ItemParagraphContractor InquiryGovernment Response
3.5The wind break is constructed of fiberglass which could potentially be damaged by an SP-10 sandblast. May the contractor substitute SP-11 mechanical preparation for sandblasting.

Lacking the opportunity to inspect the wind break, can NOAA specify what percentage of the surface area needs to be mechanically prepared (5%, 10%, 20%...)

SP-11 can be substituted Shipcheck available, around 20%.

3.7 Are all the fittings on the hydraulic hoses to be steel or stainless steel?

How many internal flexible hoses are there to each HN-9001 HPU?

Can NOAA provide photos of each davit, crane, A Frame, control stations and HPUs showing hoses to replace to show location, interferences, ability to access locations because of not being able to ship check the vessel for bidding purposes?

Can NOAA supply drawings and Technical Publications on each davit, crane, A Frame, control station and HPUs showing hydraulic hoses that are to be replaced for bidding purposes? Inside the HPU the fittings can be steel but fiitings on the exterior should be stainless.

4 in total.

Once the cover is removed, the number can be verified.

Shipcheck will be granted and contractor can note interferences at that time.

Manuals were provided.

3.8 3.8.4 “Crop out and renew approximately 5 x 5 square feet of the heavy pitting that was found in the hull plating on the outboard longitudinal bulkhead of DB D/O Tank A-07-102 between Frames 70 and 71 in accordance with 3.8.2.5. Assume plate thickness is 1/2 inch however it must be verified by the contractor”

Please confirm the area to be renew is 5 FT X 5 Ft for a total of 25 sq ft. Square footage is provided in an effort to give the contractor an idea of the wastage area. Report 49702 previously provided shows the pitted areas identified for repairs.

3.83.8.4.5Is the intent of this paragraph to crop out and renew a 10' x 10' hull plating, specifications suggest that the repair area is bounded by frames 70-71 (2 frames), but wouldn't a 10' x 10' insert would affect at least 5 frames?
Is the attached photo of a double bottom tank top rather than hull plate of bulkhead plating?Report 49702 was provided to show the pitted areas in need of replacement. 25 sq ft was provided to give contractor an estimate for bidding but item will require shipchecking for actual footage.

The photo only shows the access to the Shaft Alley to give the contractor a picture of where the work will be located

3.9 3.9.5.5.1 For estimating purposes, How many 2"x2" clad welds are there?

What are the frame numbers?

Please provide pictures of each area to be clad welded.See the UT report that was provided
3.93.9.5.7.1Are we to replace the existing manhole with a new manhole assembly? This manhole requirement will be revisited during the next shipcheck period
3.93.9.5.8How thick is the concrete?See the shell plating drawings previously provided
3.93.9.5.9Please provide pictures of the two areas that need to be cropped and inserted along with the frame numbers.

Need Pictures of all interferences

Need a detailed list of all interferencesSee then UT report that was provided
3.93.9.7.43.9.7.4 encourages the contractor to perform a field inspection prior to submitting a bid proposal. How can the Contractor be held responsible for inspecting the vessel and identifying and providing an allowance for any and all interferences when the Government is not able to provide the Contractor access to the vessel?Shipcheck will be granted and contractor can get a clearer picture of interferences
3.13The following paragraphs seem to reference one anode, which paragraph is contractor to follow?

3.13.4.3.2. Anode P Frame 33.5 to P Frame 100

3.13.4.3.3. The Port anode at Frame 33.5 will remain in the same location

Contractor would like photos of location and interferences around where new materials to be installed

Please provide Pictures, a Rip out Drawing for current system and a Lay out Installation Drawing for the refitAfter 3.13.4.2.1 is accomplished, any ambiguity should be cleared up at that time. MD20017 drawing was provided to the contractor
3.143.14.4.4What type of floor covering in present?Poured terrazzo as stated in 3.14.4.8.1
3.143.14.4.64 square feet or 4 lineal feet?Linear feet
3.143.14.4.6Are we correct in assuming the repair area starts at the horizontal weld seam contained within the yellow circle?Circle identifies the area in question
3.143.14.4.4.8Are the boundaries of the plate replacement going to be within the galley?See The General Plans and the contractor can see what boundaries are impacted
3.143.14.4.2The government's response to the request for make and model of port light ("Replace In Kind") does not provide any detail to what port lights to purchase. Other NOAA vessels have a drawing identifying all of the port lights including manufacturer, model and size. Does the Fairweather have a similar drawing for the port lights.Drawing for Portlights on the Fairweather is not available, however Cornell Carr is the manufacturer. Portlights should be around 16" diameter with dead light covers and they come hinged or fixed. After shipcheck, the contractor can verify actual diameter.

Port lights are not GFM.

3.143.14.4.2.23.14.4.2.2 says to Renew in kind but 3.14.4.2.5 states to fit Refurbished port lights. Please clarify.
What are the frame numbers of each port light?Replace in kind
3.143.14.4.13Without knowing where the 10ea kickpipes are located, the contractor cannot account for interferences therefore, will all interferences, coverup and staging will be subject to a change order?

What size insert is to be estimated for each kick pipe?

What pound plate is to be used when inserting the 10ea kick pipes?Kickpipes will be identified during the first week of the availability.
3.143.14.4.11How many studs are to be removed?

How many brackets are to be removed?

How many fwd deck light switches need to be removed?

Is staging required to safely access these repairs?

Are there through hull penetrations that need inserted? If so, please provide pictures and a list of all the interferences.

Proved pictures of each item to be removed along with pictures of any interferences in the interior side.

If steel is required to be replace, will that be subject to a change order.Pictures were provide of projected repairs needed; shipcheck will be granted and contractor can interferences will be clearer. Contractor can determine, based on their capabilities, if staging will be required.
3.153.15.4.3.Can NOAA provide a fittings list and a list of hull and bulkhead penetrations for the pipe replacements?Contractor can compile list upon completion of shipcheck which has been granted
3.18Specifications refer to "inspections" of the rudder and shaft bearings, but do not instruct the contractor to remove shaft rope guards and fairwaters to accomplish inspections. Could NOAA elaborate that "shaft rope guards and fairwaters are to be removed, and shaft bearing clearances are to be taken and recorded in accordance with NAVSEA 9997-1, following NOAA and ABS acceptance, rope guards and fairwaters are to be reinstalled".Please be specific in what you are proposing to fulfill your requirements to the government.
3.183.18.6.1The specification requires the drydock to be certified by a Naval Architect within twelve months of the drydocking evolution.
The USCG's program for certifying drydocks operates on a two year inspection cycle. If the contractor's facility proposes using a drydock that meets or exceeds the USCG's requirements for drydocking a vessel (SFLC Std Spec 8634, 2020) would that satisfy the requirements?Yes, using the USCG's requirement should satisfy
3.223.22.4.4.3Without knowing where the two inserts are located, the contractor cannot account for interferences therefore, will all interferences, coverup and staging will be subject to a change order?

Provide addional pictures of the area.

Work item calls for a UT inspection to be performed to identify areas needing replacement. Pictures provided are proposed areas requiring replacement
3.223.22.6.3What are the frame numbers relating to the location of the deck inserts?Work item calls for a UT inspection to be performed to identify areas needing replacement. Pictures provided are proposed areas requiring replacement
3.241. In paragraph 3.24.1.2.2.1. Welin Lambin Type TWPIV 9.0A Davit (2port/2 stbd), Is NOAA referencing to the (4) four Vest Davits and not Welin Lambin?Vestdavit davits are installed on the ship
3.24Is there only going to be (2) two boats to be dealt with and not (6) six boats for each of the (6) six davits called out for in the specifications? The assumption is that all of the boats will be stored prior to drydocking
3.24On paragraph 3.24.4.6, it states to blast davits to an SSPC-11 profile. SSPC-11 is a mechanical power tool to bare metal. SSPC-6 is a commercial sand blast and a SSPC-10 is a sand blast to near white metal. Can NOAA clarify the intent of the preparation?SSPC-11 is recommended; If any other method is suggested for use, how does the contractor intend to contain the grit/sand?
3.24Normally when sandblasting of davits is accomplished, disassembly of the davits is required to protect sensitive areas and be able to prepare and paint all areas of the davit needed to prevent rusting of areas not able to reach when davits are assembled. IF NOAA is not requiring the davits to be disassembled for sandblasting and painting, you must know 100% of the areas on the davit won’t be able to be properly prepped and painted. Is this NOAAs intention? For those areas that are hard to reach, the assumption is that the contractor will dissamble in that area and accomplish preservation and reassemble.
3.24Missing Reference PPI NBR 63421-006H (Rev 04), Please ProvideDeleted
3.24Is it NOAA's intention to repair the patched area around the existing protruding pipes in the picture only? Or remove and install all new decking in the entire Fwd Oceanographic Lab (D-07-102)
The installation material identified in 3.25.4.1 thru 3.25.4.9 is not Mil-D-3134J as 3.25.2.8 identifies.Only the area in question
3.253.25.4.10.2The government's response to the request for make and model of deck light switch ("Replace In Kind") does not provide any detail to what switch to purchase. With the ship check only allowing one day before the bid is due, this does not allow enough time to source a suitable replacement. Please provide a detailed description of the switch or a close up photo of the switch including any label plates to help identify what to source.ROTARY SWITCH, 20 AMP, 120/240V AC, 2-POLE, WATERTIGHT, BRASS, PAULUHN / COOPER CROUSE HINDS / EATON, 862B

Shipcheck is granted during the next import however, this needs to accomplished during the first week of the availability to lessen interruptions on the bridge.
8.58.5.1.1.Paragraph states to template windows & frames, but the rest of the item does not mention templating frames. Do the frames require templating as well? The assumption is that the windows will be templated to fit the existing bronze frames. However, if the vendor cannot fit the windows to the frames, new frames will need to be templated. We want to keep the frames bronze but realize that this is an older ship and bronze may or may not be available.
