SF30 (continued) 1305M221QNMAN0082 Amendment 0005
1. REQUEST FOR QUOTATION (RFQ) 1305M221QNMAN0082 IS AMENDED AS
FOLLOWS:
- The RFQ submission deadline is hereby extended from 12:00 PM Eastern Standard Time (EST) on July 1, 2021 to 2:00 PM EST on July 7, 2021.
2. QUESTIONS AND ANSWERS:
All questions and responses/clarifications given to date are identified below and, if necessary, have been further addressed in this Amendment and/or Attachments hereto. The following questions and answers are provided for informational purposes only.
A. QUESTION: While populating Attachment VI Price Schedule we noticed WIs 16310 & 16311 have only one cell for Extended Price while these WIs request multiple pricings per Standard Specs. 00 631 1_00 Underwater Body Preservation & 00 631 2_00 Freeboard Preservation
16310 UW Hull: Standard Specs. 00 631 1_00 Underwater Body Preservation See paragraph 3.3.2 Maintenance
Also the following paragraphs show different areas:
1. Allow for ten (10) non-contiguous areas of 10 square meters each requiring spot blasting to an SSPC-SP 7/NACE No. 4 and application of top coat below the anti-fouling.
2. Allow for ten (10) non-contiguous areas of 1 square meter each requiring spot blasting to an SSPC SP 10/NACE No. 2 or SSPC SP 12/NACE No.5 WJ- 2 finish and application of primer, undercoat, and top coat below the antifoul.
Now, there are two options:
3.3.3 Sandblasting
3.3.4 Ultra-High Pressure Water Jetting (UHPWJ)
16311 Freeboard: Standard Specs. 00 631 2_00 Freeboard Preservation
See paragraph 3.2.2 Maintenance
1. For bid purposes, assume ten (10) areas, 20 square feet each will require blasting to bare metal and coating.
Now, there are two options:
3.3.5 Sandblasting
3.3.6 Ultra-High Pressure Water Jetting (UHPWJ)
Contractor requests clarification on how to present these price formats on the provided Attachment VI Price Schedule.
ANSWER: The contractor is to price this work in a firm fixed price lump sum amount to complete this work item as written in the Statement of Work (SOW). Separate rates are not required.
Furthermore, the intent of Para 3.3.3 Sandblasting and 3.3.4 Ultra-High Pressure Water Jetting (UHPWJ) are to provide choice to the bidder, and define specific requirements, either will be accepted for this work, as Dyson is had a sufficient profile at the install of the last complete system.
B. QUESTION: WI 15200 Sea Valve: Not much information was provided in the previous amendments regarding answers to questions on this work item. Please provide the valve list of the overboard valves to be renewed. Can NOAA provide valve numbers? How many valves?
Valves in the body of the specification are not provided. Are old overboards not gate valves?
Does the piping need to be modified to suite a different face to face distance?
ANSWER: Per Paragraph 3.13.4.a. Provide and install new Main sea water and Aux seawater overboards.
- Per additional reference DY-256-FP08, sea water cooling Main over board are: 256-VL-23 and 256-VL-24, (can be seen in area 16-E and 16-C), the Component list shows valves to be 150mm (6 inch) Gag Scupper valves with remote operator.
- Old Overboards are not Gate Valves.
- The piping does need to be modified to suite a different face to face distance.
Paragraph a. continues:
1. New overboard valves shall be gate valves.
2. Provide and install new separate check valves inboard of the gate valves.
3. Provide and install new connections and modifications as required to connect remote operator to the new valves.
4. Provide and install new spool pieces and flanges for new valves.
In short provide and install new replacement valves that are 6" Gate valve 150 # flange bronze with monel trim, add a spool piece, and a separate check valve for each. Install new flanges are required.
For Aux DY-524-FP23-Aux Seawater Cooling System Diagram, overboard is 524-VL-23 (area 15-B) 125mm (5 inch) Gag Scupper valve.
Provide and install new replacement valve that is 5" Gate valve 150 # flange bronze (B61 or B62) with monel trim, add a spool piece, and a separate check valve. Install new flanges are required.
Paragraph b. 3" Gate valve 125 # flange bronze (B61 or B62)
Paragraph c. 3" Gate valve 125 # flange bronze (B61 or B62)
3. Except for the changes stated herein, all else remains unchanged.
