Is it a requirement to complete line items 19– 24 of SF 1449 for each CLIN item or can the contractor provide a completed Attachment IV – Price Schedule and not include pricing information on the SF 1449? | Completion of Attachment IV- Price Schedule is sufficient. Contractor shall populate the Unit and Extended Price Columns under Section B for each CLIN. | |
| all | 2.2.3 & 2.5.1 | How can the Contractor be held responsible for inspecting the vessel and identifying and providing an allowance for any and all interferences when the Government is not able to provide the Contractor access to the vessel? | Shipcheck will be granted and contractor can gain a clear picture of interferences | |
| 2.2.5 & 2.2.2.7 | If a technical specification does not include a specific requirement to fulfill an ABS survey requirement, what is the expectation for performance? Does the contractor assume that the ship's crew or its Port Engineer's office will handle required inspections such as Hull opening, main engine inspections, etc.? | |||
| In the past the Fairweather CME has coordinated the mandatory ABS inspections that do not involve contractor participation. Will that continue to be the case? | For the non-ABS approved systems or inspections, the PE and the CME will witness and sign off | |||
| 2.2.20 | Ship’s force available to run machinery only between 0800 - 1500 weekdays. That could impact fuel transfer. | |||
| Will address the hours as needed | ||||
| 3.4 | 3.4.4.3 | 1. In paragraph 3.4.4.3, it states to remove all loose paint which is not tightly adhered to the hull. Can NOAA tell us what percent of the area referenced in 3.4.2.1 the contractor is to allow for? Since there is no ship check, the contractor hasn’t the information to know how much failed paint there is. | Spec calls for up to 20 percent. Shipcheck is granted. | |

| Of the 20% region of the underwater hull that is to receive surface preparation, what percentage of this 20% region is to be mechanically prepped? Are both SSPC-10 and WJ-2 acceptable for all remaining non-mechanical prep areas? | This paragraph was modified Rev 1.0. SP-10 is accepatble for remaining areas | |||
| 3.4.4.8 | 4. In paragraphs 3.4.4.8, which surfaces is NOAA referring to? | This was corrected on Rev 1.0 | ||

| 3.4.4.13 | Are we correct in our interpretation of the spec that the first two coats (1 coat primer and 1 coat intertuf) to the freeboard areas are to be applied to 20% of the freeboard square footage? If so, what percentage of this 20% is to be mechanically prepped? Can you please send photographs of the inboard bulwarks, cap rails, and handrail areas that are to be included in the spot preservation? | Shipcheck will be granted and contractor can identify areas of concern | ||
| 9. In paragraph 3.4.4.14, it states to wash the entire hull and then to apply one full of to the entire freeboard surfaces. International Paint does not recommend washing down the surfaces between coats, does NOAA want this to be done? | ||||
| Has a paint system from reference 631-2D been selected for this freeboard region, and if so which one? | This was corrected on Rev 1.0 | |||
| 3.5 | 3.5.4.6.1 | The wind break is constructed of fiberglass which could potentially be damaged by an SP-10 sandblast. May the contractor substitute SP-11 mechanical preparation for sandblasting. | SP-11 can be substituted | |
| Lacking the opportunity to inspect the wind break, can NOAA specify what percentage of the surface area needs to be mechanically prepared (5%, 10%, 20%...) | Around 20% | |||

| 5. On paragraph 3.24.4.6, it states to blast davits to an SSPC-11 profile. SSPC-11 is a mechanical power tool to bare metal. SSPC-6 is a commercial sand blast and a SSPC-10 is a sand blast to near white metal. Can NOAA clarify the intent of the preparation? | SSPC-11 is recommended; If any other method is suggested for use, how does the contractor intend to contain the grit/sand? | |||
| 6. Normally when sandblasting of davits is accomplished, disassembly of the davits is required to protect sensitive areas and be able to prepare and paint all areas of the davit needed to prevent rusting of areas not able to reach when davits are assembled. IF NOAA is not requiring the davits to be disassembled for sandblasting and painting, you must know 100% of the areas on the davit won’t be able to be properly prepped and painted. Is this NOAAs intention? | For those areas that are hard to reach, the assumption is that the contractor will dissamble in that area and accomplish prservation and reassemble. | |||

Assume plate thickness is 1/2 inch however it must be verified by the contractor”
Please confirm the area to be renew is 5 FT X 5 Ft for a total of 25 sq ft. Square footage is provided in an effort to give the contractor an idea of the wastage area. Report 49702 previously provided shows the pitted areas identified for repairs.
| 3.8 | 3.8.4.5 | Is the intent of this paragraph to crop out and renew a 10' x 10' hull plating, specifications suggest that the repair area is bounded by frames 70-71 (2 frames), but wouldn't a 10' x 10' insert would affect at least 5 frames? | |
| Is the attached photo of a double bottom tank top rather than hull plate of bulkhead plating? | Report 49702 was provided to show the pitted areas in need of replacement. 25 sq ft was provided to give contractor an estimate for bidding but item will require shipchecking for actual footage. |
The photo only shows the access to the Shaft Alley to give the contractor a picture of where the work will be located

| 3.14 | 3.14.4.2 | The government's response to the request for make and model of port light ("Replace In Kind") does not provide any detail to what port lights to purchase. Other NOAA vessels have a drawing identifying all of the port lights including manufacturer, model and size. Does the Fairweather have a similar drawing for the port lights. | Drawing for Portlights on the Fairweather is not available, however Cornell Carr is the manufacturer. Portlights should be around 16" diameter with dead light covers and they come hinged or fixed. After shipcheck, the contractor can verify actual diameter. |
Port lights are not GFM.
| 3.14 | 3.14.4.2.2 | 3.14.4.2.2 says to Renew in kind but 3.14.4.2.5 states to fit Refurbished port lights. Please clarify. | |
| What are the frame numbers of each port light? | Replace in kind | ||
| 3.14 | 3.14.4.13 | Without knowing where the 10ea kickpipes are located, the contractor cannot account for interferences therefore, will all interferences, coverup and staging will be subject to a change order? |
