tanks are pressed up. This temporary loss of GM is equal to the seawater-free surface moment of the tank (or tanks), divided by the vessel's displacement at the time of ballasting.

d. When seawater ballast must be added during a voyage, prudent operation dictates that it should be added well in advance of drawing fuel.

Therefore, compensating seawater ballast should be introduced and pressed up prior to the drawing of fuel to minimize free surface loss and ensure adequate stability at all times.

7. If damage to the Motor Room, frames 52-72, occurs, the following action shall be taken:

a. Dump the Anti-Roll Tank (2-72-0-W) immediately into the Anti-Roll Dump Tank (4-44-0-W). (The entire contents of the Anti-Roll Tank should drain into the dump tank within 15 minutes and will change the vessel's trim approximately 0.6 feet by the bow)

8. In the event of damage to the ship in a location other than the Motor Room, frames 52-72, the Anti-Roll Tank (2-72-0-W) can be dumped to the Anti-Roll Dump Tank (4-40-0-W) as a means of increasing the vessels GM. This action will change the vessel's trim approximately 0.6 feet by the bow. Dumping the Anti-Roll Tank is not recommended for the damage conditions where the vessel already has significant trim by the bow or conditions where additional trim by the bow may result in down-flooding of undamaged compartments.

9. NOAA Ship Oscar Elton Sette is fitted with the following deck equipment that is capable of lifting loads with capacities and locations as listed below.

It is necessary to count lifting loads as part of load conditions. Lifting loads have a direct effect on stability and should be operated accordingly within each lifting device's respective capacity.

TANK USE AND BALLASTING SEQUENCE

As fuel oil tanks are emptied, the vessel's GM is reduced. Filling ballast tanks increases GM. Slack tanks are subject to free surface, which must be accounted for while tanks are being emptied or filled. A suggested burn-ballast sequence is provided below. Other burn-ballast sequences may be used, provided required GM is maintained. Guidance for the approximate change of GM for planning purposes is provided on sheet 23.

Suggest emptying fuel oil tanks in this sequence:

1st 4-06-1-F and 4-06-2-F, 4th 4-60-1-F and 4-72-1-F, 2nd 4-72-3-F and 4-72-4-F, 5th 4-14-1-F and 4-14-2-F 3rd 4-72-2-F to 60% and 4-14-2-F to 80%, Use ballast tanks for heel compensation by filling one side of a pair of tanks.

Minimize use of partially filled ballast tanks. Generally on departure fill ballast tanks 4-86-2-W to 90% to maintain trim with limits. Ballast tanks 4-B-0-W (Forepeak), 4-86-1-W, and 4-86-2-W are most effective for trim and may be adjusted up or down.

INSTRUCTIONS FOR DETERMINING STABILITY, TRIM, AND HEEL

Long Method

Displacement, Center of Gravity, and Free Surface Moment:

Displacement, center of gravity, and free surface moment of a proposed loading condition is determined using the blank Loading Summary and Tankage Loading Table sheets as follows. Detailed weights and centers of gravity must be identified for all deadweight on board including liquids in tanks, stores, mission load items, and deck cargo.

1. Liquids in tanks.

a. For each non-empty tank, enter the tank's load fraction (percent full value) on the Tankage Loading Table sheet.

b. Using the tank's load fraction, calculate the weight as follows:

(1) Divide the load fraction percentage by 100 to obtain a decimal value.

(2) Multiply the decimal value load fraction by the 100% capacity in gallons on the Tank Capacity Table on sheet 21 to obtain the tank's load in gallons.

(3) Divide the tank's load in gallons by the density in gallons per LTon from the Table of Equivalents on sheet 4 to obtain the weight of the tank's load.

For example, the weight for DO Storage tank 4-60-2-F at 63% full is computed as follows.

Find decimal value load fraction: 63 / 100 = 0.63

Find tank's load in gallons: 0.63 * 11217 = 7066.7 gal

Find weight of tank's load: 7066.7 / 321.6 = 21.97 LTons

c. Free surface moment.

(1) For all empty tanks enter 0 (zero) in the FS Mom column on the Tankage Loading Table sheet.

(2) For all tanks, except fresh water tanks, which are 100% full enter 0 (zero) in the FS Mom column on the Tankage Loading Table sheet.

For fresh water tanks that are 100% full enter the Slack FS Mom value from the Tank Capacity Table on sheet 21-22.

(3) For all tanks that are slack (less than 95% full) enter the Slack FS Mom value from the Tank Capacity Table on sheet 21-22 in the FS Mom column on the Tankage Loading Table sheet.

The following tanks should be considered slack in all loading conditions.

DO Service tank 4-52-3-F DO Service tank 4-52-4-F Main Fresh Water tank 3½-52-1-W Aux Fresh Water tank 3½-52-2-W

(4) For all other tanks enter the Full FS Mom value from the Tank Capacity Table on sheet 21 in the FS Mom column on the Tankage Loading Table sheet.

d. Multiply the weight by the VCG, LCG, and TCG to obtain the vertical moment (VMOM), longitudinal moment (LMOM), and transverse moment (TMOM) for each tank.

e. For each liquid type (diesel oil, SW ballast, fresh water, lube oil, anti-roll, or misc) sum the weight, VMOM, LMOM, TMOM, and FS Mom.

Divide the sum of VMOM, LMOM, and TMOM by the sum of the weight to obtain the total VCG, LCG, and TCG.

If the total FS Mom for each consumable liquid type is less than the minimum value listed below enter the minimum FS Mom value from the list below in place of the computed total.

Fuel Oil 264.53 ft-tons Fresh Water 44.95 ft-tons Lube Oil 1.60 ft-tons Anti-Roll (when active) 1860.93 ft-tons Miscellaneous 60.09 ft-tons

f. Copy the sum of the weight, VCG, LCG, TCG, and sum of VMOM, LMOM, TMOM, and FS Mom for each liquid type (diesel oil, SW ballast, fresh water, lube oil, or misc) to the appropriate line on the Loading Summary sheet.

2. Stores.

Enter the percent load for PROVISIONS & STORES. Calculate the weight of stores as:

PROVISIONS & STORES weight = percent load * 16.65 / 100

Multiply the weight by the VCG, LCG, and TCG to obtain the vertical moment (VMOM), longitudinal moment (LMOM), and transverse moment (TMOM) for each stores item.

3. Mission load items.

NOAA Ship Oscar Elton Sette operates with many different mission configurations; four of which are identified as standard mission loads for this booklet. Mission load breakdowns for these four standard mission loads (A-Frame, Long Line Fishing, Stern Trawling, and J-Frame mission configurations) are shown on sheet 24.

If the proposed loading condition includes one of the standard mission loads (e.g. A-Frame, Long Line Fishing, Stern Trawling, or J-Frame), whose breakdown is shown on sheet 23, copy the total weight, VCG, vertical moment (VMOM), LCG, longitudinal moment (LMOM), TCG, and transverse moment (TMOM) to the MISSION LOAD line on the Loading Summary sheet.

Mission load item values for other mission configurations can be determined using the Mission Load Worksheet (sheet 52) as follows.

a. Place a check mark in the "On Board" column next to any standard item to be carried.

b. Copy the weight of all checked items to the "LOAD" column.

c. Under "OTHER ITEMS" list all non-standard mission load items such as scientific equipment, extra mission related spare parts, and the like.

Include each item's weight in the "LOAD" column and each item's VCG, LCG, and TCG in the associated column.

X Le tte r r ef W

O

6- G d at ed

d. Calculate each load's vertical moment, longitudinal moment, and transverse moment by multiplying its weight by its VCG, LCG, and TCG respectively.

e. Sum all entries in the "LOAD", vertical moment, longitudinal moment, and transverse moment columns to obtain the total mission load weight and moments.

f. Divide the total vertical moment by the total weight to obtain mission load VCG. Divide the total longitudinal moment by the total weight to obtain mission load LCG. Divide the total transverse moment by the total weight to obtain mission load TCG.

g. Copy the total weight, VCG, vertical moment (VMOM), LCG, longitudinal moment (LMOM), TCG, and transverse moment (TMOM) to the MISSION LOAD line on the Loading Summary sheet.

4. Miscellaneous deadweight and deck cargo.

a. Enter miscellaneous deadweight and deck cargo load information not covered elsewhere on the Loading Summary sheet. In addition to deck cargo these items could include additional scientific equipment, miscellaneous project gear, and the like. The information needed is:

description, weight, vertical center of gravity (VCG), longitudinal center of gravity (LCG), and transverse center of gravity (TCG). If the miscellaneous deadweight load item contains a liquid loading the free surface moment (FS Mom) is also needed.

b. Calculate each load's vertical moment (VMOM), longitudinal moment (LMOM), and transverse moment (TMOM) by multiplying its weight by its VCG, LCG, and TCG respectively.

5. Sum all weights, vertical moments, longitudinal moments, transverse moments, and free surface moments on the Loading Summary sheet, including light ship values.

The sum of weights is the proposed loading condition's displacement

(DISPL).

The sums of moments are the proposed loading condition's total vertical moment (VMOM), total longitudinal moment (LMOM), total transverse moment (TMOM), and total free surface moment (FS Mom).

6. Divide the total vertical moment (VMOM) by the displacement (DISPL) to obtain the proposed loading condition's VCG. Divide the total longitudinal moment (LMOM) by the displacement (DISPL) to obtain the proposed loading condition's LCG. Divide the total transverse moment (TMOM) by the displacement (DISPL) to obtain the proposed loading condition's TCG.

Trim:

Trim and drafts of a proposed loading condition are determined using the blank Loading Summary sheet as follows. Before trim and drafts can be determined, the proposed loading condition's displacement (DISPL) and total longitudinal center of gravity (LCG) must be determined using the methods previously presented.

1. Using the proposed loading condition's displacement (DISPL) find the baseline mean draft (Tm), longitudinal center of buoyancy (LCB), longitudinal center of flotation (LCF), transverse metacenter height above baseline (KMt) and longitudinal metacenter height above baseline (KML) from the table of Hydrostatic Properties on sheet 14. Input the Hydrostatic properties for the closest tabulated displacements (both higher and lower displacements) on sheet 14. Interpolate the intermediate values at the loading conditions displacement (DISPL).

Se e

AB

S

Hou st on , T

X Le tte r r ef W

O

6- G d at ed

2- Ju l-2

2. Calculate the trimming lever (TL) as:

TL = LCG - LCB

3. Calculate the moment to alter trim one inch (MT1) as:

MT1 = (KML - VCG) * DISPL / (12 * LBP) NOTE: LBP = 194.00

4. Calculate TRIM.

The moment causing the vessel to trim is the displacement (DISPL) multiplied by the trimming lever (TL). This trimming moment divided by 12 times the MT1 gives the total trim in feet. Trim will be forward (-) if LCG is forward of LCB and aft (+) if the opposite is true.

TRIM = (DISPL * TL) / (12* MT1)

5. Determine drafts.

Baseline drafts midships at the Plimsoll mark (Tx), at the forward draft marks (DMfwd), and at the aft draft marks (DMaft) are found as follows (all dimensions are in feet).

DMfwd = Tm + (TRIM * ( 10.00 – LCF) / LBP) Note: LBP = 194.00 Tx = Tm + (TRIM * ( 97.00 - LCF) / LBP) DMaft = Tm + (TRIM * (196.00 - LCF) / LBP)

Navigational or keel draft is equal to the baseline draft plus 9/16 inch, or 0.05 feet.

Stability:

Stability characteristics of a proposed loading condition are determined using the blank Loading Summary sheet as follows. Before stability characteristics can be determined the proposed loading condition's Displacement (DISPL), total vertical center of gravity (VCG), and total free surface moment (FS Mom) must be determined using the methods presented above.

1. Using the proposed loading condition's displacement (DISPL) find the baseline mean draft (Tm) and the transverse metacenter height above baseline (KMt) from the table of Hydrostatic Properties on sheet 14.

Intermediate values can be determined by interpolation.

2. Calculate the uncorrected metacentric height (GM) as:

GM = KMt – VCG

3. Calculate the free surface correction (FS Corr) as:

FS Corr = FS Mom / DISPL

4. Calculate the available metacentric height (GM Available) corrected for free surface as:

GM Available = GM – FS Corr

5. Using the baseline mean draft (Tm) and TRIM find the minimum GM Required from the graph of GM Required Curves on sheet 15.

6. Compare the GM Available to the minimum GM Required by calculating the GM Margin as follows:

GM Margin = GM Available – GM Required

The GM Margin must be positive (greater than zero) at all times.

Heel:

Heel (list) of a proposed loading condition is determined, if desired, using

Se e

AB

S

Hou st on , T

X Le tte r r ef W

O

6- G d at ed

2- Ju l-2 the blank Loading Summary sheet as follows. Before heel can be determined the proposed loading condition's displacement (DISPL), GM Available, and total transverse moment (TMOM) must be determined using the methods previously presented.

1. Calculate the heeling moment that would cause one degree of heel (MH1) as:

MH1 = 0.01745 * GM Available * DISPL

2. Calculate the angle of heel by dividing the total transverse moment (TMOM) by MH1. Port heel is indicated algebraically by (-), starboard by (+).

Short Method:

Stability:

For minor changes from any tabulated loading condition (sheets 25 through 50), the GM Available may be determined by applying GM corrections outlined in the tables on sheets 17 and 22. This method is fast and reasonably accurate in evaluating a loading condition that is similar to one of the representative conditions shown in this booklet.

Trim:

The effect on trim of minor changes from the representative loading conditions can be estimated from the trim table on sheet 18. This method is sufficiently accurate for practical purposes in predicting trim for a loading condition that is similar to one of the representative conditions shown in this booklet.

DETERMINING DISPLACEMENT AND TRIM FROM OBSERVED DRAFTS

The ship's displacement and trim can be determined from observed draft mark readings using the draft diagram on sheet 16. Instructions are provided on the diagram. The draft diagram must be used with the average of port and starboard draft readings to eliminate the effect of heel.

ACTION FOLLOWING DAMAGE

Most of the foregoing discussion applies to the intact properties of the vessel.

In the event of underwater damage or entry of water through the weather envelope, stability and trim will be affected by the consequent flooding of spaces within the vessel.

While there are no regulatory criteria in the case of this vessel for subdivision or for stability after damage, the following should be noted.

The response of the vessel to flooding will depend on the draft, intact trim, and stability characteristics existing immediately prior to the incident, and the condition of the tanks, if any, involved in the flooding. The routine operating instructions tabulated above are designed to reduce the trim and list resulting from such flooding and to reduce the amount of corrective action to be taken in the inevitable period of confusion following such an incident.

Entry of a significant amount of water into any part of the vessel should be regarded as an emergency situation and appropriate measures should be taken promptly. These would normally include the following:

1. Call for assistance.

2. Alert vessel personnel to the situation.

3. Open cross-connections between pairs of tanks that have been damaged.

Se e

AB

S

Hou st on , T

X Le tte r r ef W

O

6- G d at ed

2- Ju l-2

4. Favor stability in handling the vessel. Head into the wind and sea if possible. Avoid hard turns.

5. Determine the source of flooding and the spaces affected or likely to be affected.

6. Activate the bilge system, emergency generator, and other emergency systems as required.

7. Establish flooding boundaries by shoring or patching, to prevent or limit progressive flooding.

In general, if trim and list reach a steady state with no further increases, chances of survival will be good. Further action will depend upon the degree of improvement in the vessel's attitude deemed necessary in the circumstances. For example, if the main deck aft is heavily awash, trimming by the head may be considered. If the vessel lists heavily as a result of unsymmetrical flooding, list correction may be undertaken.

Trim and list correction should generally be made by shifting liquids already on board rather than by taking on water ballast, which will increase the draft and reduce the reserve buoyancy. When shifting liquids, the following precautions should be observed:

1. DO NOT attempt to correct a list by shifting liquids if any of the signs of low or negative GM are present. These signs include:

a. a slow, erratic period of roll;

b. failure to return to upright after rolling to one side; and

c. listing alternatively to port and starboard.

2. If, and only if, it can be positively determined that a list is due to unsymmetrical flooding and that the vessel has a positive GM, list correction by shifting of liquids may be undertaken slowly and cautiously.

3. Take suction from tanks which are already slack rather than tanks that are full. This will minimize the increase in free surface effect.

4. Discharge to tanks which are slack, rather than empty, and preferably those that are nearly full. Press up into vent lines.

5. Favor improvements of trim, if possible, when selecting tanks for transfer.

Minor improvements in stability may also be accomplished by lowering movable weights. For example, cranes, if initially up in the working position, may be lowered to the fully-down position. In cases where survival takes precedence over all other considerations, heavy gear may be jettisoned, working from the upper decks down. Jettisoning is a slow and laborious operation and the improvement obtained will usually be small, therefore, it should be considered only in an extreme situation.

PERIOD OF ROLL

The natural period of roll of a vessel is inversely proportional to the GMt in any particular loading condition. The equation below indicates the approximate relationship between GMt and period of roll for NOAA Ship Oscar Elton Sette, and may be used to estimate the GMt when roll period can be measured. Such a measurement should only be made under relatively calm conditions when roll is fairly regular and at constant small amplitude. When measuring roll period always measure the time for several rolls and divide by the number of rolls observed. The period of a complete roll, such as port to starboard and back to port, must be used in the equation.

GM = (496.98) / T2 ; T = period of roll

The value (496.98) was determined from measurements taken during the 20 June 2002 stability test.

Estimating GMt from the roll period is a means of checking only. It is not intended to take the place of the calculations described on sheets 8 through 12.
