INTRODUCTION:
These instructions have been prepared to aid operating personnel using this stability booklet to determine if the vessel's loading condition will meet the U.S. Coast Guard stability criteria. This booklet contains loading forms that must be completed to determine if the vessel's displacement and center of gravity meet the U.S. Coast Guard stability criteria. Instructions on pages I 0-16 explain how to use the loading forms. Sample loading conditions are also provided.
IT IS TI-IE MASTER'S RESPONSIBILITY TO MAINTAIN TI-IE VESSEL IN A
SATISFACTORY STABILITY CONDITION AT ALL THE TIMES, MEETING TI-IE
STABILITY CRITERIA CONTAINED IN TI-IIS BOOKLET.
PER 46 CFR 97.15-7; AFTER LOADING AND PRIOR TO DEPARTURE AND AT ALL
OTHER TIMES NECESSARY TO ASSURE THE SAFETY OF THE VESSEL, THE MASTER
SHALL DETERMINE THAT TI-IE VESSEL COMPLIES WITH ALL APPLICABLE
STABILITY REQUIREMENTS. THE VESSEL MAY NOT DEPART UNTIL IT IS IN
COMPLIANCE WITH THESE REQUIREMENTS. WHEN DETERMINING COMPLIANCE
WITH APPLICABLE STABILITY REQUIREMENTS THE VESSEL'S DRAFT, TRIM AND
STABILITY MUST BE DETERMINED AS NECESSARY. TI-IE MASTER MUST ENTER AN
ATTESTATION STATEMENT IN THE LOG VERIFYING THAT THE VESSEL COMPLIES
WITH THE APPLICABLE STABILITY REQUIREMENTS AT THE TIMES SPECIFIED.
ANY STABILITY CALCULATIONS MADE IN SUPPORT OF THE DETERMINATIONS
MUST BE RETAINED ON BOARD THE VESSEL FOR THE DURATION OF THE
VOYAGE.
Compliance with the stability criteria does not insure immunity against capsizing regardless of the circumstance or absolve the master from his responsibilities. The master shall therefore exercise prudence and good seamanship having regard to the season of the year, weather forecasts and the navigational zone and course warranted by the prevailing circumstances.

OPERATING INSTRUCTIONS
J. The maximum allowable LCF draft is 6.13 m. This corresponds to a maximum displacement of2563.80 MT.
2. Trim shall be minimized.
3. No fixed ballast or other weights shall be added, removed, altered or relocated without the authorization and supervision of the cognizant OCMl.
4. No more than one centerline or PIS pair of tanks shall be partially filled at any time for fuel oil, potable water or ballast water tanks. (excluding fuel oil service tanks)
5. Cross connections between all port and starboard pair tanks shall be closed at all times when the vessel is underway unless in the event of damage to tanks DB#J(P/S) and/or 0B#4(P/S).
ln the event of damage to these tanks, the cross connections are to be opened using the reach rods located above the freeboard deck.
6. Any opening that could allow water to enter into the hull or deckhouse should be kept closed when rough water or sea conditions exist or anticipated. This includes the Main Deck or O 1 Level hatches and weather doors to the forecastle and machinery spaces, which were assumed to be closed in the stability analysis.
7. All freeing ports shall be maintained operable and completely unobstructed at all times.
8. Bilges and voids shall be kept pumped to a minimum content at all times.
9. The Master shall make every effort to determine the cause of any list of the vessel before taking any corrective action.
10. The stability of the vessel should be checked periodically throughout a voyage as fuel is consumed and ballast is added.
11. Any changes to the vessel after the issue date of the initial stability letter that could alter the lightship characteristics or tank arrangement shall void this report.
I 2. The roll tank shall be empty when in icing conditions.
13. In the event of a hull breach the trawl winch wires exiting the stern gallows from the Trawl Winch Room 3-82-0 must be severed immediately and the watertight lift-off hatch located inside the stern gallows must be sealed.
I 4. The following symbols are used throughout this booklet:

LOADING FORMS
To determine the stability for a particular loading three (3) forms must be used. The three forms are:
l. DECK CARGO LOADING FORM - This form is used to record the weight, VCG, LCG of deck cargo items. It is then used to calculate the weight, vertical moment, and longitudinal moment for all deck cargo on board.
2. TANK LOADING FORM - This form is used to record tank soundings and corresponding the liquid weight, VCG, and LCG from the TANK CAPACITIES booklet for each tank. It is then used to calculate the weight vertical moment, and longitudinal moment for all liquids on board.
3. VESSEL LOADING FORM - This form is used to calculate the vessel's total weight, VCG and LCG for the particular loading condition. The displacement & VCG, are checked against the allowable values provided by the KG allowable -vs- Displacement Curves. Also the vessel's trim and drafts at the forward perpendicular and aft perpendicular are calculated.
INSTRUCTIONS FOR COMPLETING THE DECK CARGO LOADING FORM
Determine the weight, vertical center of gravity, and longitudinal center of gravity of the deck cargo as follows:
I. Verify the weight of each item of deck cargo as it is loaded. Enter the weight, VCG above baseline, and LCG from the FP. The VCG of each item is calculated by adding the height of item CG above the deck plus the height of the deck above baseline (as listed in General Arrangements on page 4-6). The LCG of each item is calculated by adding the distance of the item CG to the nearest bulkhead frame plus the distance of the bulkhead frame to the FP (where the FP is 0.4111 forward of Frame O and the frame spacing is 0.6111). Reference the sketch and example form included on page 12-13 for weight and center identification.
2. Add the weights in column (I) to obtain the total weight of deck equipment. Enter the total weight on the VESSEL LOADING FORM.
3. Multiply each weight in column (I) by its corresponding LCG from the FP in column (2) to obtain the longitudinal moment of the weight, which is then entered in column (3). Add the longitudinal moments to obtain the total longitudinal moment of the deck cargo and enter this on the VESSEL LOADING FORM.
4. Multiply each weight in column(!) by its corresponding VCG in column (4) to obtain the vertical longitudinal moment of the weight and enter it in column (3). Add the vertical moments to obtain the total vertical moment of deck cargo and enter this on the VESSEL
LOADING FORM.
5. Divide the total longitudinal moment by the total weight to obtain the LCG from the FP and enter this on the VESSEL LOADING FORM. Similarly, divide the total vertical moment by the total weight to obtain the VCG above the baseline and enter this on the VESSEL
LOADING FORM.

INSTRUCTIONS FOR COMPLETING THE VESSEL LOADING FORM
Determine the vessel displacement, vertical center of gravity (VCG) and longitudinal center of gravity (LCG) as follows:
I. Enter values of weight, longitudinal moment, and vertical moment of the deek cargo as determined on the DECK CARGO LOADING FORM in the spaee provided.
2. Enter values of weight, longitudinal moment, vertical moment and vertical free surface moment of liquids in tanks as determined on the TANK LOADING FORM in the spaces provided.
3. Add the weights in column(]) to obtain the vessel's displacement at the desired loading condition and fill in the space provided in the table.
4. Add the longitudinal moments in column (3) to obtain the total longitudinal moment and fill in the space provided in the table.
5. Add the vertical moments in column (5) to obtain the total vertical moment and fill in the space provided in the table.
6. Add the vertical free surface moments in column (6) to obtain the total vertical free surface moment and fill in the space provided in the table.
7. Condition Displacement is equal to the total of column (I).
8. Determine the LCG for the condition by dividing the total longitudinal moment by the Condition Displacement.
9. Determine the VCG for the condition by dividing the total vertical moment by the Condition Displacement.
I 0. When water is in the roll tank, the Free Surface Moment is equal to the greater of the total of column 6 or 658. l J. When no water is in the roll tank, the Free Surface Moment is equal to the greater of the total of column (6) or 190.20 M-MT.
11. Calculate the Free Surface Correction by dividing the Total Free Surface Moment by the Displacement.
12. Calculate the KG (corrected for free surface) by adding the VCG and the Free Surface Correction.
13. Based on the Hydrostatic Properties Table included on page 19, match the Condition Displacement with the nearest displacement included in the table. The approximate displacement will identify the Mean S.W. Draft (LCF Draft), Longitudinal Center of Buoyancy (LCB), Moment to trim I centimeter (MTC) and the Longitudinal Center of Floatation (LCF) as defined in the corresponding columns of the table.
14. Find the trimming lever by subtracting the LCB from the LCG being careful to keep the sign convention. A positive arm indicates trim by the stern, a negative arm indicates trim by the bow.
INSTRUCTIONS FOR COMPLETING THE VESSEL LOADING FORM (con't)
15. Find the trim using the following formula:
Trim = Dis12Iacement x Trim Lever MTC x 100
16. The draft at the FP is found using the following formula:
Draft @ FP = LCF Draft - Trim x LCF 58 m
1 7. The draft at the AP is found by adding the trim to the draft at the FP.
18. Plot the vertical center of gravity (VCG) and displacement on the "Curve of KG allowable vs. Displacement". If the point falls below the curve the loading condition MEETS the stability criteria. However, if the plotted point falls above the curve, the loading condition DOES NOT MEET stability criteria and must be changed. The loading condition must be re-evaluated to position heavier items closer to the deck, or increased below deck tonnage in order that the displacement and VCG meet the Stability Criteria.
